To keep pedestrians [primarily children, the elderly and the disabled] as easy targets for earning points during reckless driving. For example:
Standard Pedestrian = 5 points, Children = 20 points, Elderly = 10 points
Disabled = 15 point, Bicycles = 50 points, *Any Pedestrian who runs = 100 points
