Hosea 2.23
Septuagint

kai agaphsw thn ouk hgaphmenhn,
kai erw tw ou law mou, laoV mou ei su

New Testament - Romans 9.25

kalesw ton ou laon mou laon mou
kai thn ouk hgaphmenhn hgaphmenhn

Septuagint

and will love her that was not loved, and will say to that which was not my people, Thou art my people

New Testament

I will call that my people, which was not my people; And her beloved, that was not beloved

Masoretic Text

and I will have mercy upon her that had not obtained mercy; and I will say to them that were not my people, Thou art my people

Comments:  The NT and the LXX agree.  The NT author has chosen to reverse the order of the clauses.

The MT includes the idea of “mercy” instead of “love.”  The RSV translates:  “And I will have pity on Not pitied ...”
