Biography of the Commonwealth Secretary-General, Chief Emeka Anyaoku
The Commonwealth Secretariat is the principal organisation of the Commonwealth. Together with its sister organisations,
the
Commonwealth Foundation and the Commonwealth of Learning (in Canada), the Secretariat is the Commonwealth�s own
civil
service, effectively carrying out the priorities of its 54 member governments.
Among other things, the Secretariat promotes:
Good Governance and Democracy
Sustainable Economic and Social Development
The Rule of Law, Human Rights and Gender Equality
The Commonwealth Secretariat is located at Marlborough House in London, close to the diplomatic missions of many
Commonwealth countries. It was established by Heads of Government in 1965.
Organisation
The Commonwealth Secretariat is headed by the Commonwealth Secretary-General. The Secretary-General is elected by
Heads of Government for a maximum of two four-year terms.
The Secretary-General is supported by three Deputies responsible for Political Affairs, Economic and Social Affairs, and
Development Co-operation respectively. They, in turn, oversee 12 specialised Divisions, each headed by a Director.
The Secretariat�s 320 employees are drawn from over 30 member countries and impartially represent the Commonwealth
collectively. Many are seconded from their governments.
Operating Budget
The Commonwealth Secretariat and its activities are supported by an assessed (or operating) budget and three specialised
(or
programme) funds.
The assessed budget covers the Secretariat�s operating costs and programmes and amounts to �10.5 million (US$17.4m) in
1998-99. All member governments contribute to this budget on an agreed scale based on their country�s population and
income.
In addition, three specialised funds support specific Commonwealth activities.
The largest fund is the Commonwealth Fund for Technical Co-operation (CFTC), with a budget of �20.5 million (US$34m)
in
1998-99. This fund was established in 1971 to promote technical co-operation among developing countries and funds
training
programmes, experts in the field and advisers to fill gaps in skills in key areas such as industry, economics, law, export and
marketing. Dependent territories and associated states which contribute to the CFTC also benefit from its resources.
Contributions to the CFTC are voluntary.
The Commonwealth Youth Programme (CYP) is a fund which empowers young people to develop their potential as
productive
and dynamic members of society. It supports, among other things, regional centres in Africa, Asia, the Caribbean and South
Pacific. In 1998-99, the CYP�s budget was �2.1 million (US$3.5m). Contributions to the CYP are voluntary.
Lastly, the Commonwealth Science Council (CSC) promotes the sharing of scientific knowledge and experience among its
members. In 1998-99, this fund was �915,000 (US$1.5m).
Principal Areas of Work
Since July 1993, the Commonwealth Secretariat has adopted a programme-driven approach to its work. This means

Harare
Commonwealth Declaration of 1991. These are:

help with constitutions, the rule of law and human rights
consultations and consensus-building.
B.Promoting Sustainable Development

international issues

promoting trade, industry and agriculture.
3.Advancing human development through:
development of human resource strategies
education
health.
4.Commonwealth Youth Programme.
5.Public sector and public service reform.
6.Capacity-building (through training and experts).
7.Science and technology for sustainable development.
