Petition For Peace in Kashmir

India was partitioned by the English imperialists on the demand of
Mr. Mohammad Ali Jinnah, the leader of the Muslim League, claiming that Indian Muslims,
by virtue of being Muslims, constitute a separate nation.
The Serb national homeland in Yugoslavia was also partitioned to carve
out an artificial nation of Bosnia to accomodate the Muslim Serbs, who
likewise claimed that they were not Serbs because they are Muslims.
Pakistan invaded the Muslim majority princely state of Jammu & Kashmir
and demands its inclusion into Pakistan on the same basis. A large proportion
of the Muslim citizens of the territory support this claim, and have
been staging a mass-based, persistent Campaign for "Self-Determination" or Secession that has claimed very
many lives - both of secessionists and of unionists.
Many states of the world, and these the most influential, support the
demand by Muslim separatists in this territory for self-determination,
based on this claim, and have been exerting pressure on India to accomodate
Pakistan and the separatists, "for bringing about peace in the
territory."
Now, however, since both Partition and the campaign in the Jammu-Kashmir
territory have the same motive force - the Jinnah or Bosnia
Doctrine: "That Muslims, because they are Muslims, are a separate
nation;" and since many countries of the world insist that
India withdraw from the territory under one guise or another, ostensibly,
"for bringing about peace," we, the undersigned, hereby
make the following proposal, in two parts.
Cession of Territory

We, the citizens of India, will exert the utmost pressure on the
government of India to agree to entirely, absolutely and unconditionally
withdraw from the historically Muslim majority areas of the territory,
excepting the Dogra and Ladakh ethnic homelands and a small part
of the Kashmir valley itself to house the non-Muslim people of Kashmir,
subject to these states ratifying, by International Convention,
the above doctrine as being universally applicable, even to their
own lands, and making an unconditional and absolute commitment to
honour the rights of Muslim citizens of any and every state in the world to secede and erect themselves into their own separate state or nation, purely on this
basis: "That Muslims, because they are Muslims, are a separate
nation."
Exchange of Populations

India was partitioned to create a Muslim homeland of Pakistan.
However, because India did not accept this ideology, we have not
had an exchange of populations between ourselves, as was done between
Greece and Turkey, although, Pakistan has conducted a de facto
expulsion and expropriation of non-Muslims in its territory. Further,
we have not recognized the Pakistanian etc. claim that the Muslim
people of Kashmir are not Indians. Now, however, for the sake of
peace, as demanded by International opinion, and by the most influential
states and organisation, we agree to this demand. It must naturally
follow that India can no longer have any place for any Muslim in
its territory. Therefore, the incomplete work of having an exchange
of populations between India and Pakistan must be done; with Muslims
repatriated to Pakistan and non-Muslims repatriated to India.
Therefore, as necessarily involved in the withdrawal of the Indian Union from Kashmir, an absolute exchange of population must be provided for,
and India will provide for rehabilitating the non-Muslims from Pakistan,
while Pakistan must provide for rehabilitating the Muslims from
India.
Coming Into Force
Moreover, this Convention will become operative and will therefore
become an obligation upon us, only when the following states and entities
have unconditionally ratified it:

an International Convention

Italy
