Dear Sir/Madame,

Please be advised that in the last PAC meeting of Quilchena Elementary School held September 24, 2001, a resolution was passed to amend our constitution of October 25, 1995.  Given that our next AGM is not scheduled until May of 2002, we would like to note that this amendment will be formalized in the constitution under section 4.0.  However, it has been duly noted in the minutes of September 24, 2001 that the motion was passed to include the following outcome in case of dissolution;

“A registered charity or registered charities in British Columbia, as defined by the Income Tax Act (Canada) as may be determined by the members of the Society at the time of winding up or dissolution.  This provision shall be unalterable.”

We will be pleased to send you a revised constitution after our AGM but until then, please be assured that this motion is now in effect as of September 24, 2001.

 The Quilchena PAC wishes to amend the Constitution of the Quilchena Elementary School Parent Advisory Committee in order to include a Fundraising Chair as a member of the Executive Committee.

 The following is an excerpt from the Constitution:

 “9. Amendments to Constitution

 9.1            This constitution may only be amended by a two-thirds majority vote at an Annual General Meeting, provided that notice of intention to amend the constitution is included in the notice of the Annual General Meeting.”

 The proposal will be put forward to the members of the PAC at the Annual General Meeting to be held on May 26, 2005 at 7:00 p.m.

 The proposal is to amend Sections 4.6 and add Section 5.5 of the Constitution so that they read:

 “4.6 Officers of the PAC shall include the following positions:

            Chairperson

            Vice-Chairperson

            Treasurer

            Secretary

            Immediate Past Chairperson

            Fundraising Chair.”

 “5.5     Fundraising Chair

5.5.1       To develop and execute a fundraising program in conjunction with other members of the Executive Committee

5.5.2       To maintain records of contributions

5.5.3       To work with the Treasurer to ensure that tax receipts for contributions are issued and reported.”

 The newly created “Fundraising Chair” position would be a member of the Executive Committee.

 PROPOSED CHANGES FOR MAY AGM 2006

The Executive is proposing three (3) changes to the By-Laws as follows:
A. Section 4.4. (Annual General Meeting)
Currently reads: “Officers of the PAC shall be elected by a majority of those members attending the AGM
and shall hold office beginning on the first day of the first month following the AGM until the first day of the
first month following the next AGM”.
Proposed Change: New sentence to be added after “following the next AGM.”, as follows: “The only
exception to this shall be the position of Treasurer, who shall hold office from the first day of October
following the AGM until the first day of O ctober following the next AGM”. This change is proposed in order
for the Treasurer to complete the financial statements for each school year over the summer, report at the
September PAC meeting and then hand over their responsibilities on October 1st, following the first PAC
meeting of the year.
A. Section 5.3 (Responsibilities of the Treasurer)
Currently reads: “To provide one of the two signatures on all PAC cheques”.
Proposed Change: To add a clause at the end so the complete sentence reads, : “To provide one of the
two signatures on all PAC cheques, with the exception of cheques payable to the Treasurer. Such
cheques must be signed by two OTHER signing office rs of the PAC.” This change is proposed in order to
ensure the highest possible standards with regard to financial accountability by the Executive.
3. Section 6.2 (Executive Committee)
Currently reads: “The Executive Committee may authorize expenditures of up to $250.00 for any single
item and any greater amounts require approval of a general meeting”.
Proposed Change: To change, to read ….”up to $1,000.00 for any single item….” . This change is
proposed in order to keep up with current financial realities of the PAC. The current lim it of $250 was put in
place over one decade ago, when the PAC was considerably less active in raising funds for and supporting
activity within the school. There are many occasions in which opportunities to obtain new technology,
special programs, equipment, resources, etc must be turned down, or financed through the school or other
mechanisms in order to wait until the monthly PAC meeting. The Executive recommends this change so
that there is an ability to take advantage of opportunities that arise between meetings, and to reflect the
considerably larger financial comm itments and activity of the PAC over any given school year.
