The council once worked for Gozaburro, but when he died, Seto began his rule; however, he did not want to own a company that created war machines, so he turned Kaiba Corp. into a games technology business. The council's private labratories for individual was technology research were all destroyed as Seto's command. They did not agree with his course of action, and tried to kill him using his own gaming technology.
