QHG Service Ribbons and Medals
 

The tradition of decorating members of the military for bravery and service dates back to the the Roman Legions. The first Legionnaire over the wall was awarded a laurel of oak leaves.  This custom was changed and the soldier was awarded a gold button, the forerunner of the modern medal. Napoleon Bonaparte said that "A soldier will fight long and hard for a bit of colored ribbon." Napoleon rewarded his bravest soldiers the Legion of Honor, which is an enduring symbol of excellence in France to this day.

When a member of the Qinqean Home Guard is honored, he is also entered as a member of the Order of the award given. The starfish device is worn for the second and subsequent awards.  The member is also entitled to be addressed as a Companion of the Order. The Order of the Qinqeans Our nation's highest civilian honor also uses the starfish device.  See the description below for the exceptions to the use of the starfish device with the Order of the Qinqeans.

Order of the Qinqeans

Our nation's highest civilian honor has five levels: Companion, Key Companion, Prominent Companion, Distinguished Companion and Principle Companion.
Appointments to the Order of the Qinqeans are made for exceptionally meritorious service to the Government or the nation and to those who have become distinguished in their particular field of endeavor which bring honor upon the recipients, the Republic of Qinqe and its people. Exceptional performance of normal duty will not alone justify an award of this decoration. However, justification of the award may accrue by virtue of exceptionally meritorious service in a succession of high positions of great importance. The number of living Principal Companions at any one time is restricted to 30. Appointments to the remaining four levels are limited to 10 Distinguished Companions, 20 Prominent Companions, 40
Key Companions and 80 Companions per year.  The award of the Order of the Qinqeans is not required to be in sequential order, i.e., an individual can be designated a Distinguished Companion without first being designated a Companion or a Key Companion award.

Order of the Legion of Honor

Our nation's highest military honor, the Medal of the Order of the Legion of Honor is awarded by the President, in the name of Parliament, to a person who, while a member of the Qinqean Home Guard, distinguishes himself or herself conspicuously by gallantry and intrepidity at the risk of his or her life above and beyond the call of duty while engaged in action against an enemy of the Republic of Qinqe; while engaged in military operations involving conflict with an opposing foreign force; or while serving with friendly foreign forces engaged in an armed conflict against an opposing armed force in which the Republic of Qinqe is not a belligerent party. The deed performed must have been one of personal bravery or self-sacrifice so conspicuous as to clearly distinguish the individual above his or her comrades and must have involved risk of life. Incontestable proof of the performance of the service will be exacted and each recommendation for the award of this decoration will be considered on the standard of extraordinary merit.

Order of Antonio Salovega

The Medal of Order of Antonio Salovega is awarded to a person who, while serving in any capacity with the Qinqean Home Guard, distinguishes himself or herself by extraordinary heroism not justifying the award of a Medal of the Order of the Legion of Honor; while engaged in an action against an enemy of the Republic of Qinqe; while engaged in military operations involving conflict with an opposing/foreign force; or while serving with friendly foreign forces engaged in an armed conflict against an opposing Armed Force in which the Republic of Qinqe is not a belligerent party. The act or acts of heroism must have been so notable and have involved risk of life so extraordinary as to set the individual apart from his or her comrades.

Order of Nimawe

The  Medal of the Order of Nimawe is awarded to any person of the Qinqean Home Guard, or of a friendly foreign nation who while serving in any capacity with the Qinqean Home Guard, distinguished him/herself by heroism not involving actual conflict with an enemy. The performance must have involved personal hazard or danger and the voluntary risk of life under conditions not involving conflict with an armed enemy. Awards will not be made solely on the basis of having saved a life.

       
       
Order of St. Bartolome and the Bent Cross

The Medal of the Order of St. Bartolome and the Bent Cross is awarded in the name of the President of the Republic of Qinqe to any member of the Qinqean Home Guard who, while serving with the Qinqean Home Guard has been wounded. The wound for which the award is made must have come as a result of an act of any enemy or opposing armed forces. The wound for which the award is made must have required treatment by medical personnel.

Order of the Sword
(Formerly the Order of St. Simon)

The Medal of the Order of the Sword of is awarded to a person who, while serving in any capacity with the Qinqean Home Guard, is cited for gallantry in action against an enemy of the Republic of Qinqe while engaged in military operations involving conflict with an opposing foreign force, or while serving with friendly foreign forces engaged in armed conflict against an opposing armed force in which the Republic of Qinqe is not a belligerent party. The required gallantry, while of a lesser degree than that required for award of the Order of the Legion of Honor, must nevertheless have been performed with marked distinction.

 

Order of the Buckler
(Formerly the Order of St. Phillip)

The Medal of the Order of the Buckler is awarded to any person who, while serving in any capacity in or with the Qinqean Home Guard, distinguished himself or herself by heroic or meritorious achievement or service, while engaged in an action against an enemy of the Republic of Qinqe; while engaged in military operations involving conflict with an opposing foreign force; or while serving with friendly foreign forces engaged in an armed conflict against an opposing armed force in which the Republic of Qinqe is not a belligerent party. Awards may be made for acts of heroism, performed under circumstances described above, which are of lesser degree than required for the award of the Medal of the Order of the Sword.

Awards may be made to recognize single acts of merit or meritorious service. The required achievement or service while of lesser degree than that required for the award of the Medal of the Order of Nimawe must nevertheless have been meritorious and accomplished with distinction.

 

Order of Military Merit
(Formerly the Order of St. Thomas)

The Medal of the Order of Military Merit is awarded to all members of the Qinqean Home Guard without reference to degree for exceptionally meritorious conduct in the performance of outstanding services and achievements. The performance must have been such as to merit recognition for service rendered in a clearly exceptional manner while performing duties of great responsibility.

 

       
       

Order of Military Commendation
(Formerly the Order of St. Andrew)

The Medal of the Order of Military Commendation is awarded to members of the Qinqean Home Guard who distinguished themselves by outstanding non-combat meritorious achievement or service to the Republic of Qinqe. Normally, the acts or services rendered must be comparable to that required for the Order of Military Merit but in a duty of lesser though considerable responsibility.

Order of Military Achievement
(Formerly the Order of St. Matthew)

The Medal of the Order of Military Achievement is awarded to any member of the Qinqean Home Guard, or to any member of the Armed Forces of a friendly foreign nation, who while serving in any capacity with the Army in a non-combat area, distinguished himself/ herself by meritorious service or achievement of a lesser degree than required for award of the Medal of the Order of Military Commendation. The Medal of the Order of Military Commendation will not be awarded to Flag Officers.

Order of Triumph
(Formerly the Order of St. Paul)

The Medal of the Order of Triumph is issued only to Qinqean Home Guard personnel who were taken prisoner and held captive while engaged in an action against an enemy of the Republic of Qinqe; while engaged in military operations involving conflict with an opposing foreign force; while serving with friendly forces engaged in an armed conflict against an opposing force in which the Republic of Qinqe is not a belligerent party.

Order of Distinction
(Formerly the Order of St. James)

In honor of members of the Qinqean Home Guard that die in the line-of-duty, the Qinqean Home Guard presents the Medal of the Order of Distinction to the family of the deceased. The surviving spouse or family member of all members of the Qinqean Home Guard  killed in the line-of-duty are eligible to receive an Medal of the Order of Distinction on behalf of all the deceased member of the Qinqean Home Guard at no cost. 

Definition of Line-of-Duty Death
For the purposes of this medal, the line-of-duty death of a member of the Qinqean Home Guard is defined as one of the following:
Any death of a member of the Qinqean Home Guard where the member died of an injury or illness incurred while engaged in an action against an enemy of the Republic of Qinqe; while engaged in military operations involving conflict with an opposing foreign force; or while serving with friendly foreign forces engaged in an armed conflict against an opposing armed force in which the Republic of Qinqe is not a belligerent party.
Other cases where a commander makes a formal request to the Minister of Defense, who will evaluate the circumstances surrounding the death of the member of th
e Qinqean Home Guard. Such cases could include death resulting from an injury or illness incurred while acting as a �Good Samaritan� while off duty.

       
       

Order of Compassion
(Formerly the Order of St. Jude)

The Order of Compassion Medal is awarded to members of the Qinqean Home Guard who distinguish themselves by meritorious direct participation in any significant military act or operation of a humanitarian nature approved by the Foreign Minister and the Minister of Defense. The medal is not awarded for participation in domestic disturbances involving law enforcement, equal rights to citizens, or protection of properties. Service members must be on active duty at the time for direct participation. Service members must have directly participated in the humanitarian act or operation within the designated geographical area of operation and within specified time limits.

Order of Peace
(Formerly the Order of St. Mark)

Awarded to members of the Qinqean Home Guard for participation in an International Peacekeeping Mission which meets the criteria specified by the Foreign Minister and the Minister of Defense. The medal is not awarded for participation in domestic disturbances involving law enforcement, equal rights to citizens, or protection of properties. Service members must be on active duty at the time for direct participation. Service members must have directly participated in the peacekeeping Mission within the designated geographical area of operation and within specified time limits.

Order of Discipline
(Formerly the Order of St. Luke)

The Order of Discipline Medal is awarded for exemplary behavior, efficiency, and fidelity in Qinqean Home Guard service. It is awarded on a selective basis to each soldier who distinguishes himself/herself from among his/her fellow soldiers by their exemplary conduct, efficiency, and fidelity throughout a specified period of continuous Qinqean Home Guard service.

Order of Longevity
(Formerly the Order of St. John)

Awarded for Longevity in Service while serving in the Qinqean Home Guard. Authorized by the Ministry of defense. It is awarded to all members of the Qinqean Home Guard who complete four years of honorable service. Bronze starfish devices are worn on the ribbon to indicate subsequent awards of the Medal of the Order of Longevity.
