Maze Tunnel Inquiry

The following is the text of a press release issued by the Northern
Ireland Office today.
The Secretary of State, the Rt Hon Sir Patrick Mayhew QC has
now carefully considered the report of the team appointed to
enquire into the circumstances surrounding the discovery of a
tunnel at Maze Prison on 23 March.
He commented: 'This is a comprehensive report, produced after a
short but intensive inquiry. It provides the Prison Service with a
basis for forestalling any such attempted escape in the future.
'The report recognises the unique challenge faced by Governors
and staff at Maze Prison. They have to run an establishment in
which a large number of highly dangerous and determined terrorist
offenders is concentrated. It notes that prisoners are housed in
segregated blocks and submit themselves to the discipline of the
paramilitary factions. Through intimidation and constant pressure
upon staff these prisoners had, over a period of years, in effect
gained control within the wings to which they were confined.
Recently, searches have been carried out only infrequently. On the
other hand the report notes the high degree of security at the
perimeter, involving a military guard force, and records that there
has been no successful escape since 1983.
'It was in these very dangerous circumstances that PIRA
prisoners in H7 were able to break through the concrete floor of
cell 18 in 'A' wing, dig through a metre of hardcore and infill and
then tunnel through soil at a depth of two metres. The tunnel
extended under the exercise yard for some 30 metres. The
distance from the point of collapse to the perimeter wall was a
further 32 metres. Most of the tools and materials used to
construct the tunnel were improvised from cell furniture and
handicraft materials. The tunnel was lined and supported with
wood acquired by dismantling cell furniture, cut down metal table
legs and lengths of wood supplied to the prisoners for handicrafts.
'Soil was deposited in two cells at the end of the wing. Prisoners
were able to achieve all of this because of the effective absence of
staff from wings and steps which prisoners had taken to obscure
the line of sight down the wings from the centre of the H-block.
'The report stresses the importance of introducing procedures and
systems that are realistic and sustainable in the unique
circumstances of Maze Prison. It recommends that the Prison
Service should draw on a range of measures. None of them,
singly or in combination, will guarantee total security, but taken as
a balanced package they will make a repeat of the prisoners'
tunnelling exercise extremely difficult. The report recognises the
commitment which will be necessary to secure and sustain the
effective implementation of its recommendations.
'The report emphasises the need for a purposeful staff presence
in wings. This would involve twice-daily lockups, with associated
headcounts and random cell checks in which the fabric of cells
would be examined. There would also be a system of full block
searches organised on a frequent and unpredictable basis.
Movement of prisoners between blocks would be strictly controlled
and prisoners undertaking such moves searched.
'There are recommendations for improvements in the systems for
the control, auditing and checking of supplies issued to wings. The
report suggests that cell furniture be constructed out of soft
materials that cannot be adapted for illicit purposes. A fresh risk
assessment is recommended for all handicraft tools.
'The report makes recommendations for enhancing the
effectiveness of CCTV coverage of wings, important for the safety
of staff and prisoners as well as maintaining security. A number of
other technical and physical security measures are
recommended.
'I entirely endorse the approach recommended by the inquiry
team, and have asked the Chief Executive of the Prison Service to
take the recommendations forward as a matter of urgency.'
