By-law 1 Name and Headquarters

Section 1: This organization shall be known as local 20147, Environment Component, Public Services Alliance of Canada.

Section 2: Headquarters shall be Vancouver, B.C.

By-Law 2 Aims and Objective


Section 1: It shall be the objective of this Local to protect, maintain and advance the interests of the employees of the Federal Government of Canada coming under it's jurisdiction.

Section 2: This Local shall unconditionally subscribe to, and accept as its governing documents, the constitution of the Public Services Alliance of Canada and the By-Laws of the Environment Component.

Section 3: This Local shall support fully the Public Service Alliance of Canada in the furthering of its constitutional responsibility for the improvements and protection of wages, salaries and other terms of employment of all employees of the Federal Government.

By-Law 3 Membership


Those eligible for membership shall be employees of Oceans Canada who are eligible for membership in the Environment Component of the Public Services Alliance of Canada. The jurisdiction of the Local may be assigned from time to time by the Environment Component

By-Law 4 Membership Dues


Section 1: The membership dues for the Local shall be not less than the amount per capita fees and dues required by the constitution of the Public Service Alliance of Canada and by the By-Laws of the Environment Component as determined by the National Convention.

Section 2: The Local may increase the amount for dues to be deducted as authorized by a two-thirds (2/3) majority vote of the membership in attendance at an annual meeting call for that purpose, and collected by the Component in the manner as prescribed by section 3 of By-law 5 of the Component By-laws, providing one month notice of such intent has been given by the general membership. Such additional dues shall be rebated by the Component to the Local.

By-Law 5 Membership Responsibility


Section 1: The By-Laws affecting membership responsibility shall be as set forth in Component By-Law 4.

By-Law 6 Local Officers


Section 1: The officers of this Local shall consist of a President, Vice-President, 2nd Vice-President, 3rd Vice-President, Secretary, Recording Secretary, Treasurer, Chief Safety Officer, Safety Officer and the Past President. Such officers shall be elected annually at a general membership meeting of the Local. Their duties shall be consistent with By-Law 9 of the Component By-Laws except for the Past President of the Local.

Section 2: The Local shall elect Shop Stewards having regard to the plan of organization, distribution of employees at the workplace, and the administrative structure implied by the grievance procedure.

Section 3: Vacancies on the Executive of the Local shall be filled by appointment through a simple majority vote at a special or regular general meeting of the membership.

Section 4: The President shall preside at all meetings and shall be responsible for the efficient and proper conduct of the Local.

Section 5: The Vice-President, in the absence of the President, shall carry out the duties of the President and shall perform such other duties as may be assigned to him/her by the President.

Section 6: The 2nd Vice-President, in the absence of the President and 1st Vice-President shall carry out the duties of the President and shall perform such other duties as may be assigned to him/her by the President.

Section 7: The 3rd Vice-President shall:

(a) liaison, inform and update Local officers in the area of women's and equal opportunity issues and discuss at management and union meetings;

(b) assist stewards or represent members in grievances and cases related to womens issues, equal opportunities, harassment and human rights;

(c) and other duties as may be assigned by the President.

Section 8: The Secretary shall:

(a) be responsible for notifying all members of regular, executive, special and annual meetings of the Local;

(b) be resonsible for the proper maintenance of documents and correspondence;

(c) compile and maintain a register of all members of the Local;

(d) brief the executive on all corresondences before a meeting.

Section 9: The Recording Secretary shall:

(a) record the proceedings of all the meetings;

(b) distribute these proceedings.

Section 10: The Treasurer shall:

(a) deposit all monies accruing to the Local in the bank or credit union;

(b) submit a financial statement at the end of each fiscal year. Said statement to be audited by two other members appointed at a general meeting of the Local, and then submitted to the Executive Assistant of the Component before March 1st;

(c) submit a financial statement to all regular meeting of the Local.

Section 11: The Chief Safety Officer shall:

(a) attend Regional Joint Occupational Health & Safety meetings and serve as co-chairperson if elected.

(b) discuss Local members health & safety concers with management and union representatives of the Regional Joint Occupational Health & Safety Commitee.

(c) assist stewards or represnt members in safety related grievances.

(d) ensure management meets requirements defined in the "Occupational Health & Safety Manual"

(e) direct the activities of the Safety Officer as required to assist in the completion of the duties of the Chief Safety Officer.

Section 12: The Safety Officer shall:

(a) assist the Chief Safety Officer to complete the duties as outlined in Section 11 a-e above.

(b) act for the Chief Safety Officer in his/her absence.

Section 13: The Past President shall:

(a) advise the Prseident and the other executive members in matters of the Local.

Section 14: The Executive Officers shall have the power to administer the affairs of the Local between general membership meetings.

By-Law 7 Finances


Section 1: No officer or officers shall enter into any financial contractual understanding or agreement without prior approval by the Executive of the Component.

Section 2: No expense on behalf of the Local in excess of two Thousand Dollars ($2,000.00) for equipment and supplies and Four Thousand Dollars ($4,000.00) for emergency travel shall be incurred without prior approval of a majority of the members present at a regular or special general meeting of the membership.

Section 3: Signing officers of this Local shall be any two of the following: President, Vice-President, Secretary or Treasurer.

Section 4: By-Laws affectinh finances of the Local shall conform to By-Law 12 of the Component By-Laws.

By-Law 8 Meetings


Section 1: An Annual General Membership meeting shall be held in January or February in accordance with By-Law 9 of the Component By-Laws for the purpose of receiving annual reports, the consideration of business, and the election of officers.

Section 2: General Meeting of this Local shall be held threes times per year. One to be held in each of the following geographic areas, Nothern British Cloumbia, Vancouver Island and the Lower Mainland. The members shall receive written notice of meetings 15 days prior to all general meeting except for emergency meetings.

Section 3: Special meetings may be called by the Prseident, the majority of the Executive Officers of the Local, or upon petition by ten (10) members in good standing.

Section 4: Elected Officers of the Local shall hold executive meetings between each general meeting.

By-Law 9 Quorum


Section 1: The quorum for annual meetings, general meeting or special shall be six (6) members in good standing, including the Executive.

Section 2: The quorum for executive meetings shall be three (3).

By-Law 10 Fiscal Year


The fiscal year of this Local shall be the calendar year.

By-Law 11 Amendments


These By-Laws may be amended by a two-thirds (2/3) majority vote of members in good standing present at an annual, general or special meeting providing notice of motion has been given at prevoius annual, general or special meeting.
