والملاحظ أن المجتمعات التي اندمجت مع بعضها لتؤلف وحدات سياسية مستقرة نسبيا، بعد عصر من الفوضى شهدته أكثر أنحاء أوروبا إثر انسحاب فرق الجيوش الرومانية واستقرار القبائل البربرية الوافدة من وراء نهر الراين والدانوب، كانت تستخدم تقنيات من مصنوعات حديدية لم يطرأ عليها أي تقدم واضح على مدى الألفي عام الأخيرة

The societies which fused together to form relatively stable political units after the confusion into which much of Europe lapsed with the withdrawal of the Roman legions and the settlement of barbarian tribes from beyond the Danube and the Rhine practiced techniques of iron-working which had not developed any outstanding refinements over the past two millennia  

إذ كانت تتألف من مجموعة متنافرة من الدويلات الصغيرة التي تتطور في إطار من التنافس الديني الحضاري بعد حركة الإصلاح الديني الأوروبي في القرن السادس عشر  

it comprised a motley collection of small states developing in conditions of sharp rivalry for political power for trade and after the European Reformation of the sixteenth century in religion also  

اك، كان مجتمعا أقل بدائية مما هو مفترض، وأن المهارات تكشفت تلقائيا لكي تضيع ثانية بعد إقامة تلك الأطلال الحجرية الميغاليثية  

was less primitive than has been assumed and that the skills emerged spontaneously only to be lost again after Stonehenge had been built  

هذا على الرغم من أن الغرب تهيأت له قوة دفع ذاتية في مجال الابتكار التكنولوجي بعد العام 1500 م. وفي مقابل النظريات التي تحدثنا عن انتقال الاختراعات من مصدر أو مصدرين رئيسيين

even though the West had acquired its own momentum in technological innovation after AD 1500 Over against the theories involving transmission of inventions from one or two dominant sources  

علاوة على هذا فإن التطور كان في المرة بعد الأخرى يفيد في تمهيد السبيل لتحسينات جديدة حلت محل التطور الأصلي، أو جعلته زائدا على الحاجة  

Time after time moreover a development has served to prepare the way for new improvements which have replaced the original development or made it redundant  

فبعد سنة 1870

ومع هذا فإنها حقبة تقتضي تفسيرا تاريخيا، نظرا لما تتصف به من قسمات كثيرة فريدة  

Nevertheless it is a period which calls for historical explanation because it has so many unique features  

وذلك لأنها تعالج أشكالا وصورا مميزة للسلوك البشري في المجتمع

because it deals with specific forms of human behavior in society  

ذلك لأن النوع البشري هو تلك المتوالية من الأنواع التي بلغت ذروتها في صورة الإنسان العاقل Homo Sapiens  

because humankind is that series of species culminating in Hoino a sapiens  

ولكن جدير بنا الاحتفاظ بها كفئات مستقلة منفصلة، وذلك لأنها تذكر المؤرخ بالحاجة إلى النظر إلى ما وراء الوثائق  

But it is worth retaining them as separate categories because they remind the historian to look beyond the documents

وهذا تصور مضلل نظرا لأن كلا من الاسمين يمثل شيئا متمايزا عن الآخر  

This however is misleading because they represent different entities

وذلك لأن تقنيات الكتابة والحساب إنما ظهرت في المجتمعات المتحضرة فقط لتهيئ لهم دقة القياس والتسجيل  

because it was only in civilized communities that the techniques of literacy and numeracy came into existence to permit accurate measurement and recording  

ولكننا نعرف أنها كانت ذات أهمية فاصلة، لأنها مكنت الإنسان من أن يكون له تأثيره المؤكد والمتزايد في بيئته، ومن ثم القدرة على التحكم فيها عمليا  

but their significance was momentous because they made it possible for men and women to assert an increasing impact on and eventually a control over their environment  

بيد أننا سنعرض التقدم التكنولوجي الفريد الذي طرأ خلال هذه القرون الثلاثة. في إطار العلاقات النسبية الصحيحة إذا ما سلمنا منذ البداية بأن الدراسة ذات بعد له تاريخ قديم عريق للغاية  

but it will help to keep the extraordinary technological progress of these centuries in perspective if we recognize at the outset that the study has a dimension of profound antiquity  

والمألوف عادة في حديثنا اليومي أن نستخدم عبارة العلم والتكنولوجيا وكأنهما اسمان مترادفان عمليا  

In current usage it is common to speak of `science and technology' as if they were virtually synonymous  

وإذا ما اعتبرنا الحاجة الاجتماعية والموارد الاجتماعية والاقتصادية شروطا ضرورية مسبقة لأي ابتكار ناجح  

If social need and social resources may be regarded as prerequisites for a successful invention

ويمكن القول أيضا كحجة إضافية، إن امتلاك العبيد فرض التزاما بضرورة إيجاد عمل لهم يشغلهم حتى ولو على سبيل إبعادهم عن التفكير في أي إجراءات تضر بالمجتمع

Moreover it can be argued that the possession of slaves imposes an obligation to find work to keep them busy if only to keep them out of mischief  

ومن ثم لنا الحق في النظر إليها باعتبارها مجموعة من الحضارات المختلفة لولا هذا التجانس الثقافي المذهل الذي بقي واطرد على مدى هذه الحقبة  

so that it would be reasonable to regard it as a set of different civilizations if it were not for the striking cultural uniformity maintained over this period

وإذا تصورنا أن طبيعة الابتكار تؤلف أول مشكلة كبرى في تاريخ التكنولوجيا فإن المشكلة الثانية هي ذيوع الابتكار أو التجديد  

If the nature of invention may be taken as constituting the first great problem of the history of technology the second such problem is that of the diffusion of innovation  

وإنه من الغريب أننا لم نعثر على دليل مكتوب في المخطوطات الهيروغليفية- وهي كثيرة- يحدثنا عن مجتمعات العالم الجديد لو كان هناك أي تأثير مصري  

and that it is strange that no literary evidence has been found amongst the elaborate hieroglyphic scripts of New World societies if there was any Egyptian tutelage involved

وإنما تعالج التكنولوجيا بدلا من هذا: متى؟ وأين؟ ولماذا هذه التقنيات  

Technology deals instead with the when and the where the how and the why of such techniques  

وإذا ما اشتملت الدراسة على استخدام الطاقة أو القوى المحركة في جميع صور الإنتاج والنقل والاتصالات  

When the application of power to all forms of production transport and communication is included  

كان البشر - على خلاف الأنواع الأخرى التي تتمتع بمهارات غريزية عالية القدر، بل وعلى شاكلة الرئيسات الراقية التي تتمتع بقدرة على تشكيل أداة صغيرة تقتضيها مناسبة عابرة - مضطرين إلى تعلم مهاراتهم المكتسبة. وتضمن هذا براعة في نقل هذه المهارات من جيل إلى جيل

Unlike other species which possess a high degree of instinctual skill or even like those higher primates which are capable of forming a simple tool when an occasion requires it human beings have had to learn their skills and this has implied a facility for passing them on from one generation to the next

بيد أننا إذا ما نظرنا إلى الحاجات الاجتماعية الكثيرة، الضاغطة في عالم اليوم والتي لاقت استجابة ابتكارية ناجحة  

The Process of Technological revolution But when we regard the many pressing social needs in the world today to which there has been no successful inventive response  

وطبيعي أن المشكلة حين تكون مشكلة غير مألوفة فسوف يكون عسيرا أن تحدد بالضبط أي الاستعدادات هي الأكثر ملاءمة، بحيث تقود الباحث إلى الحل الصحيح

Of course when the problem is unfamiliar it is difficult to know exactly what preparation will be most conducive to its solution  

وتستلزم من المخترع خبرة جديدة للتصدي لمشكلة تستعصي على الحل

when the inventor has brought a new expertise to bear on a recalcitrant problem

ويشتمل مع هذا كله على التشجيع النشط من جانب هيئات ومؤسسات المال. وعلى قدر من الرعاية عند النهوض بمخططات كبيرة  

It also involves active encouragement from financial agencies and when very large schemes are being undertaken a degree of state patronage
