We, the people of the greatest organization of fantasy sports in the world, have agreed to form a governing body to oversee Puck's World Fantasy Sports, Inc. (PWFSI). This Charter is set to clarify the rules and regulations of PWFSI including membership and rules for governing the Association

Title I: Leagues

The founding league in PWFSI is Puck's World Fantasy Football League (PWFFL). All rules of inclusion without specifically stating PWFFL will be assumed not to include the league.

A League that wishes to be included in PWFSI must:

1. Have a membership of no less than 4 members.

2. Be accepted by a majority vote by the Sky Box.

3. Give preferred treatment to PWFSI members in filling vacancies in their league.

The PWFSI Champion will be crowned based on points earned in qualifying PWFSI Leagues. In order to qualify for Interleague Points, the league must have at least half of the total membership of the league participating in at least one other PWFSI sanctioned league. Any bonus points must be agreed upon before the beginning of the leagues season. After bonus points are awarded, points will be awarded based on order of finish. The total points will be the number of total teams in the league. (8 teams = 8 points for first place)

If a league does not qualify for Interleague Points in two consecutive seasons, then their membership in PWFSI will be dissolved. In order to return, they will have to be readmitted by the Sky Box.

An untenured league may be removed from this association if a 2/3 vote by each section of the Sky Box is reached for impeachment. A tenured league needs a 3/4 vote by each section of the Sky Box to be removed with the representatives of the league unable to vote.

Title II: Sky Box

The Sky Box is the governing body of PWFSI. The Sky Box is divided into two sections, "PWFFL" and "Other Leagues". In order to change this charter, or law, an amendment must pass both sections with a majority vote. After the President of PWFSI signs the bill it will become part of this Charter.

Subtitle A: PWFFL Section

PWFFL will set up and govern the rules and regulations regarding tenured representation. PWFFL's Tenured Owners will sit and rule in this section of the Sky Box.

Subtitle B: Other League Section

Other leagues will gain representation in the PWFSI government once they have reached certain qualifications.

1. The league must be a continuous member of PWFSI for a period of time no less than 4 years.

2. During any 4 year period, they must retain at least 1/2 of their membership from year 1 to year 4.

3. Each league will create rules regarding representation in the Sky Box. Each league must set a minimum of at least 3 years of continuous participation, in their league, to gain representation in this PWFSI Sky Box section.

4. All League Rules regarding representation into this section must be agreed upon by the PWFFL section of the Sky Box and signed by the President.

5. One person will be allowed to have as many votes in this section as leagues that they have gain representation.

Subtitle C: Bill Submission

Any bill submitted in either section must be posted to the messageboard for open discussion. During this time, the introducing member in response to feedback may make amendments to the bill.

There will be a minimum time of one (1) week of discussion time before the owner of the bill can call upon a vote. When the bill is introduced, a time period for voting must be stated. The President of PWFSI may waive or change voting times and/or waiting periods.

If the bill is passed in one section, a vote will be held in the other section without amendment. If the Bill passes both sections of the Sky Box with a majority vote, then it will go to the President for veto or signature. If the Bill passes both sections with a 2/3 majority (of all possible votes) then it becomes law regardless of presidential authority.

Title III: Executive

Subtitle A: President

The President of PWFFL will preside over PWFSI. The President's responsibility is to be the final say in all appeals regarding interpretations of this Charter and in all PWFSI leagues. The office's power also includes suspending a league or owner from PWFSI due to unsportsmanlike behavior or lack of participation.

Subtitle B: Vice-President

The total tenured owners of PWFSI will elect the PWFSI Vice President. Each person will receive one vote regardless of the number of votes in the Sky Box. The title of Vice President of PWFSI will be a one-year term starting April 1st. To be nominated for the Vice Presidential Election an owner must be the incumbant Vice President or fit the following criteria:

1. 18 years of age

2. A member of the "PWFFL" Section of the Sky Box.

3. Sponsored by an owner in PWFFL or a represented owner in the Sky Box

The Vice President's responsibilities are:
1. Filling in when the President of PWFSI or the Commissioners of PWFSI Leagues are unable to perform their duties.

2. Breaks any ties in the "Other Leagues" Section of the Sky Box. If there are no votes in the "Other Leagues" Section, the Vice President does NOT vote.

Title IV: Authority, Laws, Admendments
1. PWFSI's rules are the highest laws of the land. If there is a conflict to the rules of one PWFSI league and a law made by the PWFSI government, PWFSI overrules the league.

2. PWFSI does not have the power to change scoring within a league.

3. PWFSI has the right make rules in regards to how points are tallied for the Interleague Championship.

4. Sister League Amendment: When two leagues are deemed by the Sky Box as "Sister Leagues", only the highest regular points earned (based on order of finish) will be credited to the owner for PWFSI Interleague Points. Any bonus points earned will be kept, regardless of finish in either sister league.

5. PWFFL and PUFFL are deemed "sister leagues"
