Septuagint

by means of the contemptuous wordsof the lips, by means of another language:  for they shall speak to this people saying to them, This is the rest to him that is hungry, and this is the calamity:  but they would not hear

New Testament

By men of strange tongues and by the lips of strangers will I speak unto this people; and not even thus will they hear me, saith the Lord

Masoretic Text

Nay, but by men of strange lips and with another tongue will he speak to this people; to whom he said, This is the rest, give ye rest to him that is weary; and this is the refreshing:  yet they would not hear

Comments:  The NT, LXX and MT agree.  The quotation is very loose.
