Final Exam
1.In today's society technology is taking over the world.  Today, there is no need for banks instad we use ATM's.  Instead of paying with traditional checks we use plastic credit electronis checks.  So, why not use internet voting for elections.  In the recent election of President Bush we saw how it does not matter what style voting you use.  We seen this by the ballots that were either missing or just not counted.  I believe that internet voting would possibly be a benfit to the voting system.  For one it would be alot more convenient for the citizens of this fine counrty.  There is nothing better than staying home and eating breakfast while you vote for the president or other political positions.  I also find some draw backs to internet voting.  What if the system crashes or an hackers attacks the system.  If a hacker can hack into the US Denfense system then who knows what they could do to the voting system.  Also, what do you do for the people that are not computer literate or does not have a computer.  You would have to setup terminals for the public to go and vote.  Also, another consern is security of how do you know who is actually voting, yes you could use a didital signature.  I believe that internet voting would be very good.  I believe that it would increase the voting turn out just because we live in a fast past country.  Everyone is always on the go with internet voting only taking a few seconds not 15 or 30 minutes of waiting in line I believe more people with cast their vote.  I believe until the digital signature is in use or some other identifaction idea which would insure one vote per person and only one the traditional pole will be more secure.  If we can insure there will be only one vote per person and people are not voting for others then internet voting is an excellent idea.
2.The new digital signature law will help the productivity of business by speeding up the process in business.  With the new law that President Clintion signed, new contracts or busines that is conduted over the internet would infact be legally binding.  The idea of doing business over the internet is infact a tremendous breakthrough for business.  It will speed up the process of business.  Now all you will have to do is send the papers in the mail when you get time.  E-commerce should now explode due to this new law.  Under the new law no contract, disclosure, or other binding aggreement can  be denied in the court of law.  With this new law consumers will still beable to due business the old way of a meeting with paper and ink.  Consumers will have to regerster to become a digital signature user.  When doing so the user will agree to certain regulation which will tell them that now when they use the digital signature it will be binding in court.  
3.Do citizens have an essential right to goverment information?
Yes, I do believe that citizens have the right to goverment information.  After all we to live in a country were the goverment is ran for the people.  We have an democracy and I believe that the people should be able to see any document that they wish as long as it is not an United States security issue.  I think that all tasks completed by the goverment should be at my finger tips if I wish to view the information.  I believe that the if the goverment develops an secure site to post all information that is not going to jeoporidize the Americans citizens lives.  When posting the information you will still have to worry about hackers and anti-americans living in the United States so they would have to be-careful of what information they post.   But information such as budgets, laws, tax info, and etc...should be available at the press of a key.  A perfect example that I think would be good to put on the site would be laws that are going up for consideration.  By posting these law the people of United States or and individual could see the law and possibily voice their opinon.  I believe I as a tax payer should beable to see how much money of the taxpayers the President used last month and on what, after all it is our money.  There are somethings that should not be displayed for the general public but overall I think yes we(Citizens of the United States) do have the essential right to goverment information, the goverment employees may not thik so but I do.  I live in this country and would like to see what goes on behind the walls of the capital. 
      
4.No, the goverment does not have a long term dissemination policy.  At this time they are currently working to extend the stay of the policy that is currently being used.  Their is a law in use now that was developed in 1970.  This law set up a committee that informs the president and congress on national policy and its relationship to the availablity to the public.  Federal goverment information should always be available.  The world wide web is a perfet way to make this information available.  There will be resitriction on some of the information they would be found on the web.  But the public needs to know goverment information but the goverment would rather beable to keep govement information to themselves that is why they are trying to keep the old policy instead of developing a law that says all govement info must be available all the time.
