The air is filled with December chill. Malls are full of Christmas decors. We hear Christmas music everywhere. Christmas is truly just around the corner. And, what preparation could be more meaningful and fulfilling to celebrate the coming of Christmas than to share our spirit of service to Christ's less fortunate brothers? This, in fact, is the very essence of the season.
So, to start with, we will have a Voluntary Blood Donation on December 7. What else can be a nicer way of giving to those in need than giving our own blood--the gift of life. On that same occasion we will also have a free Eye Examination. We will be giving eyeglasses to those with error of refraction and schedule surgery for those diagnosed with cataract. On December 13, the Zone will give slippers to beneficiaries in Malanday, and our annual Gift Giving will be on December 14. Chairman Treas. Abbet Tan will give gifts to 50 indigent children. And we are just P 9,000 short of our P55,000.00 commitment in the District Housing.
In club service, the much awaited activities in December are our Christmas Party on December 11 and Election of Officers on December 18. Everybody is busy preparing for their Christmas presentation and costumes. Chairman VP Vincent Santos has prepared to make sure all will have a grand time. On our last meeting for 2003, we will be electing the officers that will run the Club in our Ruby Year and the president who will lead in RY 2005-2006.
In a few weeks time we will be ready for the Mid-Year Review. We have accomplished more that 65 % of our plans but we still have much to do to LEND A HAND.

Guest Speaker. The City of Marikina has a population of about 474,000 but our police force has a contingency of only 272 officers a ratio of 1:1742 with the ideal ratio of 1:500. That was part of the opening statement of our Guest Speaker last meeting, PSSupt Felipe Rojas. A member of PMA Class �81, holds a Master Degree in Public Administration and Masters in Business Management under his belt, soon to be Chief Superintendent Rojas is recipient of some 99 medals, awards, commendations. He was Chief of Police of San Pablo City where he was adjudged Outstanding Chief of Police in his Region before he was assigned at GHQ in Camp Crame. SSupt Rojas hails from Cebu City where he finished he grew up and dreamed to be an officer someday in the military. He brings to the City Marikina his wide experience and long training here and abroad as newly designated Chief of Police last May 2003. Despite the small number we had in the Police Force of Marikina, it did not stop him to make reforms in the station and make the police force effective in its mandate to keep the City safe and peaceful. In his short stint, he earned commendation from EPD GHQ as number one in its accomplishment against illegal drugs. We boast our city to be a safe city to live in. It has no bombing, no terrorist activity, no bank robbery so far. We could be proud of our Police in Marikina City to be gaining headway in their efforts in fighting Crime and maintaining our peace environment.
Zone Jail Visitation. Penology or the jail system, together with the judiciary, prosecution, police and the community has a big role in the enforcement of the law. These pillars of the criminal justice system must work synergistically to maintain peace and order. However, there are some imperfections in this system and sometimes there are victims of injustices. Many are detained because of ignorance of his basic rights or lack of access to legal advice. This is the reason why the jail visitation was conceptualized. Last November 29, 2003 together with other clubs in the Zone, Pres. Dindo Santos together with PP Tony Fidelino, Rtn. Claro Capco, Rtn. Noel Flores, PE Kiko Pe Benito, IPP Dante Verano, Sps. Vising dela Paz, Jehan Capco and kid Ayessa Capco made a visit at Marikina City Jail. PP Tony Fidelino offered free legal consultation and advice to some inmates of the jail.
