Utrecht Artists' Supplies on 28878 Woodward 1 1/2 blocks south of 12 Mile  Road (MAP) - (248)-548-7679 - has assembled these materials (except the notebook, black portfolio and box) under my supervision and offers them AS A PACKAGE (no substitutions) - Utrecht's paints may be considered equivalent to the "more expensive option" listed below) for around $110.  They are standard materials and are commonly available from many other sources.
Prof. Jim Pallas - Macomb Community College, South Campus.

MATERIALS LIST FOR COLOR AND DESIGN 1 (ART 136)
(in order of timely need)

(immediate)
1 small jar of rubber cement
1 notebook
1 knife or scissors
1 place at home to work
1 box in which to keep all this stuff.
1 black portfolio (not a brown heavy paper envelope that you tie with those strange reddish brown cloth-like strings)

(two weeks)
1 18" x 24" pad of white paper
1 one ounce jar of black drawing ink(The Generous Professor will provide free refills)
1 sumi (bamboo) brush
1 pen holder and at least 3 assorted nibs. including Speedball B-5
1  conte crayon (soft)

(six weeks)
Least Expensive Option:

Buy Liquitex's "Basic Value Pak" which consists of six 5 oz. tubes of polymer acrylic paint in the following high intensity colors: red, yellow, blue, green, white, black.  This pak should be supplemented with separate purchase of a 2 oz. tube of prism or dioxine violet. These "Pak" paints are low pigment density (weak) paints. That cannot be extended much by adding medium to them.

More Expensive Option: Buy individual 2 oz. tubes of the following Liquitex colors: cadmium red hue, cadmium orange, cadmium yellow light, permanent green light, cerulean blue hue, ultramarine or cobalt blue, prism or dioxine violet, ivory black, titanium white, neutral gray value 5, deep magenta.  These are higher pigment density paints that can tolerate the addition of a lot of medium and still hold the color.  Most of these colors are available from various manufacturers such as Grumbacher, or Windsor Newton, including Liquitex and equivalents are generally available for those of other names

The above color selection should be regarded as minimal.
1 palette or paper palette pad
1 palette knife (not plastic)
1 jar of gloss or mat polymer medium.
1 1/2" to 1" flat bristle-type brush
1 1/2" flat hair-type brush 1 1/4" dia. round hair-type brush*
1 14" x 18" pad of bristol board.

Be sure and carry your MCC ID card or tuition receipt for tuition,  or other proof of your current student status and ask for a student discount :-)
It is not necessary to buy all this stuff at once: The Benevolent Prof. will let you know ahead of time when you will need to bring something new to class.
