For one thing, it is hard to create a law that directly addresses racism of one race on another without being racist itself.
For example to create legislation that prevents or punishes aggression of one race on another, the law would need to say
in more or less explicit terms, that X race cannot aggress Y race or else Z happens. The easy fix would be to remove the
direct race links and say if any race attacks any other race then Z will happen. But this kind of law isn't plausible for
obvious reasons.

The NAACP has attempted to make a move as well. They have begun to pressure congress into creating legislation that would
help solve the problem. Their approach is to begin by getting rid of 'stop-and-frisk' practices that choose people
on the basis of race. There has been little action on the matter however. Congress has reacted slowly to their proposals,
which doesnt help put the leaders of the NAACP at ease. "...this country lacks any meaningful policy banning racial profiling.
