1.1. Title : “TRIGGERING (ANIMATION) of the INHABITANTS on the CREATIVE ACTION” or “ REVIVAL in CONSCIOUSNESS and ENTERPRISING”

1.4. Summary: Already 7 years I was trying to find a support for the general education of all

inhabitants in RS, (b), to become able for understanding democracy and market economy, (a),

but nobody wanted support me. I am aware, for a long time, that our inhbitants of the rural

and real-soc consciousness can’t accept democracy and rules of the behavior used to practiced

in EU. Now I try to get the support for this action again. I hope that, at least, you became

awere that the reason for failing all to date efforts for improving the situation in B&H lays in

this fact: International Community suposed that the B&H inhabitants are enough educated and

informed for accepting ideas of democracy and market economy. But, this supposition is

wrong! Because of that we wish to start with additional education of the RS inhabitants.

We intend to do that through: tribune, educational flyers, general educational magazine,

inhabitants cooperation with our ENTERPRISING CLUB ( which we intend to establish), (c),

etc.

1.5.Objectives: Objective of the action is to change, at least, one part of the closed, rural,

real/soc minde of our inhibitants in the tolerant, democratic, open ( open for new ideas)

mind. All, of course would be done with intention for making conditions for accepting some

other view about the world, life, work etc.

We know that it is very, very hard and even dangerous to try to change the mind

and consciousness of the people ( Sokrates knew that best), but we would try, though!

Reason for this our subbornness iz our wish to help our people, finaly to start go in properly

direction. To date, they behavied like ions in absence of the electric field! That is reason for

existing chaos here. In this situation the inhabitants lost evry hope that it could be better and

they fell in deep apathy. Because of that, it is very hard to set them in motion. We are aware,

the very atractive name of our NGO ( BETTER LIFE) wouldn’t be enough atractive for

waking them up. Because of that we organized our first TRIBUNE in one village in that we

know some people and we ask them for agitation among their relatives and neighbours. We

distributed posters 8 day s before the day the TRIBUNE took place and one of our donators was

the LEDO-ice factory, that treated the people with ice. We hope, the situation before the second

TRIBUNE will be better, because we succeded by the first TRIBUNE to begin breaking of their

apathy and we waked up at least the grain of their inquisitiveness.

When we succed to make the people inquisitive, it will be easier. The second step would be to

animate them for cooperation with “BETTER LIFE” and even animate them to become the

active member, who wants, of course.

By the way, we would make effort to supply them by as more as possible ideas and

possibilities for starting his/her own business, or to cooperate with other people in intention to

fund their own, profit/noprofit organization which would produce something atractive for the

market or making services.

When some of inhabitants would get or choose some idea for work or business, we would

inquire how to help him/her in realization of the idea.

In accordance with our intention and our programme, the priorities would be

2. GENERAL ADDITIONAL EDUCATION OF OUR INHABITANTS, and then

3. TRIGGER THEM TO FIND THEIR OWN ACTIVITY ( business) and HELP THEM IN REALIZATION OF IT.

We supose that the realization of this kind project will take a long time, but it is necessary to start and to make the network of our doughter-organization everywhere, and then by them act on the field. The most important thing is for people to learn that it exists somebody who want to help them. They are deeply convinced that it doesn’t exist anybody who want to help them, only to use them. The most important thing, for the beginning, is to give them back the HOPE, that they lost many years ago.

We hope that we, during the period of project implementation (of 15 months), could do that and could start with many actions, including manifold TRIBUNE, EDUCATIONAL MAGAZINE, EDUCATIONAL FLAYERS and services of our ENTERPRISE CLUB for a lot of animated people.The other people, who are more suspicious and more hopeless will see use of cooperation with BETTER LIFE on the example of their neighbours, and they will probably join us, although little bit later.

1.6. Justification

n Project will help to every inhabitants in RS ( direct or indirect), esspecially to those who are most disappointed, apathic, non-employed and hopeless,

n Nobody in our state takes care about those inhabitants, although somebody would have to do that,

n The worse opstruction for those people is their apathy and poor knowledge in all of fields important for today life. This problem will be solved through agitation, promotion, education and gradually rising of the the consciousness level of the inhabitants.

n The priorities are: PULLING OUT OF APATHY OUR INHABITANTS, then GENERAL EDUCATION OF OUR INHABITANTS, and then TRIGGER THEM TO FIND THEIR OWN ACTIVITY ( business) and HELP THEM IN REALIZATION OF IT.

n This project could be one of the very useful factors in realization of the sustainable development, because it intend to prepare the human resources to be able for realization of the sustainable development. Without properly prepared (educated, informed and animated) people, every project for development will fail, like it happened at most of projects done in B&H to date. Because of that this projekt can be wholly incorporated in EURED intentions.

n The non-employment and poverty in RS and B&H are so evident that it is no neccesary to do any research in this sense. By the way, there doesn’t exist anybody who is responsible for this researches, because the goverment doesn’t like this kind of data because these data would prove how the goverment bad works.

n The target group ( apatic, disapointed, hopeless, non-employed, forgotten, non educated, non enough informed, young, midle young, poor) people who do not live the life worthy the human beeings, finally will see “ the light in the tunnel”. This kind of the people are most inhabitants in RS and B&H , more than 90 %! They will get the HOPE , (that) it must no be so bad, (that) thay could create your own job and (that) they could earn and live on basis of their own work.

n We consider that this project dovetails in 100% in EURED objectives. Especially if the RRA if would be formed in this region and if education, development of rural parts, ecology, turism, opening of the enterprises, etc., would be some of its priorities.

n The project is designed for everybody who need the help in seeking his/her new path in new society and in new circumstances.

n The projekt will improve the situation in region very espiedly, because the all evil has its origin in want of knowledge. Through the improvement in average knowledge of the inabitants will lead, as a result, to less poverty, less ecological troubles, better health prevention ( and less expenses for curing) and to the lot of new ideas for work and business.

Provide the following information:

(a) Relevance of the action to the objectives of the programme

If the RRA would be formed for this region and if education, development of rural parts, ecology, tourism, opening of the enterprises etc., would be some of its priorities, the implementation of the project and its objectives will be better coordinated, and the whole action would be more fertile. It is neccesary that somebody ( for example RRA) coordinates the necessity want of the kind of enterprises in the region in the aim not to put money in the many same kind of the enterprises which would compete each other without need, and because of these non necessary competition they could fail..

(b) Relevance of the action to the priorities of the programme

This is not clear: in Guide 2.1.3 is done: Duration, Location, Type of actions, Number of proposals, that is 4 not 3 . We think, all these demands are met in our proposal; duration: 15 months, location: region of N-W B&H, type of actions: education and help in moving the inhabitants on general and specific action, number of proposals: only one.

The project will be focused in direction of creating the circumstances that are the main presumption for the sustainable development. That means: PULLING OUT OF APATHY OUR INHABITANTS, then GENERAL EDUCATION OF OUR INHABITANTS, and then TRIGGER THEM TO FIND THEIR OWN ACTIVITY ( business) and HELP THEM IN REALIZATION OF IT. Many actions, including manifold TRIBUNE, EDUCATIONAL MAGAZINE, EDUCATIONAL FLAYERS and services of our ENTERPRISE CLUB for a lot of animated people, are planned. For these purpose it is necessary to have enough information in relation with necessity on market, but in this state nobody takes care about that. This would have to be the goverment’s obligation ( as many other which goverment doesn’t do).

Unfortunately, our goverments are not able to do their job on properly way. Because of that our NGO will demand of them to form one agency, that would be responsible for gathering these kind of information for all potential users. In beetwen we would to have gather those information by ourself , of course, by monitoring the situation on market and state, generally. These jobs would have to be included in the goverment’s obligations, but, our goverment is not EXPERT goverment, but it is PARTY goverment and the people who sit there are the people who needn’t have any other feature exept obedience. They do not know their obligation and their job. That is reason for all our troubles and misfortunes. In this moment the only “ medicne” for this bad situation is strenghtening of th NGO sector by the support of the international comunity, because all our goverments ( state, entity and local) do not want to strength the realy NGO sector. They are afraid of them and of the clever people, too. For them is much better to have falsh NGO and the foolish people, because these guarantes them longer staying on the power!

But, with the bad and nonprofesional goverments we can’t go to the better future! These are reasons that the preparing the human resourse for the sustainable development must do we, NGO sector by help of international comunity, not our incompetent and hypocritical goverments!

(d) List of target groups and estimated number of direct and indirect beneficiries

Target group are all inhabitants of the chosen region except a few real intelektlual persons! Recently we kept the TRIBUNE in local community of the city Banjaluka, named Dragocaj ( only 6 km from the entrance into Banjaluka from direction of Prijedor. There were present : 10 children in age about 10 years, 10 elderly people who knows us and about 15 young boys and girls. Nobody from middle generation, althoug on the poster had be done most information and the call for seeking the way to BETTER LIFE together! Nobody of them is not interested even for BETTER LIFE!! Settlement Dragocaj iz in extremly miserable situation. Everything is death in it: Library doesnt work, Red cross, too. The House of culture is closed, because there is not any owner of it. The veth ambulance is closed too, and the anriculture apotheke diminished, too. The ground school exists, but the professor have so poor salaries that thay keep only obligate exercises. They are not motivated for more. The settlement has one man- secretary of local community, who is contakt with the center in Banjaluka, but he hang in tha air and nobody, nether settler of Dragoca, nor goverment in Banjaluka had any hearing of him. The consequences are terrible: apathy, lethargy, poverty, nobody works, nobodi has any idea, nobody want to learn, to inform himself, and garbage is everywhere aroun them, althoug the official depony is on distance of only 2 km!!

The second part of this demand is to say the quantificable objectives and how to quantificate the results. In this kind of programme the corect numbers is impossible to say. The result must be investigate and proved among the people in communities. For example: Today the situation among the inhabitants in all communities, especially village- communities is very, very, bad. The people are apathic, they aren’t interested in anything ( even in TRIBUNE under the titel: BETTER LIFE). They don’t believe to anybody and they completly lost every hope for better future. Because of that they don’t want to learn, to gather the knowledge, to gather useful information and as the consequence of that thay don’nt work anything and they are very, very poor. They live like animals: only something for eating and the place for sleeping! Because of that it would be very important TO PULL OUT THOSE PEOPLE FROM THIS LETHARGY . To date, nobody didn’t do anything in this sense. Neither domestic goverments, nor international comunity! But, both spent ( or wasted) a lot of money for the purpose of democratic education!. Unfortunately, it is not possible curing the patient before knowing the proper diagnose! They both did that.

Because that I assert that the money for the projects which international donators granted to the false NGOs, to date, are completly wasted!

Because of that, I beg you to realize the situation properly and begin, at least you- EU, “ to built the house up the fundament ”, not from the middle or top down, as the other did!

All projects done befor EURED didnt start up bottom!! And they all failed! The proves for that are everywhere around us. Everywhere apathy, lethargy, and even coma, no any action, no any idea! How do you intend to lead this people to EU? What could they do there exept emptying your social fonds?

In B&H there are only 1.6 % citizen with faculty diplomas and many of them are false. Because of that, there is only a few real intellectual persons in B&H. If you wouldn’t recognize them and if you wouldnt engaged them in your projects, instead of these false and dishonest “intellectuals”, your EURED project will fail, too.

In accordance with all said above:

The target groups are: apatic, disapointed, hopeless, refuges, ex-refuges, non-employed, forgotten, young, middle young, non educated, wrong educated, non enough informed, poor, etc., people who do not live the life worthy the human beeings.They will finally see “ the light in the tunnel”. Of this kind of the people are most inhabitants in RS , more than 90 %! Through our project they would get the HOPE , (that) it must no be so bad, (that) thay could create your own job and (that) they could earn and live on basis of their own work.

The main aim is to triggering these people on thinking, on seeking possibilities for their own job, on action of associating with other people, on interchanging of their opinions, knowledge, etc. and joining to our NGO and helping in implementation of good ideas. Because of specific intention in efforts to CHANGE THE MIND of the people in our project, the INDIRECT BENEFICIARIES could be much bigger than direct, although it will happen the direct beneficiaries, too. They could be in certain number of the concrete work places, funding little service enterprises, export enterprises, mediation agencies, etc. The indirect beneficiaries could be very large, especially if we would continue our project after EURED donation. The beneficiaries could be: moving of the people mind, pulling the people out of apathy, creating the conscisious that every inhabitants must help himself/ herself, at first, an then the other will help him/her, too., triggering the people on associating,changing the behavior and bad habits and making them awere of the their role in making the law state with democracy in their homeland.

Account of result could be gradually enlargement of the people who become interested in our programme of chenging the mind in direction of selfeducation, greedy for information, action, enterprising -and generaly said : the number of waked up people, people who we pulled from lethargy and put them again in human life! That could be improved through visiting our Tribunes, contact with us, following our idea in relation with enterprising “ boxes” etc.

(e) Reasons for the selection of the target groups and activities

We choose these target groups because of:

-nobody, esspecially goverment, doesn’t take care about these target groups,

-more than 90% people in RS ( mayby in B&H, too) belong to these target

groups,

-without putting these groups int the moving, programme of the sustainable

development will fail as failed many other programmes done in B&H. Our

people say: THE HOUSE MUST BE BUILT FROM THE FUND. The same

thing is with the succesful society. The teory of AUTOPOIESIS say: The

society must obey to the laws of nature in which the logic has most important

place. Unfortunately, there is no any logic in our society!

The planned activities of the poroject are:

-PULLING OUT OF APATHY OUR INHABITANTS, then

-GENERAL EDUCATION OF OUR INHABITANTS, and then

-TRIGGER THEM TO FIND THEIR OWN ACTIVITY ( business) and

-HELP THEM IN REALIZATION OF IT.

These would be realized through:

-manifold TRIBUNE in the every place,

-EDUCATIONAL MAGAZINE, month edition

-EDUCATIONAL FLAYERS and

-ENTERPRISE CLUB services for a lot of so animated people.

(f) Relevance of the action to the target groups

Project will make oportunities for opening some work places, but our acttion is more directed in triggering the inhabitants on thinking, seeking and creating the oportunities for opening of the as more as possible work places. Of course, we shall show haw it works on own examples: funding some service agencies, editorial agency, educational agency etc, as the part of the NGO “BETTER LIFE.” We intend triggering them for funding some export enterprises, triggering the people on mini agriculture on a small parts of their land. We will make effort to explain them that NOBODY will put in moving the real-soc factories and that is no use to wait this any more. They must have their own initiative, alone or by somebody’s help. We offer our help in this sense.

1.7. Detailed description of activities

Activity of the project:

-Animating the people to become interested in any changes in our society by taking

their own part in it

This is very hard to succeed because of general apathy, but we have a good strategy. We organized the first TRIBUNES in settlements (or local comunities) Dragocaj near Banjaluka, where some of the inhabitant knows somebody of our members.These people will agitated for TRIBUNE and they will push the flyers to their neghbours and relatives, and they will recommend them to visit TRIBUNE. We shall put marketing anouncement on TV and local radio. Our poster will be atractive with atractiv text. Some of our TRIBUNES will be sponzored by LEDO ice factiry, thats mean that every visitor will get, after the TRIBUNE, one ice-cream! Every word they would hear on TRIBUNE, they will get in written form and they could give it to their friends, neighbours and relativs, to meke them interested in. We did this all, but the number of visitors were only 35! Nobody of middle generation who lost thir jobs in socialistic factories. They still wait that somebody opens them?!

Because of them, we would have to change our strategy: we must to add still one action- going from house to house and explain to the people that nobody will open again the socalistic factories, nobody will come in their house and offer them idea, mony nd project for their job. They must do a lot of thing to get their job through their owen bussines. Of course, for that is necessary to have enough todate knowledge and information. Nobody can gather ideas, knowlwdgw and information only siting at home. It is necessary to go on TRIBUNES, among the people, reading books, newspapers, watching educational programs on radio and TV . etc. Members of our organisatin would be ready to do this job if anybody want support us.

-Starting the additionl education and selfeducation

This would be done through the presentation of the useful informations by the very respectable experts engaged on the TRIBUNEs. Of course, their exposures will be given in written form and visiors will get it to study it at home, and to give them to another people, their relatives and friends. Of course, after the TRIBUNE, the experts will talk with visitors, answer their question, associate with the attendants in aim to make some kind of friendship with them and through that learn their problems, wishes etc. Due to this way we expect that our help to the visitors would be better and more proper, because they ( maybe) know best what they need.

-Organizing the network of the NGO BETTER LIFE cells

We will organized tis kind of cells everywhere in villages and local communities by help of local power representativ ( secretary of the local community), where we would have our man who will be responsible for continualy contacts between the NGO BETTER LIFE and the inhabitants in villges or local communities. They could come there and put question for us, and the man who sit there will procceed the question to the central desk of the NGO BETTER LIFE, and we would inquire everywhere to get the answer for that inhabitants.

-Announcement for the editor-person of our educational-informative magazin BETTER LIFE and starting the issuing

We intend to issue once in month (or in two months) one edition of educational-informativ-entertaining magazin. We intend to engaged the very good journalist and experts from different fields to write for our magazine. But, we need one profesional editor, that we would seek by help of announcement. Among the educational, informativ and entertaining texts, we will present in every number at least one example of succeesful farmer or business man with his/her story about the way they succeeded. For examples we would be ready to go in the neighbours states ( Slovenia, Croatia, Serbia, and even farther. Exept all these, we intend to present the new scientific knowledge important for the everyday life and work.. So we will make our inhabitants to be contemporary.

-Announce the competition for a good and very able secretary,

This secretary must be very able to keep all yarn in her/his hands. This could be very important esspecially because the region is very broad and without a good secretary it could happen colaps. We musn’t allow that, because we intend continue the existence and our work after the EURED donation. In this aim we must have somebody who will tray to find a new donator by help of INTERNET. Secretary would do that, too.

-Announce the comptition for the market manager person

This person must be able and ready to gather information, on market in all region and more, about the necessity of diferent kind of activities and enterprises, and then to recommend the way haw to imlement results of his investigation in aim to create new work places. Of course, we all shall be awake in this sense and will help him/her to find as more as possible different kinds of oportunities for enterprises and new work places. He must be able to estimate general situation on market, catch sight about eventually opstruction, and recommend the solution or demand to the goverment for improving the law and prescription.

This person would have one more obligation: seeking for the new donations for our organization. All other employed in organization could help him. We intend to stimulate them in this action for every success by percent. This would to make possible the continuous work and action after the end of the EURED project.

-Announce the comptition for the persons who will be able going all over the villages and settlements in region explaining the people their necessity to cooperate with us

Because of the enormous big apathy and lethargy of our inhabitants, it is neccessary, we hope only on beginning of our action, to go from house-to house and talk with the people. It is very important that thay conclud that somebody finally think of them, because, never in our history anybody thought on our people exept when the goverment needs soldiers for war, or money or food for taxes! Because of our peopla are very suspicious and they don’t believe to anybody. We must break this their prejudice, because this prejudice became, throug the centuries the form of tradition!

After that, our members will try to suggest them associating and organizing and, of cours LEARNING abou new world and ideas that new world brought to us. Thejy don’t know anything about tht because they live still in vicinity of the middle age!

-Starting the visits and investigations of the places which are very suitable for tourism

After the marking that kind of places it would be necessary to trigger the inhabitants in that villages on education and preparation for the tourism in future, because of the tourism could be one of the most important resources in our region. But, tourism demands many changes: from the changes in mind, in culture, in behavior, in education, in informing, to the changes in infrastructure ( roads, current water, good houses, etc. ), habits and tradition. The inhabitants must at first like tourism and tourists and then think about concerning by it. For a lot of these things anybody must trigger them, inform them, educate them and help them in finance sense. We could help them everywhere exept in finance, but we will try to make pressure on goverment to make some programs for that action. At least for the some pilot projects. This places could offer nice nature, clean air, health food etc, what is very atractive for the citizen who live in lack of all those things. Of course, very important is marketing, and we intend to inform them by help of experts in that sense. In that sense could help the knowledge of computer using.

-Stimulation of all inhabitants on informatic education

Todey is not enough to know reading and writing! The man has to know many other knowledge, to be succeesful in life. The fist thing after reading and writing today is to be familiar with computer. Many people think it is to late for them to start with this kind of education. But, it is not true, because nobody is to old for that. Everybody can use computer in volume which is proper for him. Computer could be for people who lived far away the “ window and connection in world” . Because of that we intend to animate as more as posible people, any age, to educate themself in using computer, at least minimal.

-Stimulation of the people on creating very different association

Through these association the groups of people could make the goverment to bring proper decisions and laws, suitable for business and other actions. They could demand the transparency everywhere and on this way they could influence on the coruption and crime. These association could produce a big influence during the election in aim not to vote bad politicians. That would result in less crime and coruption, and because of a more money will be put in development, education, etc.

We are ready to stimulate and help in all necesary information that could help to the people to built non-goverment sector. This, third sector is very impotrant for making the proper democrcy.Onlu the parties are not enough for the development of proper demokracy. Because of that democracy in our state failed.

-Stimulate cooperation with agriculture association directly or through the proper association. Making contacts with the experts and scientific organisation in intention to start with producing extremly health food for us and for Europe.

-Initiate the funding of the pupil agriculture communities in the schools with intention to educate the children in the spirti of association,team work and community. By the way they would accept some knowledge and information which will hepl them when they would grow up in chosing their profession and bussines.

-Stimulate producer of honey on association in aim to find where could be exported our very high quality honey. To date, the producers of honey are not well organized and because of that our honey of the high quality can not come on the western market. There is no any organisation for quality certification and for gathering and exporting of the honey.We intend to stimulate bee-men on that kind of organization and help them in realization of that.

-Stimulate a local community to start separation of the garbage and its recykling.

We know hat it is very expensive to do somethind in quality solving the garbage problem. But, our society must, at least start, and then “ step by step” forward. There is one people saying: “ Who has started, he is on the half of the path”. Because of that we would try to trriger our local goverment on intenzifaying to gather the garbage separately and to bigger using of the “ second raw”. We have now the second raw gathering, but it is so bad payed and so bad organized that almost nobody want to do that, because of there are not separated cointainers and culture of the inhibitants in that sense.

-Stimulate the people and children on action for gathering garbage in their circuit, because, every man who once gathered the garbage will never throw it away again.

Selling the separated kind of garbage they could earn the money for school excursion and other activities.

-Stimulate people to foster blackberries and raspberries, and to try organize the export. The soil in this region is not much fertile, but it is very suitable for these kind of the fruit. Here is the factory VITAMINKA and they could exported that kind of the fruit, too, if they have not enough capacity for proccesing them in products. They could pack them in suitable form and exported them in frozen form. They have market end experience in export. It is necessary to provide only big freez hall an mashines for packing! We would propose that them.

-Give support to the workers in Milk factory in Banjaluka not to waste the brand of TRAPIST CHEES, the best cheese on Balkan and more. This could be very important export product for this region because it is famouse brand. Unfortunately, this factory is in front of bankrupt. It came there due to party-directors who set there bad dilentanteous goverments.

-Stimulate the people to try make contract for the producing vineyard snails because all production can be exported.

-Stimulate people to start organize fostering the ostrichs, and organize their proccesing and products exporting.

-In BH there exist only one workshop for producing the bee equipment, and this workshop can not produce enough of that equipment even for our market. They have calls from neighbours countries too. Somebody can help him!

The role of each partner in the activities:

We can not find any serios partner who could help us in realizing our program because our plan is too good for so bad organisation and institution we have here. The only organisation which could help us could be RRA which has be formed just now and it hasnt start to work yet. It wait on RED donation, like we do. If they ( and we, too) get EURED donation for our work, we will cooperate and we will be THE FIRST ORGANIZATION that WOULD DO SOMETHIN USFUL FOR THE SUSTAINABLE DEVELOPMENT in our state. All what happned to date, and all money that has be spent by false NGO and falshe B&H institutions is wasted for nothing. This is very easy to prove: Be only interested to see the circumstances around us!

We expect by RRA in Banja Luka help in detailed researching of market, structure of un-employers, information of all villages and local comunities in our reagion, contact with men or women who are expoziture of the local goverment in that local communites, information of new and old laws which touched us, information about donators etc.

Unfortunately, we can not find any other partner who want to help us, because our program intend to improve the knowledge, education, information and conscisious of the people, but these is very, very dangerous for all falshe and criminalized state institutions, falshe NGOs and even that donators who come here only because of “ washing the money”. All of them could become imperilled by clever inhabitants. That is reason for the fact that NOBODY DIDNT WANT TO SUPPORT THOSE IDEAS FOR THE LAST 7 YEARS! Me, Ph D. Radojka Prastalo was trying to find support for this program for 7 years and I knocked on more than 30 doors and addresses. Among them are SOROS, USAID, NDC, ICVA, UNICEF, etc, and RS-presidents, goverments, parties etc.....

If EURED wouldnt support us, I would not be disapointed: I will only add your title on the very long black list of organizations and persons who doesn’t like to instalate the sustainable state on BH-theritory .

I hope that you realized now WHY I AND ORGANIZATION “BETTER LIFE” CAN’T FIND PARTNER! There doesn’t exist any person, any organization and any institution which honestly like to help to the state of B&H and to B&H people!

1.8. Methodology

-Applicant will do its best in relation of education and sugessting the possibilities for employement in own bussines. But, applicant has no any money for crediting any bussines; aplicant has not any possibility to open the little factorries or workships, and any workplaces except some that would create if this project get EURED financial support. In that case, we hope open about ten workplaces, some in part time, and some in full time.

-We have one TRIBUNE on 4. april 2004. in Dragocaj ( local community of city Banjaluka). We have see there: general lethargy and total apsence of civilisation! This is the settlement in vicinity of the biggest city in RS, but the situation looks like it in the mountain where never existed any civilisation. After that, is necessary to ask anybody anything about situation? Could you imagin what kind of situation could you see in villages who are more further from towns and citis? Of course, the researches will do we, if get EURED donation, because it is nrcessary for making the most effective plan for action. We should test the inhibitants through tests or conversation, or both.

-Evalution of our activity could be made in that settlement which we would work out. Not through false reports, on which basis existed many false NGO yet 8 years! They didnt do anything yseful for the peopele, but they have not any problem with donation. Only we have.

-We intend to have only one partner: RRA ( this is not because we dosn’t want to have more, but nobody want to work on that kind of the programme) . We shall obey their demands and ask them for help in relation with information and advices.

-We intend to start action on all comunities in N-W BIH. For now, we dont know real number, but we supose that it is about 25- 30 comunities.

-The target group are all inhabitants of the our region exept maybe 1-2 % who get rich on basis of crime and crime in politics. They will not be interested in our action . They could maybe spoil it, because it is very dangerous for them to make people cleverer!

- Of course, 15 month is not enoug time for the full REVIVAL of the very deep sunken people, but it is enough to start, to set the infrastructure for action and to make some visible results, that could incourage the people, the goodwill donators and the not numerous intellectuals to join us and help us to continue REVIVAL of our people and our state.

-We are completejy ready for starting the project. The only thing that is lacking is money.

-The plan is apsolutely logic because in it is included the theory of AUTOPIESIS.

n List of the real and possible checked factors: The commision of the EURED could see the situation in some of settlement in vicinity of Banjaluka now ( after 8 years activity of the to date NGOs and goverments), and after 15- months work of NGO “BETTER LIFE” with support of EURED. We hope, the situation will be drasticaly different.

Detailed description of:

(a)Methods of implmentation

Project would be organized so that the core of our NGO will create and organize the actions in coordination with RRA of the community of Banjaluka under the EURED programme. The helping personal of NGO and the volontary members will take part together with the core of the NGO in realization of the plans. We intend to keep tribunes, to deliver educational flyer, to issue the proper magazine ( monthly or once in two month), and even we intend to visit many households (homes) in community with aim to wake up the inhabitants out of lethargy and make them interested for changing the situation in our state in direction of better life.

For example: On the 4. April we kept the tribune in the community DRAGOCAJ ( the written material is added to this application) in agreement with just grounded RRA in Banjaluka with mrs. Duska Jovanic as the director. She gave us, too, very important informations that helped us in fullfilling this application form. She agreed with us in opinion that all troubles in our state have origin in a lack of education on all levels of our society. Because of that she promised help us in all our educational actions, of course not financial because she is not boss of the budget, but moral, professional and advisory.

Project will be lead by managerial council of our NGO and it will be followed and controled by......

b) This method of implementation is chosen because no one of the to date existing NGO did that. All of them try to implement some kind of “ saloon democracy”. Because of that there is no any results. The most of people are, with their mind, still in Middle age! Because of that, the “ saloon democracy “method doesn’t work! A lot of money is spent ( wasted) on support for that kind of the N GO work, and THERE ARE NO POSITIVE RESULTS! That is enough big reason to CHANGE the method of access and work, and we intend to do that on just different way.

c) We are just beginners. I tried to join another NGOs, but I must with sorry say: ALL OTHER NGO in our state are CLOSED organisation and they don’t want to cooperate with me. That is reason that I gathered my friends and we registrated a new NGO “BETTER LIFE”. Our NGO will be OPEN NGO for all people who have the same aim: better life for everybody in our state. If we would get this donation, we will continue our work begun by the TRIBUNE in Dragocaj on 4. april 2004.

d)We intend introduce evaluation of the entire work every 14 days. This will do the management council of our NGO.Before the implementation of every step of the plan it will be made estimation of the success, and after the performance it will be evaluated the result.The difference between them will be analyzed and after that it will be applied the AUTOPOIESIS with intention to achieve that our NGO become THE FIRST AUTOPOIETIC (and LEARNING -by Peter Senge) ORGANISATION in BH. Maybe we could become the SAMPLE of autopoietic organisation in our state. The scientists argue that in future will exist only AUTOPOIETIC organisation, from level NGO, commpanies, institutions to states! If we could do this ( of course the first condition is financial support), it would be the greatest possible help to our people, to our state, to Balkan and to Europe.

e)For now we can not have any partner for financial support because Local community established their budget for 2004. year on 31. dec. 2003. and it is now impossible to change it because of us! The support by other donators is impossible to get because WE ARE BEGINNERS!. Nobody want to support beginners!. We tried by USAID, SOROS, NDC, ICVA etc. Some of them rejected us and some of them ignored us. Now we apply to EURED because mr. Gerard explain us that in this programme the beginners have the chance, too. We hope that you are aware that only the NEW IDEAS, NEW NGO, NEW PEOPLE can promise NEW RESULTS, NEW SUCCESS.Because of that, we hope you will not ignored us, as other did.

f)The only partner for now ( but not in financial sense) is RRA ( Regional Development Agency) in Banjaluka.

g) The project manager have to be person with the highest education: Ph. D.

1.9. Duration and action plan

Duration of the project will be 15 months. We dont know when we could start the project ( it depends upon the money), but we will be ready for ending until 31. dec. 2005.

-We could not give data about employment rising because this data and these activities are not in ingerence of NGO, but in ingerence the goverment. Unfortunately, our goverment is in big chaos and they even dont do this their job! Of course, through our activities we will advice people how to find and even start their own bussiness, but we couldnt help them in financial sense because we are no banks, no goverment with budget, no donators, ect. Banks in our state give us the very expensive credits ( 16%) and people could not take this credits, because the situation in our state is very chaotic because of that the goverment sector didn’t do many necessary things to make possible any enterprise activity.

- We hope that we will produce many lethargic people into activ and relative enough educated ( for the beginning) people who can see the actual reality by other eyes.We hope that every tribune will be visited by 50-70 people ( we hope that on repeated tribunes will be even more people because we will give to the visitors on first Tribune written material for their neighbours, relatives, friends in intention to make them interested in themes). We intend to keep at least 5 tribunes in every local comunity. How many local comunities we would take depend upon the financial side, but we hope it could be about 20. Except that we hope that it would be big number of the people who will read our magazin with educational and advisory texts. Entirely we coud suppose that the 12000 people will learn something from our programme. If we suppose that they will talk about that to your friends and everywhere it will be oportunity, this number coud be still bigger. And when we have more educated people, the knowledge and the interest for it will spread faster.

-The project will be continued due too another donation and the support of Local community. We plan the workplace of referent for donation and application and he has to do his job. Except this, next year if we got your donation, we wouldn’t be BEGINNERS any more and we could get donations and support of local goverment, especially when RRA (RDA) and mrs. Duska Jovanic will see our results, she will lobe for us in local comunity budget.

-The project will trriger people on thinking in aim to solve their own problem by themselves. To date, almost all our people have thought that their problems have to solve communist party, because they were thought on this way. Thinking was forbidden cathegory! Today, instead of communist party we have some other parties, but no one of them is able to do what it has to do. The men in them are of problematic moral and they dont work anything in interest of people, but only in their own personaly interest. They don’t uantundertake any action or process which take more time than one political mandattakes time. They even dont want to start this kind of process, because they personaly wouldnt have any use of it for themselves! Besause of that it is very important that this kind of process, at least, beginn some international organization ( for example EU through EURED programme), and when this action would got the fundament, the other organization and even local goverment, I hope, would take part in supporting it. When it would be done that inhabitants know more, they would be able to have some ideas how to solve their own problems, including the problem of their enployment through their own enterprising.

In relation with enterprising and their dividing in two ( or more), the NGO has no any ingerence in our state. That is thing for goverment!

-The prove for countinuous financing of the project is impossible to get because it is impossible in general sense. All institutions, except of these who have continuous goverment support, can’t get this kind of prove. The project will be continued due too another donation and the support of Local community. We plan the workplace of referent for donation and application and he has to do his job. Except this, next year if we got your donation, we wouldn’t be BEGINNERS any more and we could get donations and support of local goverment, especially when RRA (RDA) and mrs. Duska Jovanic will see our results, she will lobe for us in local comunity budget.

-The confirmation that the “ active” will stay in public ownership is impossible to get in our disorganized state! But, the fact that our project could ( and must!) to be continued through at least 10 years if EU realy want to receive the BH state in EU, is just enough, because all money that we will put in active will be amortized in these 10 years. We hope, after big work on education and enlightening of the inhabitants, it will be much people between those uneducated and unenlightened who could the flambeau of education and enlightening spread in all directions and among all inhabitants. Today, there is only a few this kind people and they cann’t make the kritic mass who could do anything remarkable in sense of improvement in BH life and BH state.

-The local development agencies could be transformd ( or better: included) in regional agencies, but it take some time. In first step it is neccessary to form the stabile and effective local agencies, and then it will be easy to bind them together. This way is more efective than vice versa. Esspecialy because this way supports the THEORY OF AUTOPOIESIS, that is the theory of future even for survival of the people on the earth!

The project will trriger people on thinking in aim to solve their own problem by themselves. To date, almost all our people have thought that their problems have to solve communist party, because they were thought on this way. Thinking was forbidden cathegory! -Stimulation of all inhabitants on informatic education

-Stimulation of the people on creating very different association

-Stimulate producer of honey on association in aim to find where could be exported our very high quality honey.

-Stimulate a local community to start separation of the garbage and its recykling.

-Stimulate the people and children on action for gathering garbage in their circuit, because, every man who once gathered the garbage will never throw it away again.

-Stimulate people to foster blackberries and raspberries, and to try organize the export.

-Stimulate the people to try make contract for the producing vineyard snails because all production can be exported.

-Stimulate people to start organize fostering the ostrichs, and organize their proccesing and products exporting.

..etc.

We cann’t get information if any other organization does that kind of programme, but, juding on basis of the general situation in state, it is little belivable that anybody does that. All NGOs we tried to contact, HIDE(!!) the informations about their actions!!!

b) We said, the only our ( but non-financial) partner will be Regional Development Agency under the rule of mrs. Duska Jovanic in Community of Banjaluka. We dont know her experience, but the fact that she is put on the top of RRA (RDA) means that somebody knows her posibilities. But, I see, she is very able and very broad educated person and she is deeply awere that

ALL OUR TROUBLES ON BALKAN HAVE ORIGIN IN BAD EDUCATION OF THE INHABITANTS!

She is THE FIRST PERSONE we met, who see that. For us, that is enough!

2.2. Publications and other outcomes

We hope that we, during the period of project implementation (of 15 months), could could start with many actions, including manifold TRIBUNE, EDUCATIONAL MAGAZINE, EDUCATIONAL FLAYERS and services of our ENTERPRISE CLUB for a lot of animated people.The other people, who are more suspicious and more hopeless will see use of cooperation with “BETTER LIFE” on the example of their neighbours, and they will probably join us, although, little bit later.

The reason for failing all to date efforts for improving the situation in B&H lays in

this fact: International Community suposed that the B&H inhabitants are enough educated and informed ( like in their countries) for accepting ideas of democracy and market economy. But, this supposition is wrong! Because of that we wish to start with additional education of the RS inhabitants.

We intend to do that through: tribune, educational flyers, general educational

magazine, inhabitants cooperation with our ENTERPRISING CLUB ( which we intend to establish), (c),

etc.

In fact: the outputs would be:

1. PULLING OUT OF APATHY OUR INHABITANTS, then

2. GENERAL ADDITIONAL EDUCATION OF OUR INHABITANTS, and then

3. TRIGGER THEM TO FIND THEIR OWN ACTIVITY ( business) and HELP THEM IN REALIZATION OF IT.

5. EDUCATIONAL MAGAZINE

6. EDUCATIONAL FLAYERS and

7.ENTERPRISE CLUB services for a lot of so animated people.

Project will make oportunities for opening some work places, but our acttion is more directed in triggering the inhabitants on thinking, seeking and creating the oportunities for opening of the as more as possible work places, because we cann’t support the inhabitants by financial means.Of course, we shall show how it works on own examples: funding some service agencies, editorial agency, educational agency etc, as the part of the NGO “BETTER LIFE.” We intend triggering them for funding some export enterprises, triggering the people on mini agriculture on a small parts of their land. We will make effort to explain them that NOBODY will put in moving the real-soc factories and that is no use to wait this any more. They must have their own initiative, alone or by somebody’s help. We offer our help in this sense.

2.3 Multiplier effects

Our model of additional education, enlightening and informating of the letharghic people could be multipled and applied all over the BH, Balkan and even in the world, everywhere it could be neccessary.

There are so many places all over the world where the people know very little about even the todate civilisation and special about democracy, free market and human rights. The international community does very big mistake, learning them direct about democracy, human rights and free market economy, because they cann’t realize this without certain level of the pre-education! They dont understand that because they have not proper premises in their mind to be able to realize these things! Because of that, we would be so free to advice the international comunity to do, at first, something in rising the conscisous of those people, before make them to accept the democracy, human rights and free market economy. In that case, the international comunity will not fail in their actiona, as it hase happened todat, and will not waste the taxes-money for nothing.

2.4. Short-term and long-term impact

Generaly said, it would not be much short-term impact of our programme. That is reason for the fact that nobody, todate, didn’t want to support our action. All donators and even goverment want to see short-term effects, i. e. the effects must be visible during their mandat!! In this case they could take some use for themself, personally. When we applied at local goverment, we didnt get money, but the money got students ( for improving food for them) and ecologist ( for cleaning one part of the river shore). They were more loud than we are. And what has happened? The students ate the better food ( and spent given money), the ecologist picked up the garbage on the one part of the shore, but somebody of the low level of concsisious throw again garbage on the same place. Generaly said: IT WAS NO ANY USE OF SPENT MONEY! Please, take care that the same thing wouldn’t happen with EURED donations!

The short-term impact will happen at the less inert people who will want to use our recomendation and our help momentaly.

The long-term impact will happen to all other people and the whole our society, who will become able, finily, to start go in direction of EU and its standards. Todate, all our society with so unable and skillles goverments on the top rotate only in the same ( miracle) circle.

We hope that we will produce many lethargic people into active and relative enough educated ( for the beginning) and much more informed people who can see the actual reality by other eyes.

The biggest long-term impact will be awerness of the peple that they have to demamd of the goverment to do things usful for citizen. They will become aware of their power and obligation to make pressure on the goverment to do their job properly. Todate, this was no case.

Other oportunities for financing, according to our laws, we haven’t, because NGO “BETTER LIFE” is registred as the NONPROFIT organization.

b)There is no be any ownership of action outcomes. If our organization would stop by work, some other organization would get its “active” ( if it would exist) and will continu NGO activity in accordance with our laws.

c) Policy level- Results of our action will sure be structural impact on on improved legislation ( because the inhabitants will become awere of their possibility of impact on goverment sector and they will make the pressure for doing better legislative). It will be happen a big codes impact in behavior of inhabitants, because they will realize the use of the civilisated behavior in any situation. And, they will change their standview again many things in life. Of course, on better.

3. Budget for the action

3. Description of applicant

We are NGO “BOLJI ZIVOT” ( “BETTER LIFE”) and we are located in Banjaluka, B&H. Organisation is founded with intention to act on rising of the conscisious level of the inhabitants, at first in Republic of Srpska, and later in whole B&H. This have to do somebody, because of that the B&H will be for ever be “ the black hole” in Europe. But, to date, nobody even started any action in this direction! Still worse, it seems that nobody in our state ( even not the international communitiy) haven’t,to date, realized that this is the MAIN PROBLEM. This is the problem of the all problems in B&H ( and on the whole Balkan, too)!

But, we are beginners with the NEW view and the NEW ideas, and nobody, because of a big moment of inertia, can’t accept those ideas! What a pity! Only with this kind of ideas we could make improvement in our state. Wasn’t enough waiting and hopening that the same old ideas could give the improvement!? How much time will be still wasted in unfertile waiting ?

We hardly get ONLY ONE donation ( 1000 KM from the mayor of Banjaluka ( mr. Davidovic), and we realized only one visible action: TRIBUNE that took place on 4. april 2004. in village Dragocaj near Banjaluka. We would wish to continue with actions and intensifying them, but we have not money.

Our organisation is new and it and its work will be continualy improved on basis of own experience in intention to act on rules of AUTOPOIESIS, the most actual scientific method of making sustainable development of any organization, from NGO to goverment and states! The scientists say that in future it will survive only AUTOPOIETIC organizations!

The inhabitants became, through the bad goverment’s ruling, bad politics with no any positive results for people, very apatic and lethargic. Because of that it is necessary to fund a lot of NGOs similar to our NGO, who could go from home to home and to wake up the people out of lethargy. To convict them that it exist the HOPE for beter future, what they lost during last 14 years. The oly condition for geting hope in better life is to take their own part in all happening in their state. Not be the pasive observer! On this way their maind could produce the NEW IDEAS among them could be the ideas about their own business! To be able to implement these ideas it is neccessary to have the properly atmosphere in state and they will realized that only goverment, under the pressure of this kind demands would be ready to do that.

We intend to trriger evrybody to do its own obligation.

3.1 When was your organisation founded and when did it start its activities?

We are founded on 27. jun 2003., but we started with visible actions on 4. april 2004., because we got the (only) donation ( 1000 KM ) in march 2003. The first action was TRIBUNE in DRAGOCAJ ( materials in attachment) on 4. 4. 2004. There were 37 visitors and we was not satisfay. But, we heard that it was just enough for the FIRST TRIBUNE !

3.2 What are the main activities of your organisation at present?

Because we have not any money more, we can not do any visivle action and we only prepare texts for next tribunes if they would take place, and texts for our educational magazine that we intend to issue if we get the financial support. We gather the information about local comunities and make plans for the next actions, if we get financial support.

4. Capacity to manage and implement actions

n There is no done projects because we are beginners.

n As the group, we have no this kind of experience because we just start, but some members have experience in managing with budget and management, generaly.

n We added in ATTACHMENT CVs for 5 members of our team. For other, who we intend to receive, we dont know for now.

n The economist and the lawyer have a long experience in that kind of jobs ( 20 and 30 years) and they visited all trennings which their firma organized for them. There is no correctly statistic about this.

n We have not enough staff for now. If we get the financial support we will announce for some work places and seek the proper workers.

n We have not any equipment, office etc. because this demand money, and we havent any money for now. Because of that we use now only our personaly equipment ( PC, telephone) room, car, etc.

4.1 Experience of similar actions

a)There are not performed projects, because WE ARE BEGINNERS. During the fullfilling this application form we became much disapointed and frustrated through so much demands in relation with experience in this kind of jobs!? Whay you don’t stimulate THE NEW ORGANIZATIONS and THE NEW IDEAS. You have a big reason for that: Main of todate organisation with “ big experience” did nothing visible good for inhabitants of BH. Is it not enough big reason to seek NEW ORGANISATION with NEW IDEAS, instead of “rotating in the same cycle”? This their “ experience” is, at first - experience in properly fullfilings of application forms, and in writing the “ proper” reports behind that don’t stay any proper result! Do you, too, want the organisations with this kind of “ experience?

If ”yes”, we wasted our time spent on fullfiling this application form, just like before!

d)We intend to use our members as the volunteers or half-volunteers. We intend to use service of RRA and the representative of the community goverment in who exists in villages and local communities.

NOTE:

I am aware that this form is not properly fullfiled. The reasons for that is the fact that you favour the NGOs with experience, and we are the NGO without this kind of experience, which you favour. We are beginners!

But, I explaind you on many places in application form that, IF YOU WANT BETTER RESULTS you must stimulate and support the NEW NGOs with NEW IDEAS. It is clear that WITH OLD IDEAS there is not progress.

I hope, you know that the situation in this state is very bad and the international community spent a lot of money on its improvement. Why it’s happened? Because the international comunity supported a bad organisation with “ experience” . Experience in what? In properly fullfiling the application forms and in properly way of writting reports behind which didnt stay any productive action!?

Please, take care that you, in EURED programme would not do the same mistake.!

Because of the fact that we have not, to date demanded, “ experience”, we could fail in fullfilling this application form, and we demand of you to explain us CLEAR, why we didnt get donation ( of course, if it would happened). That is very important for us because we were refused still many times, without explanation.

We hope that EU is more serious organisation than USAID, SOROS, ICVA, NDC and similar who didn’t explain why they refused our application, and we hope that you will explain us in aim that we wouldn’t do the same mistakes in future. We must say you that we have no any oportunity to get properly information for corect fullfilling of application form, because the NGOs with “ experience” hide this their “experience” and dont want to help anybody. Additionaly, your stuff for information was very bad organized. We get the only jusful advices from mr. Gerard in Hotel “ BOSNA’, but it wasn’t enough for corect fullfiling of the application form! Mr Michel Pavlica didn’t know to give us any useful information, and I couldn’t find on INTERNET place where I could ask what I didn’t understand.

Because of this way for geting relevant information, I came in situation to suspect in your good intention to donate this financial maens to us in intention to make sustainable development in our country. I am sorry, but I will be fully honest and I will say that I think you make so complicated application form with intention that nobody who is new, with new ideas can’t pass this test. is it true? Maybe it isn’t, but it seems, unfortunately, that it is.

I was born 8. July 1947. in Daruvar, Republic of Croatia. I attended Gymnasium in Bjelovar and after that I studied electrical engineering. I was employed in factory CAJAVEC in Banjaluka for a 1.5 year. After that I started work on Faculty of Electrical Engineering in Banjaluka. I made my doctor thesis in 1991. in Zagreb.

I published more than 30 works and journal articles and 5 books. Two of these books are not from field of electrical engineering. One of them is hard of educational goal, under the title: WHAT IS COMPUTER. It is written on very popular style to be easy for ALL INHABITANTS ( not only for students) and has the aim to demystificate the appearance of computer.

Second book is under the title: BOOK FOR BETTER LIFE ON BALKAN . This book has the similar aim as the our NGO “BETTER LIFE”: improvement of the life for all inhabitants in BIH and on the whole Balkan, generally.

Now I work on Faculty of Electrical Engineering on the subjects : RADIO TRANSMITTERS and MICROWAVE TECHNIK.

During tha last 14 yaers I am very interested in society sciences. I wanted to know why have happened so bad things to people of our Country and to whole Balkan. And I have wanted to know how avoid this in the future. Result of this effort is that I now naw what to do in aim to avoid that our future would be so bad like our past. And now I want to say this to all our inhabitants in aim to improve their behavior .

Because of that I initiated the founding of NGO “ BETTER LIFE”. Now it is neccessary to find financial support and str working.
