Speed control on broom sticks

An increasing number of concerned parents have voiced their opinion about the
new fast broom sticks being produced. The number of injuries due to the fast
broom sticks is increasing, and a group a parents who call them selves �The Safe
Broom Sticks Patrol,� is doing something about it.

First they began gathering signatures for passing of legislation on broom sticks
for children. But after talking to a few officials from the Ministry of Magic,
they found that changing the law, or making a new one, was almost impossible.

Instead they are now trying to raise funds to create a magical device which can
be attached to broom sticks. The device makes sure that the broom stick can only
fly up to a certain fixed speed and height, which cannot be altered. The device
starts screaming loudly and turns bright red should it be removed from the broom
stick. This is done as a safety measure, so that children don�t just remove it
before flying. The parents would know if the device had been off.
The Safe Broom Stick Patrol is convinced this device would greatly reduce the
number of injuries from broom stick activities.

Our reporter went out to speak to the public to see if this was really a problem
as big as The Safe Broom Stick Patrol claimed it to be. He met up with two boys:

Reporter: �Do you think it would be a good thing to put a speed control device
on children�s broom sticks, so that they don�t get hurt that easily?�

Michael:  �No way! That would take all the fun out of it. We want to go
faster�and if you don�t feel in control of the broom stick, just don�t fly so
fast.

Freddy: �I agree! I bet the only ones getting hurt are those children with no
skills on a broom stick and parents with too much money�.

Our reporter posed the same question to a member of The Safe Broom Sticks Patrol
and told how the boys had replied:

Member: �Well, of course they would say something along those lines. They have
probably never gotten injured like my son. He couldn�t walk for three weeks
after his crash�and let me tell you, he is an excellent flyer!! It�s those fancy
broom sticks they make now days. Every kid wants one, but they don�t realise
that those broom sticks are made to be used by only the best professional
Quidditch players and not small children. I personally blame the manufactures
for all the injuries�.

As you can see, dear reader, the opinions on the speed control device is mixed.
