- First create a new image, 500 by 500 pixels, or however big you want the image to be.
- Next fill the background with black
- All on the same layer, select Filter->Noise->Add Noise and put in about 40%, distribution=Gaussian and select Monochromatic then hit okay.
- Now the screen looks way to crowded and there aren't any skies that I've seen that have this many stars, so what we need to do is lower the "Level". Go to Image->Adjust->Levels...
- Input Levels 135, 2.00, 250
- Now you should have something that looks somewhat like stars. You can add a lens flare, to make it look like your looking towards a close up star, or put some colored, or non-colored, clouds on another frame and make it look like a nebula
