I'm sorry, but at this time I don't have much information for Arwen's Rose Dress. Because we see it so little(in fact, it cannot be seen except for in the Extended DVD's Special Features), there are few resources to go by.

This is an identifying shot of the dress, taken at an exhibit. Note that it is not actually one dress, but two - an underdress and an elaborate cloak-style dress over the top. It is a pity that the scenes with this dress were cut from the movie, and that we have so little footage of it, because it really is quite a beautiful costume.

Notice the stitching on the upper sleeves of the dress, as well as the gorgeous floral patterns apparent on the inner dress.

This is a close up of the embroidery of the outer dress's sleeve.

The bodice is a-line, tight fitted, and looks to be made of velvet. It splits just below the bust line, similar to Arwen's Angel Dress.
