To make a rocket with a payload you will simply need to follow the instructions for making a simple rocket. You will need to midify it slightly though. A clay end block must be created 5mm from the top of the tube and a hole drilled through it SLOWLY(so the friction and heat doesnt ignite the BP comp). Then the other end of the drill bit (blunt end) will be used to compress some black powder in the hole until it reaches the sureface, then a bit more BP will be rammed ontop of the clay end block to create a delay.
