I believe the Huks began as guerillas against the Japanese and then switched targets (a la Viet Minh) after the war.

What seems to be generally forgotten is that there were a number of presidents before Marcos & Co took over....all supported by the US. Corruption was a problem in the RP from Day One. The Marcos' just evolved it to such a high level and sustained it for so many years that prior administrations seem largely forgotten/ignored as ancient history. But the seeds were always there.
