He holds a Ph.D degree from Utkal University and works in Gopabandhu Academy of Administration, Orissa.
He has authored several collections of poetry including 'Tapestry of Steps'.
Rabindra has published a book on the poetry of Jayanta Mahapatra. Besides, he has translated a number of poems from Oriya into English, including 'Bahubreehi', a poetry-collection by Rajendra Kishore Panda.
His poems have been published in Weber Studies, The Kenyon Review, Critical Quarterly, Contemporary Review and other reputed journals.
He is associated, in editorial matters,with 'Chandrabhaga' and 'Varnamala'.
