1.0 Name
1.1 The name will be "Queensland Primary
School Soccer"
2.0 Aims
2.1 To provide, foster and develop Soccer
within the state schools, non-state schools and other educational institutions
affiliated with Queensland Primary School Sport.
3.0 Powers AND FUNCTIONS
3.1 In its role as a departmental committee,
the operations of Queensland Primary School Soccer are subject to the policies,
practices and directives of Education Queensland, through Queensland Primary School
Sport and the Queensland School Sport Council.
3.2 To exercise the general control and management of the
administration of the affairs, equipment and funds of the Queensland Primary
School Soccer.
3.3 To subscribe to, become a member of and co-operate
with any other organization, whether incorporated or not, whose objectives are
similar to those of Queensland Primary School Soccer.
3.4 To establish sub-committees consisting of
members of Queensland Primary School Soccer to coordinate, investigate and
report on any activity or matter it deems necessary.
3.5 To distribute documents for the efficient
conduct and administration of Soccer in state schools, non-state schools and
other educational institutions affiliated with Queensland Primary School Sport.
3.6 To manage all funds held by Queensland Primary School Soccer in accordance with the Financial Procedures provided by Education Queensland.
4.0 Membership
4.1 Membership of Queensland Primary School Soccer shall be limited to any teacher who has a current registration with the Board of Teacher Registration (Queensland).
4.2 Any teacher is eligible to attend Management Committee meetings as a non-voting participant.
4.3 Any person who is not a teacher registered with the Board of Teacher Registration (Queensland) may be invited by the Management Committee to attend meetings. Such person/s shall not be entitled to vote.
4.4 Membership of the Management Committee shall be:

4.4.1 An Executive consisting of Chair, Secretary and Treasurer.
4.4.2 One regional representative nominated in writing by each of the 12 Regional School Sport Boards.
4.4.3 Any non-voting member appointed by the Management Committee may include:

Assistant Secretary
·
Assistant Treasurer
·
Life Members
· Members of Sub-committees appointed by the Management Committee
4.5 At the commencement of each year, the Sports Committee will
request a representative for the Soccer Management Committee from each of the
12 regions.
4.6 Any voting member of the Management Committee may resign from
membership at any time by giving notice in writing to the Secretary.
5.0 Vacancies ON THE MANAGEMENT COMMITTEE
5.1 The Management Committee shall have the power at any time to
appoint any member of Queensland Primary School Soccer to fill any casual
vacancy caused by the resignation of the Chair, Secretary or Treasurer, until
the next annual general meeting.
5.2 A vacancy caused by the resignation of a regional representative
shall be filled by the regional school sport board.
6.0 Functions of sub- committees
6.1 Any sub-committee shall in its operations conform to these
management procedures and any further conditions imposed on it by the
Management Committee.
6.2 A sub-committee shall coordinate, investigate and report on any
activity or matter considered necessary by the Management Committee.
Sub-committees may,
for example, be established to coordinate state and national championships,
seek sponsorship, and prepare budgets.
6.3 Sub-committee members may attend all Management Committee
meetings to report on their activities and to assist the Management Committee
with the implementation of projects assigned to them.
7.0 GENERAL
MEETINGS of the management committee
7.1 The time, date and venue of any Management Committee meeting
shall be determined at the previous meeting of the Management Committee. In the
absence of any such decision, the time, date and venue of any meeting shall be
determined by the Chair or as directed by Queensland Primary School Sport or
Education Queensland.
7.2 All members of the Management Committee shall have access to all
meetings, whether by proxy or teleconference facilities.
7.3 Teleconference
access to all meetings, given reasonable notice of such request for access,
shall be made available on a user pays basis.
7.4 A
special meeting of the Management Committee shall be convened by the Secretary
upon the requisition in writing by not less than one-third of the members of
the Management Committee or as directed by Queensland Primary School Sport or
Education Queensland. Any such requisition shall clearly state the reasons why
a special meeting is being convened and the nature of the business to be
transacted.
7.5 The
business to be transacted at a Management Committee meeting shall be listed as
an agenda to be distributed to all committee members at least 14 days prior to
the date of the meeting.
All matters of
significance require a notice of motion to allow regional positions to be
determined.
7.6 The Chair shall preside at all meetings of the Management
Committee. If unable to attend any meeting, the Chair may nominate another
member of the Management Committee to chair the meeting.
If the Chair does not nominate another member to chair the
meeting, the members present may choose one of their number to chair the
meeting.
7.7 At
every meeting of the Management Committee a number equal to a majority of
registered voting committee members for the current 12 month period shall
constitute a quorum. A member is considered to be part of the quorum whether in
person, by proxy or by teleconference facility.
7.8 If
within half an hour from the time appointed for the commencement of a Management
Committee meeting a quorum is not available, the meeting may be adjourned to a
time and place as determined by the Chair. Alternatively, the members present
may reconvene to discuss the agenda and make recommendations. Such
recommendations must be formally endorsed as in 7.11, or at the next Management
Committee meeting.
7.9 Between Meetings, the Sports Specific
Committee Executive may meet to discuss and rule on urgent matters, provided
those discussions are ratified through a postal ballot as is 7.10 or at the
next Management Committee Meeting.
7.10 A Postal Ballot may be conducted between
meetings to deal with recommendations that may arise. Decisions from Postal
Ballots shall be as valid as if it had been passed at a duly convened and held
meeting of the Management Committee.
7.11 Issues arising at any meeting of the Management Committee shall be
decided by a majority of votes and, in the case of a tied vote, the motion
shall be lost.
7.12 Persons eligible to vote shall be entitled to one vote only unless
holding a proxy vote. A person may vote in person, by proxy, by teleconference
facility or in writing. The appointment
of a proxy shall also be in writing and tabled with the secretary prior to the
commencement of the meeting.
7.13 The Secretary shall maintain full and accurate minutes of all
questions, matters, resolutions and other proceedings of every Management
Committee meeting and Annual General Meeting.
These recordings are to be available for inspection at all reasonable times
by any member who applies to the Secretary for that inspection. For the purpose
of ensuring the accuracy of the recording of such minutes, the minutes of every
Management Committee meeting and annual general meeting shall be signed by the
Chair of the next meeting following a resolution verifying their accuracy.
8.0 Annual General Meeting
8.1 The annual general meeting of Queensland Primary School Soccer
shall be held at a date, time and venue where all voting members have an
opportunity to vote either in person, by proxy, or by teleconference facility.
This may be at the state championship each year, or at another date determined
at a Management Committee Meeting of Queensland Primary School Soccer, with
notification provided to Queensland Primary School Sport, through the Executive
Officer.
8.2 The Secretary shall convene all annual general meetings
of Queensland Primary School Soccer by giving at least 28 days notice of such
meeting to the members of the Committee. Such notice shall be given to each
Regional School Sport Board and by advertisement in Education Views.
8.3 At any annual general meeting the number of members
required to constitute a quorum shall be equal to a majority of voting members
in accordance with 4.4. A member is considered to be part of the quorum whether
in person, by proxy or by teleconference facility.
8.4 The Chair shall preside at all Annual
General Meetings. If the Chair is unable to attend any meeting, the Chair may
nominate another member of the Management Committee to chair the meeting. If
the Chair does not nominate another member to chair the meeting, the members
present may choose one of their number to chair the meeting.
8.5 All issues arising at an annual general meeting shall be decided
by a majority of votes and, in the case of a tied vote, the motion shall be
lost.

The appointment of a proxy shall be in writing.
Teleconference access to all meetings, given reasonable notice of such
request for access, shall be made available on a user pays basis.
8.7 The business to be transacted at every annual general meeting
shall include:

the receiving of the Management
Committee’s annual report and a statement of income and expenditure, and assets
and liabilities for the preceding financial year.
§
the election of the Chair, Secretary
and Treasurer of the management committee.
§
the confirmation of regional
representatives.
§
the awarding of life membership(s)
§
the appointment of a delegate to
Queensland Primary School Sport or any other position as determined in Section
4.4.3.
8.8 At the annual general meeting of the Queensland Primary School
Soccer, the Executive members of the Management Committee shall retire from
office, but shall be eligible for re-election.
8.9 The election of the Chair, Secretary and Treasurer shall take
place, using the standard preferential voting system, in the following manner:
· Any two members of the Queensland
Primary School Soccer may nominate any other member to serve as the Chair,
Secretary or Treasurer
· The nomination, shall be in writing
and signed by the member, proposer, seconder and, where school based, signed by
the school principal. The nomination shall be lodged with the Secretary at
least fourteen days prior to the annual general meeting at which the election
is to take place;
· Balloting lists containing the
names of the candidates in alphabetical order shall be distributed to all
regions seven days prior to the date of the meeting.
· In the case of a tied vote for
Chair, the immediate Past Chair will have a casting vote. In the case of a tied
vote for Secretary or Treasurer, the Chair has the casting vote.
9.0 AWARDS
9.1 Service Award
§
This award recognises a person’s continued commitment to the QPS Soccer
Program.
§ Service Awards will be awarded to representatives of member bodies who have completed ten (10) years of involvement with QPS Soccer.
9.2 Life Membership
Life Membership may be conferred on
any person provided the following criteria are met:
§
The nominee has provided a minimum of
ten (10) years meritorious service at a QPS Soccer State Championship or
Management Committee level.
§
The nominee has also made a significant
contribution to the sport at the school/district/regional level.
9.3 Other Awards
As approved by QPSS.
10.0 REPORTING
10.1 A copy of the Management Committee's annual
report/activity statement shall be provided to Queensland Primary School Sport
by the end of the school year.
10.2 Within four months after the close of the Committee’s financial
year, an Annual Financial Statement is to be submitted to the School Sport
Unit. (Section 2.1.1 of the Queensland School Sport Financial Operating
Procedures – Sport Specific Committees).
11.0 Funds and Accounts
11.1 The funds of Queensland Primary School Soccer shall be managed at
all times according to the Queensland School Sport Financial Operating Procedures
– Sport Specific Committees.
11.2 An annual budget for the next financial year should be presented
at the last management committee meeting of the financial year.
12.0 Financial Year
The financial year
of the Queensland Primary School Soccer shall close on 31 December in each year
or on a date approved by the Council of Management of Queensland Primary School
Sport.
13.0 COMPETITION
PROCEDURES
13.1 All competitions and activities of Queensland Primary School
Soccer must be approved by Education Queensland, through Queensland Primary
School Sport and the Queensland School Sport Council.
13.2 Competition Procedures may be detailed in a separate document of
that name and shall include-

13.3 Competition Procedures, including
alterations, require the approval and/or ratification of the Council of
Management of Queensland Primary School Sport.
14.0 Alterations to MANAGEMENT Procedures
14.1 These Management Procedures may be amended,
rescinded or added to from time to time by a special resolution carried by 75%
of members at a meeting of the Sport Management Committee, or as directed by
Education Queensland.
14.2
Any such amendment, rescision or addition by the Management Committee shall
only be valid where at least 28 days notice has be given to the members of the
Management Committee, and that such amendment, rescision or addition has been
approved by Education Queensland, through Queensland Primary School Sport and
the Queensland School Sport Council.
15.0 Cessation of Operations
15.1 Queensland Primary School Soccer shall cease operations if: 75% of all
members of the Management Committee attending a meeting convened for that
purpose vote in favour of a resolution to that effect; or as directed by
Education Queensland, through Queensland Primary School Sport and the Queensland
School Sport Council.
15.2 If Queensland Primary School Soccer ceases operations in accordance with section 15.1, all remaining assets, after payment of all accounts, shall be transferred to Queensland Primary School Sport.
