These past three days, I was with PS XC Alikpala, Chairman of our Teacher�s Award, and the other Rotarians to observe the Practical Teaching Demonstration part of this project. We conducted the interview of the teachers last September 16, and announced the winner in a brief but fitting Rotary program yesterday. A few weeks from now, our adjudged Most Outstanding Public Elementary School Teacher will be presented and given due recognition by the eight Rotary clubs in Marikina as the Zone�s candidate for that category in the District search for the Most Outstanding Public Servants. Although everything seems to be sailing smoothly, still I can�t avoid but think about what will happen today and next week in our meeting during the official visit. I supposed this anxiety happened to all of our Presidents.

I know that we have prepared our Plans and Programs well and all our Chairmen who finished already their projects and activities did their jobs well. You will note that there are no additional projects and major changes this year. The only difference is that we have more zone projects in order to align our activities with this year�s Presidential thrusts, which greatly improved our Interclub Relation. To date, we had 7 zone activities held in about three months, namely: Joint Zone Induction, Raffle Fundraising, Chair Donation to RCC Cupang, Blood Letting with Heart Center, Medical Mission in Cupang, Antipolo, Audio CD Donation to DepEd Marikina and the first Inter-Club Meeting. We will have more in the coming weeks like the MOPS Zone Awarding, the On-the-Spot Painting Contest, the Sagip Mata (Reading Glasses Donation), Slipper Donation in Malanday, Tree Planting at the National Center for Mental Health, Zone hosting of the District Golf Tournament and District Valentines Party.

Another area that has been given emphasis this year is the Family of Rotary. Though this is not actually new to us, we now promote the activities of the club with our partners in service. We actually have a special report on club sponsored projects and other activities where our spouses, children and even grandchildren participated. In my six years in our club, I can�t remember joining a project of our Rotary Community Corps. So, we scheduled one on September 28, the Kalikasan�Alagaan!! Secretary Val will announce the details of this activity.

Lastly, let me extol the need to participate in our district programs. The District is soliciting our help in the District Housing project and our support to The Rotary Foundation and Polio Eradication Campaign. Marikina Rotarians have long overcome the reputation of being parochial. Many of our members have already served in the district level, and still serving. And they served well and with distinctions, such as PDGs Ting and Efren. Let us preserve these gains.

As said by one of our past presidents, �Running the Club is the least of a President�s fears because it is so strong that it will not fail to function whether we like it or not. How to allocate his time in fulfilling Zone and District obligations is the most dreaded of them all.� RC Marikina is not the president alone but all the 59 active members in our roster, so please extend your help to LEND A HAND in attending our responsibilities outside of our club level.

Duckpin Bowling. Have you seen the latest in trend in duckpin bowling outfit? Well, in last Sunday�s championship game at Farmers Bowling Center IPP Dante Verano was sporting a different fashion. His left foot was clad in a regular bowling shoe while the right foot in regular rubber shoe. Is it a new trend IPP Dante is starting or he just forgets the other half of his bowling shoe? Whatever it is, it contributed to a better result for our team. We have a good fighting chance in the finals this Sunday. Our team includes: PP Roland, PT Rolly, Dir. Celso, Rtn. Junjun, PP Onie, PD George and PP Jimmy Tiu. Of course our President Dindo Santos with Sps. Cecil was ever present to lend support to the team. If you are free this Sunday afternoon please cheer for our team to victory, they need your support.

Family of Rotary. There was a launching of the District Family of Rotary Activity last Sunday, September 14, 2003 through a scheduled visit at the National Center for Mental Health at Mandaluyong City. Our Club Family of Rotary Chairman PP Jun Farcon and Sps. Zeny together with IPP Dante Verano and Sps. Noemi and President Dindo Santos and Sps Cecil represented our club. Proposed projects for the club to adopt in the center include recycle paper bag weaving, packaging of papaya soap, vegetable gardening, sewing, herb gardening, bead necklace and bracelet making and tree planting.

Most Outstanding Public Elementary School Teacher Award. On its 27th year, our club had been hosting the search for the Most Outstanding Public Elementary School Teacher. This year chairman is PS XC Alikpala with Dir. Fabi Cadiz and Rtn. Claro Capco as members. The Chairman of the Board of Judges is Dr. Angelita L. Sta. Ana with Dr. Zenaida S. Callope, Mrs. Ofelia D. Sison, Rtn. Claro Capco and Mrs. Cleotilde Nejal as members. There were seven candidates vying for the award from the different elementary school in the entire City. It is the task of the school principal to nominate among his teacher joins the contest. However, according to the principals, most teachers are hesitant this contest. The selection is a very tedious process which involved actual teaching demonstration to properly assess the candidates teaching skills. It involved one by one evaluation of the candidate in teaching demonstration in their own classroom. It is very physically tiring and exhausting task with seven candidates to appraise. You can ask our Chairman XC and President Dindo who experienced the whole process. The last part of the evaluation is a panel interview by a group of Rotarians namely President Dindo Santos. PE Kiko Pe Benito, IPP PP Tony Fidelino, Sec. Val Barcinal, Dir. Fabi Cadiz and Chairman PS XC Alikpala.. After laborious process, this year Most Outstanding Public Elementary School Teacher is from Sto. Ni�o Elementary School, Mrs. Nory Silverio. The Committee extends its gratitude to all who supported the project especially in the awarding ceremonies: Pres. Dindo Santos, Dir. Celso Cruz, PP Mario Isidro, Rtn. Eduard Farcon, Rtn. "THE ASSISTANT GOVERNORS"

For decades, district governors grappled with the task of fulfilling all of the responsibilities assigned to them by RI and their own districts. These responsibilities have continued to increase, further diminishing the time available for governors to devote to each task.

The RI Board recognized that governors could better lead their districts if they were able to delegate some time-consuming, yet vitally important tasks.

The District Leadership Plan allows for the appointment of several ASSISTANT GOVERNORS in each district to redistribute much of the governor's administrative. It also allows greater flexibility in conducting the official visit.

By appointing assistant governors to form a district leadership team, the district governor delegates much of the administrative work associated with club operations. The governor then can devote more time to motivating Rotarians to participate in club and district activities and projects. Essentially, the District Leadership Plan enables districts to change the governor's emphasis from club visitation to exploring and developing new means of meeting the district's needs.

The number of assistant governors appointed based on the needs of each district, taking into consideration factors such as geography, language, culture, the balance of strong and weak clubs in each area, and the number of clubs an assistant governor can reasonably be expected to support (In order to meet the needs of clubs in the district, between four and eight clubs should be assigned to each assistant governor, but in no case shall an assistant governor be responsible for only one club.)

The following is a list of responsibilities for Assistant Governors:
  • Meet with and assist the incoming club presidents before the beginning of the Rotary year to discuss the clubs' goals and to review the Planning Guide for Effective
  • Attend each club assembly associated with the governor's official visit
  • Visit each club regularly, preferably monthly with a minimum of one visit each quarter of the Rotary year, and meet with the club president and other club leadership to discuss the business of the club and resources available to them
  • Assist club leaders in scheduling and planning for the governor's official visit
  • Keep the governor posted on progress of the clubs and suggest ways to enhance Rotary development and address problems
  • Monitor each club's performance with respect to service projects
