1965 Training:
Nine month course in photographic interpretation and military intelligence as
it related primarily to China and the Soviet Union.
1966 Six
month special intelligence course dealing with human resource intelligence.
Active Duty:
Vietnam Thirteen months was spent in
the Central Highlands area of Vietnam.
1967-68 Experience included
interrogation of prisoners of war and defectors.
Hawaii Two
years experience as an area expert for the 6499th Special Activities
1969-70 Group.
I functioned as an area expert for the Soviet Union, the People's Republic of
China, and North Korea. I did extensive research on these countries and
prepared briefings for command delivery. Duties also included travel to South
Korea, Thailand, and Taiwan.
Fuchu, Japan One
year at Headquarters 5th Air Force. Served as watch officer for 1971-72 the
PARPRO program. Duty was to determine on a daily basis the political and
military situation in China, Korea, and the Soviet Union and brief the
Commander of the 5th Air Force on any perceived threat.
Reserve
Duty: Tours to Washington, DC; Austin,
Texas; March A.F.B, California. Duties included Russian document translation,
and area briefings on China and the Soviet Union.
CIVILIAN
1994 - 1996 Academic Director, USIA/CSUS/Lawfirm
of Carroll, Burdick&McDonough sponsored educational exchangegrant. One week
planning trip to Riga,Latvia. Meetings with U.S. Embassy,Latvian Ministries,
University of Latvia Rector and faculty. First phase consisted of a three
weektraining program in managerial, financial and governmental accounting,
andtaxation in November 1994. Second phasetook take place in Riga, May-June
1995&1996 and covered commercial law,international tax, marketing, and
financing of international transactions. Responsibilities include: curriculum
andprogram design and implementation, budget planning and evaluation.
1992 - 1998 International counsel to the law firm of
Carroll, Burdick & McDonough in charge of international acquisitions;
international accounting and tax planning liaison to Coopers & Lybrand,
Arthur Anderson, and Ernst & Young based in Riga, Latvia. Travel to Turkmenistan in June 1995 to
discuss future education programs and coordinate a World Bank proposal to
rewrite the laws of Turkmenistan.
In December 1992, Dr.
Meyer traveled to Ashgabat, Turkmenistan where he met with the U.S. Ambassador
and numerous high-level government officials for the purpose of determining the
country's needs with regard to business education. As a result of this trip, Dr. Meyer in conjunction with the Director
of International Programs, CSUS, drafted and submitted a grant proposal to USIA
that was approved in 1992. The grant
proposal contained a program for the training of high level members of the
national government, business and academia.
The proposed program consisted of two phases. In phase one twenty one representatives from Turkmenistan came to
Sacramento in 9/93 for a four week program.
Participants received training in economics, law, accounting, taxation,
and management. In phase two Dr. Meyer
and a group of CSUS and McGeorge faculty members traveled to Ashgabat,
Turkmenistan in July/August 1994 for follow-up courses. Following this program,
a joint Executive MBA program and Small Business Center are planned to be
housed at Magtumguli National University in Ashgabat. Responsibilities as Academic Director: curriculum design, faculty selection, budgeting, personnel
management. Follow-up trips in 1995/96.
From April 1992 through
September 1992, Dr. Meyer served as the CSUS Business School co-director of a
USIA sponsored program for the training of Russian academics from Far East
State University, Vladivostok. Dr.
Meyer designed the business curriculum.
He also taught in the program.
This training program lasted five weeks. The experience gained in this program will prove invaluable in
designing and implementing subsequent foreign training programs.
From August 21, 1990,
to December 1, 1990, traveled to: Salzburg, Austria; Budapest, Hungary; Moscow,
USSR; Prague, Czechoslovakia; and Munich, Germany, in conjunction with the
LL.M. in Transnational Business. Served as an intern for a period of one and
one-half months with MOGURT in Budapest and one month in Moscow with the Moscow
Institute of Economics and Statistics (MESI) and the International Trading
Company, FIANIT. The time was spent studying the privatization process in
Eastern Europe and joint ventures in the Soviet Union. During this period, I
also was able to assist in concluding agreements with MESI and GLOBALBRIDGE (an
institution training Soviet executives in Budapest).
Traveled to the Soviet
Union in Summer 1989 for the purpose of establishing an exchange agreement
between California State University, Sacramento, and the Higher Commercial
School in Moscow, and for establishing business ties.
Member of the faculty
of INTERTORG. Currently involved in the training of high-level Soviet managers.
Subjects taught include Management Accounting and U.S. Tax Law.
President of California
Business Ventures International, a corporation engaged in import and export
from the Soviet Union. Duties included negotiations with government officials
in Moscow, Vladivostok, and Budapest with regard to international joint
ventures.
Member of the
organizing board of Phi Beta Delta, the international fraternity of
international scholars.
Served as special
assistant to California State Senate Rules Committee Office of Protocol and
International Relations. Duties included drafting Senate bills, arranging
visits by foreign governments, reviewing and assessing the impact of proposed
legislation. Served as Director of the Pacific Rim Commercial Exchange Program.
This program, located in the School of Business, California State University,
Sacramento, is international in scope and includes international televideo
conferencing, an international journal, seminars, and certificate programs.
PRCEP developed an international electronic journal to promote Pacific Rim
commercial development.
Assistant Professor of
Accounting at the University of Southern California. Taught one year in the
IBEAR (International Business Education and Research) program. This program has
as students business executives from throughout the Pacific Rim countries who
want to learn U.S. business methods, philosophy, and strategy.
