Graced with the power of Hadou, the cold legend mercilessly slaughters anyone who stands in his - and his Lord's - way. He is also revealed to be once the leader of the long-abolished Windchester clan that Javas was once part of, and also the Sneasel's teacher once in his youth. However, the reasons why the canine legend defected to Mewtwo is still unknown.

Rukario is cold and ruthless, with the use of his microfilament wires, he can slice even the toughtest metal and finest diamond. Also proficient in the ways of the Wave, he is a opponent with virtually no handicaps and is seemingly able to perform some techniques unique to the forgotten Windchester clan, namely Windchester Aura: Crimson Reckoning as well as the Windchester Destructive Arts, of which the fourth art, Byakurai (White Lightning) was peformed upon Regigigas, destroying the golem. A mysterious foe with a shady past - who could ask for more?
