House Rules and Regulations
of
Quail Hollow Swim Club
Developed
pursuant to By-laws of Quail Hollow Swim Club, Inc., Article IV, Section 2,
adopted 12-9-85.
Revised: September 3, 1998
I. Membership types, dues, payments and
penalties:
A. There are four (4) types of memberships
available:
1) FAMILY MEMBERSHIP is defined as ONE
or MORE adults and one or more children living at the same residence.
Initiation Fee: $400 (or $225 per year for 2 years)
Annual Dues: $425 (payable in 3 equal payments)
2) COUPLE MEMBERSHIP is defined as TWO
adults over the 21, living at the same residence, with no children.
Initiation Fee: $200
Annual Dues: $265 (payable in 3 equal payments)
3) SINGLE MEMBERSHIP is defined as ONE ADULT over
the age of 21, with no children.
Initiation Fee: $125
Annual Dues: $210 (payable in 3 equal payments)
4) SENIOR CITIZEN is defined as any person over the age of
60. In the case of a couple, one
party must be over the age of 60.
Initiation
Fee: 20% discount
off couple or single plans
Annual Dues: 20% discount off couple or single plans
B. Dues are billed on the first day of February, March and April of
each calendar year. Installments
are payable within 30 days of the billing date.
C. Failure to pay installments by the prescribed
due dates will result in the assessment of a $5 late fee.
D. A member is defined as the person in whose name
the membership certificate is issued.
Dependents are defined as the spouse of the member and the unmarried
children of the member. Each
member has one vote as described under Article VI “Meetings of Members”, Section 7 “Voting”.
E. A $50 reinstatement fee will be imposed
on past members in good standing who wish to rejoin Quail Hollow Swim
Club. All applicable dues will
apply.
F. The board may offer, at its discretion,
membership discounts and initiation incentives.
G. Annual dues will be prorated for members who
join after opening day.
H. Annual dues will be prorated for members who
must terminate their membership because they move out of the area.
II. Swimming pool:
A. Hours of operation:
Monday
- Thursday: 10 AM until 8 PM
Friday: 12
Noon until 8 PM
Saturday: 10
AM until 8 PM
Sunday: 1
PM until 8 PM
B. There is no rental of the swimming pool
facility allowed.
C. Guests:
1) Guests must ALWAYS be accompanied by a
club member.
2) Members are responsible for their guest’s
knowledge of the pool rules.
3) In-Wake-County guests must pay a $5 fee,
Fridays through Wednesdays.
4) In-Wake-County guests are welcome without
a fee on Thursdays.
5) Out-of-county guests are welcome without
a fee at all times.
6) Grandparents may bring member
grandchildren without incurring a guest fee.
7) Sitters may bring member children without
incurring a guest fee. Guest fees
will apply for the sitter’s own children.
D. Pool rules:
1) All members and their guests must sign in
at the pool entrance door and appropriate guest fees must be paid at that time.
2) The pool staff is responsible for
maintaining order in pool area.
Their instructions must be followed at all times.
3) NO GLASS of any sort (including swim
masks) may be brought into the pool area.
4) Conduct not permitted in the pool area:
a) Running on the pool deck
b) Rough or boisterous conduct
c) Imitating a drowning person
d) Bicycling
e) Skating
f) Spitting
g) Wrestling
h) Pushing
i) Chewing gum
j) Intoxication and/or illegal
underage drinking of alcohol
k) Use of illegal drugs
l) Trespassing before or after hours
stated under II-A above
5) Persons with open sores,
wounds, skin infections and similar maladies may not enter the large pool or
the wading pool.
6) Only regular, non-frayed
swimming suits are allowed. No
cut-offs allowed.
7) All swimmers must take a soap
shower before initially entering the pool, and after sunbathing (entering
either pool with tanning lotion applied clouds the pool water).
8) Hanging on the rope
between the swimming and diving areas is not permitted.
9) During electrical storms (i.e., when thunder is heard or lightning is seen), everyone must vacate the pools and move under one of the cabana roofs.
10) Use of obscene language
is strictly prohibited in and around the pool
area.
11) Gum, food, candy and
drinks are restricted to the designated deck areas
12) Do not litter. Put all refuse in the trash containers
provided. Place all aluminum cans
in the orange recycling barrel near the pool entrance.
13) Pets may not enter the pool enclosure.
14) The management and pool staff can not and will not be held responsible for the loss or theft of any personal belongings.
15) All lost and found articles will be kept in a box at the check-in window. All articles not claimed will be periodically donated to charity.
16)
Parents are responsible for the supervision of children in the wading
pool. The wading pool is for children
5 years old and under only.
17) Children under the age of seven (7) must be accompanied by a
responsible person over the age of fourteen (14). The pool staff’s
decision
will be final in this matter.
18) Parents must instruct their children in the proper use of the pool, the proper use of the toilet facilities, and the difference between them. A ten (10) minute break is provided each hour for the latter. This means totally out of the pool.
19) The same ten (10) minute hourly break also provides for an adults-only swim time for experienced swimmers who are at least sixteen (16) years of age.
20) A member will be held responsible for damages to club property or equipment which may have been incurred by members of their family or their guests. Members will be charged for said damages.
21) The lifeguard stands are to be used exclusively by the lifeguards. There will be no unnecessary conversation with the lifeguards while they are on duty.
22) If at any time the pool is in danger of becoming overcrowded, the lifeguards or Pool Manager, at his/her discretion, shall refuse further admittance to the pool.
23)
Diving area rules:
a) diving into less than five (5) feet of
water is never permitted
b) diving well use is restricted to those who can pass a test
consisting of a 25 yard swim, unassisted
c) one at a time on the diving board, and on
the platform steps
d) each diver must wait for the preceding
diver to surface and clear the area
e) only one bounce on the board per dive is
permitted
f) diving from the side of the board
is not permitted
g) swim directly to the side of the pool or
to the rope after you dive
h) do not dive from the side of the pool
when the diving boards are in use.
i) playing on the ladders is not
allowed
j) no swimming in the diving area
while the diving board is open for diving
k) UNLESS SPECIFICALLY AND OTHERWISE
PERMITTED BY THE STAFF:
1) the diving well is only for those diving
from the boards
2) games, such as cross pool, may not be
played in the diving well
3) swimming from the main pool area into the diving well is not allowed
24)Pool furniture cannot be
reserved, nor can it be saved, for any extended time over fifteen (15) minutes.
25)Playing
or loitering in the bath houses is not permitted.
26)There will be a one
minute time limit on all local calls at the check-in window. No long distance calls will be allowed.
27)Inflatable
devices will only be allowed in the pools at the discretion of the lifeguards,
club staff, and authorized persons are permitted in the concession
stand or lifeguard room.
28)Only
the lifeguards, club staff, and authorized persona are permitted in the
concession stand or lifeguard room.
29)Only the pool manager, assigned lifeguards, and authorized persons are permitted under the wooden pool deck and in the pump room building.
30)Emergency
equipment should be in place and used by the lifeguards. Flotation rings, ropes and poles are
used only in case of emergency.
31)Infraction
of these rules may result in the loss of swimming privileges. Decisions by the pool manager are final
and totally discretionary.
III. Clubhouse:
A. The Quail Hollow Swim Club Clubhouse may be
rented by following the procedures below:
1) Reservations may be made in person or by calling the office
during posted hours. Reservations
become firm only upon receipt of the deposit (see item #3 below) and a signed
rental contract. The clubhouse
reservation agreement and general house rules must be read, accepted, and
signed when the deposit is made.
2) Any member in good standing as defined
above or any adult 18 years of age or older may rent the clubhouse. The following conditions apply:
a) the reserving person must be present and host the event
at all times either for a private party or an organizational meeting.
b) activities for persons under age 18 must be chaperoned by the
reserving person and one other adult.
c) the clubhouse cannot be reserved for
events involving more than 87 persons by order of the Fire Marshall.
3) FEES. A rental
fee and a deposit fee are required for rental of the clubhouse. Checks should be made payable to: Quail Hollow Swim Club and will be
deposited in the Quail Hollow Swim Club checking account until after the
renter’s use.
a) The following rental/deposit structure
applies for a full day rental:
Members: $110/day
with a $100 deposit
Non-members: $275/day with a $400 deposit
The
following rental structure applies for a partial weekday (Sunday through
Thursday) rental before 4:00 PM:
Members: $15
per hour for less than 4 hours with a $100 deposit
Non-members: $25 per hour for less than 4 hours with a $100
deposit
b) The rental fee is due no later
than two weeks prior to the rental date.
c) In the event the reserving person cancels the reservation, the
rental fee and deposit will be totally refunded if the cancellation occurs at
least 30 calendar
days prior to the reserved date.
Only the deposit is refundable thereafter.
d) A key to the clubhouse will be issued
during the normal office hours closest to the day of rental.
e) RETURN OF DEPOSIT. The deposit fee will be totally
refunded except under the following circumstances:
1) If damage occurs to the Clubhouse
Building, furniture, fixtures, kitchen
equipment, bath fixtures, parking lot or any property of the Club
contained on the premises, the deposit will be applied toward the cost of
repairs with any remaining repair cost billed to the reserving
person.
2) In the event that the clubhouse is not cleaned according to
the list of General House
Rules for Renters provided, a portion of the deposit will be retained to cover
the cost of such cleaning. The
amount of the deposit fee retained will be determined by the Office Manager
and/or the Board of Directors.
Their decision in non-negotiable.
3) The deposit will be forfeited if the
reserving person violates any conditions in the rental CONTRACT.
4) The reserving person fails to return the
clubhouse key.
B) General Rules:
1) The QHSC will make available the
Clubhouse with all utilities, including water, heat and electricity in operable
condition.
2) The renter must agree that there will be no
activity on, in or about the Clubhouse that will violate any of the rules and
regulations stated above, City
of Raleigh or County of Wake ordinances, or laws of or the State of North
Carolina.
3) The Club assumes no liability for injury
to the person or property of any person
or persons attending any function held by the renter while on the premises of the Club,
and the renter agrees to indemnify and save Club harmless from any such
liability.
4) QHSC will offer the Clubhouse for rental
for partial days at the discretion of the Office Manager and/or Board of
Directors.
5) Clubhouse storage facilities will not be made available for
use by club members or building renters.
Said facilities are for official QHSC business use only.
6) Serving of alcohol by renters:
a) Members may serve alcohol if it is
provided at no charge.
b) Non members must:
1) obtain a liquor day license for the
day(s) of rental.
2) post the license during the event.
3) provide liquor at no charge.
4) turn in the license to the office when
the key is returned.
c) Liquor can only be on the premises while the renter is present
and must be removed when the renter leaves.
d) All liquor must be labeled by the
provider with the provider’s name.
IV. Tennis courts:
A. General rules:
1) The tennis courts are for the use of club members and their
guests only.
2) Bicycles, skateboards and similar devices are not allowed on
the courts.
3) Regulation tennis shoes are the only
allowable footwear on the court.
4) Adult members, those age 18 and above, PLAYING WITH ANOTHER
ADULT, have court priority on weekdays, after 6 PM.
5) Adult members have priority all day on
Saturdays, Sundays and holidays.
6) The last person to leave the lighted
courts is to turn off the lights.
The switch is located near mid-court on the fence closest to the main building.
7) Loud or profane language will not be
tolerated.
8) Do not throw rackets.
9) Keep debris off of the courts.
10)
Put trash of all kinds in trash containers.
11)
Do not put cigarettes out on the court surfaces.
12) Only tennis will be played on the courts.
13) The pool staff is
responsible for maintaining order on the tennis courts. Their instructions must
be followed at all times.
B. When other QHSC members are waiting to use the
courts:
1) Playing time is limited to one hour of
court time for singles and on and one-half hours for doubles.
2) Playing consecutive time periods is
prohibited.
3) One person’s use of a court (to practice
serves, etc.) is not allowed.
C. QHSC guest policy regarding tennis court usage:
1) Guest must ALWAYS be accompanied by a
club member.
2) Members are responsible for their guest’s knowledge of the
court rules.
3) In-Wake-County guests may use the courts
only on Thursdays.
4) Out-of-County guests may use the courts
anytime.
D. Proper tennis etiquette shall be observed at
all times.
E. Infraction of these rules may result in
the loss of tennis privileges for a period of time. Decisions by the pool manager are final and totally discretionary.
V. Playground rules:
A. General rules:
1) Parents
are responsible for the supervision of their children in the playground
area. The playground area is for
children under the age of fourteen (14).
2) The pool staff is responsible for
maintaining order on the playground.
Their instructions must be followed at all times.
3) The playground is for the use of members
and their guests only.
4) Put trash of all kinds in trash
containers.
VI. Basketball court
rules.
A. General rules:
1) Basketballs may be checked out at the
pool concession stand.
2) The pool staff is responsible for
maintaining order on the basketball court. Their instructions must be followed at all times.
3) The basketball court is for the use of
members and their guests only.
4) Put trash of all kinds in trash
containers.
VII. General provisions:
A. Liability
statement: Quail Hollow Swim Club and its
Board of Directors shall not be responsible for any personal injuries or
financial indebtedness incurred as a result of
injuries sustained while using the pool, tennis courts, playground, clubhouse
or club grounds.
B. Pool calendar:
1) The Board of Directors will meet once each month on a day to
be determined by the Board.
Members are always welcome at these Board meetings.
2) The Annual meeting of the Board of Directors will be held in
the Fall following the annual meeting of the general membership. Members are always welcome to
attend the Annual Board meeting.
3) Pursuant to the By-laws, the Board of Directors will elect its
officers at the January meeting.
4) A
regular annual meeting of the general membership of the club will be held in
the Fall. Pursuant to conditions
set forth in the By-laws, the members will elect a
Board of Directors at this meeting.
5) Invoices for annual dues will be sent out
on the first day of January, February and April of each calendar year.
6) The swimming pool facilities will open on
the last Saturday in May and will close on the evening of the Labor Day Monday
holiday.
C. Repairs to the clubhouse, tennis courts,
swimming pool facilities, parking lot and grounds will be the responsibility of
the Quail Hollow Swim Club Board of
Directors. No contracts or
agreements, promises for payment of services
rendered, or other financial obligations may be
tendered without the authority of the Board.
D. All financial obligations of the Quail Hollow Swim Club will be
approved for payment by the Board of Directors. The Board will then instruct the club’s administrative
assistant to draw a check on the club’s checking account. Signatures of the President or
Vice-President and by the Secretary or the Treasurer are required on all checks
disbursed in excess of $1000.00.
For lesser amounts only on signature is required.
