Light both ends of fuse "A" and one end of fuse "B".

By lighting both ends of fuse "A", you have a fuse that will burn for 30 minutes (give it some thought, you'll eventually agree).

When fuse "A" has finished burning, extinguish fuse "B".

Fuse "B" is now a 30 minute fuse. To measure 15 minutes, light both ends.
