The weapon category is fairly straight forward, dealing with Tech device that could be called a weapon: enhanced daggers to plasma rifles. Note, however, that a Technologically enhanced sword still requires the "1-Handed Weapon Use" skill. "Tech" alone will simply allopw it to be turned on - not wielded. Strange weapons, guns for example, can be used simply with the "Tech" skill as they are far too specialised to be considered anything else. Also, the damage rating is fixed and does not mean 'anything up to this level.' A Tech Sword with a damage of 4 will do quad damage if it is turned on, otherwise it is treated as a normal sword so single would be the call to use.
