India's Peril:
Kashmir & The Kosovo Precedent

Prakash John Mascarenhas, Bombay.
A Section of the International Community, under the leadership of the USA intervened in the Yugoslavian Civil War twice: the first time to arrest and reverse the National Resistance against Muslim Serb treason and secession under the name of Bosnia and Bosniac - the only European country named, not for a people but for a river, and again to arrest and reverse the Serb effort against the Albanian Genocide of Serbs in the province of Kosovo-Mehohia. In the commission of these acts, the Alliance, NATO, and also, the UN, together with the individual states of the Alliances and the so-called International Court of Justice, committed acts of Terrorism, Nuclear and Chemical Warfare and Genocide, etc. against the Serbs.

Less obstrusive, was their actions in forcing Indonesia to end its illegal occupation of Portuguese Timor.

These criminal acts are in sharp contrast to the Alliance's diffidence in taking on the nuclear-powered Russia and China on the Chechen, Tibet and Taiwan Questions!

There has been a strong pressure on these terrorists to extend their criminality to India, to aid and assist the Muslim Kashmir secessionists in their program to secede. The threat has become real, putting India into grave peril, and threatening its very existence.

This remains true even after the events of 11th September 2001, and the retaliatory acts subsequent to it.

Certainly, the Bosnia & Kosovo crimes have demonstrated this Alliance's utter contempt for morality and justice, and its arrogant self-confident in the principle "Might is Right."

Certainly, even a "Nuclear-armed" India is no match for these terrorists. Our military technology lags behind that of the West, and we depend vitally on it for supplies of arms and technology.

Moreover, India has been placed since the last many years smack in the middle of the Alliance's crosshairs: The Comprehensive (Nuclear Weapons) Test Ban Treaty (CTBT) has a deliberate provision that it will not come into force until India accedes to it. India has, to date, not acceded to this treaty: If India did so, it would be committing suicide. The Treaty permits only those states that already had become Nuclear Powers - the USA, Russia, China, England & France, to possess nuclear arms, and forbids them to all others!

Let us consider what will happen if, the Alliance should decide to take an active part in the Kashmir Question, and demand that the Indian Union evacuate the former Dogra Kingdom. Can India refuse and can India resist? More importantly, can India project a realistic deterrent capability that would make the Alliance desist from such a course?

What would happen if India, under this pressure, finds itself with no other option than to comply?

In my estimation of the possibilities, I think that the greatest possibility is that such an event would cause a general collapse of the Indian spirit of self-respect and of the idea of a united India and of Indian-ness, and that most, if not all, of the provinces will seize on the opportunity to secede and declare themselves to be independent states!

Such a horrifying prospect is not an impossibility. From the time of India's independence, one Indian nation after another, dissatisfied by the Gandhian-Nehruvian System, have risen in revolt, only to be suppressed by main force by the Indian Army. Will the Indian Army be able, leave alone the question of morale, to handle the situation where most, if not all, of the provincial governments and chief ministers, etc., were to declare independence?

Averting The Threat

There are, in my opinion, some significant means, by which such an eventuality can be prevented from arising.

First of all, India must make a huge and desperate effort to achieve in the shortest time, and with no regard for the expenses involved, a real nuclear deterrence ability that can be projected GLOBALLY.

Secondly, after this, India must set upon a course of active action against the states of Pakistan, Bangladesh, etc., by actively encouraging rebellions, secessionists, and infact, going in, invading and overthrowing governments. The final aim must be to reduce these states to puppet states and then to protectorates, finally reversing the Partition.
