When a murder is found by the Coast Guard in the Gulf of Mexico, is discovered to linked to cocaine and Columbia. Because of this, a covert operation to interdict aerial shipments and the drug labs on the ground in Columbia, is stepped up.
Meanwhile, Adm. James Greer becomes ill, making John "Jack" Ryan Acting Deputy Director of Intelligence (DDI) for the CIA. Part of the job of the DDI is to brief the Congressional Intelligence Oversight Committy on any field operations. Robert "Bob" Ritter, the Deputy Director of Operations (DDO) of the CIA, doesn't trust Ryan, so he doesn't inform him of the covert operations in Columbia, Codenamed "Showboat".
