POSSIBLE SOLUTIONS

- leave Quilchena FI K-7

- eliminate the cap. Removing the cap will allow the board  to have
in addition to the straight K, a K/1 split (as has been done
successfully in the past at Quilchena), this will help strengthen the
Intermediate student numbers. Assuming the board stopped doing
the K/1 splits as the recent teacher contract lowered the class size
so that with the cap still in place there was a restriction against
making  a smaller class. i.e. used to be able to have a 26 K/1 with teachers
approval. Now if doing a K/1, class size is reduced to 18 from 20. Under the old
system of 20 students moving from K to 1, there were 4-6 extra
spaces in the grade 1 class for K's ( or entering FI 1's).

- Quilchena FI will grow and have a more viable program

- eliminate cap, leave K-7 and review in a few years time
