The EIP National Declaration

We the people of the EIP declare that we are a separate nation and not a part of the Indian Union. We have proved and rested our Case Conclusively in the Document: A Treatment of the Indian Union's Claims Against the State of Portuguese India

We used to be a Portuguese Dependency. Sometime about 1508, the Portuguese conquered Damão from the Arabs. Later in 1510, they seized the city and isles of Goa from the Sultan of Bijapur. This was the beginning and genesis of our country, the EIP: Estado da India Portuguesa. Passing through many vicissitudes, which changed the shape of the State, by the loss of many territories to the Marathi imperialists and colonists in the Konkan, and by the aquisition of the districts surrounding Goa, being liberated from the Marathi imperialists-colonists and their agents, the present EIP emerged in its final shape sometime before the French Revolution and the Napoleonic Wars wracked Europe and the East Indies.

In 1947, the former English zone of the East Indies, the British East Indian Empire was partitioned and granted independence. The largest fragment constituted itself into the Indian Union and promptly began to officially demand what its protagonists had previously demanded: that the Portuguese cede it the EIP, on a gift platter, the wishes of its peoples be damned!

Given the total refusal of Portugal to negotiate, the Indian Union blockaded the EIP and also simultaneously encouraged and provided for private persons and groups, and including renegades and traitors from the EIP, to indulge in acts of terrorism against the EIP, providing them with military support.

These sponsored domesticated terrorists indulge in Random acts against the Citizens properties and interests of the EIP.

In 1954, such terrorists, bearing arms, supported and reinforced by the Indian Union's armed troops, invaded and seized the enclaves of Dadra, Nagar-Avelim and Terecol. From this latter, they were most unceremoniously booted out, suffering defeat because they had miscalculated their ability to overthrow the main part of the EIP. However, in the former two enclaves, these terrorists combined under the auspices of the Indian Union to constitute a puppet administration with no democratic and popular component whatsoever, and which went on to pretendedly merge these territories into the Indian Union, which since then holds them as conquests and without any pretensions of democratic self-government.

Furthermore, today, in these two enclaves, whose native populations are Konkani Vasava tribals, a primitive people, the colonists from the Indian Union, being encouraged to come in and settle and set up industries, have come to alter and dominate the demographies of these enclaves.

In 1961, the Indian Union, seeing that these, its cultivated terrorists, were neither able to overthrow the rest of the EIP nor to win over the affections of its peoples to their cause, invaded with main force and pretended to unilaterally annex the EIP, without so much as a 'by your leave' of its citizens and constituents, without even so much as a plebiscite, even one vitiatied by its unlawful presence on the ground. On the contrary: the Invader told us, that our country, our land, belongs and always belonged, by Divine Right, to them, and further told us, with full contempt for us as a conquered, subject people, with arrogance and patronization, that we were free to remain under their rule or to emigrate!

Further, as part of a deliberate campaign of Genocide directed against the historic people of the EIP, the Occupation began to demote or dismiss EIP citizens from their posts and imported citizens of the Indian Union to replace them. Not only this, but the Occupation deliberately denied natives placements and preferred the colonists. As a result of these policies, a large number of citizens were compelled to flee and emigrate, and as a result, today the colonists outnumber the citizens by a significant number.

Now it is our argument that this act of Invasion and of pretended unilateral annexation has no legal or moral value whatsoever, and that the passage of time cannot have sanctioned and legitimized this act of shameless banditry and of naked, unprovoked and unjustified aggression.

Therefore we categorically affirm that to these acts of brigandage, we will neither Acquiesce nor Connive, nor be Complicit nor Tolerate nor shall we Compromise. But that we reject them and all further pretended acts of Government, of Legislation, of Judication, etc., of the Invader and of his organs, including its so-called Administrations of the Component Territories of the EIP, under several names and titles, as being entirely null and void, without legal basis and substance, and with no binding value or force upon us, the citizens and Constituents of this country, the EIP.

Furthermore, we affirm that while we continued to be a Constitutional Dependency of Portugal, subject to its fulfilment of its moral and legal obligations to us as its Dependency, we also recognize that by its attitude at the time of the Coup of 1975, formally expressed by Portugal covenanting with the Indian Union to pretendedly recognize and legitimize its acts of Terrorism and Brigandry and which covenant has been formally ratified by the Portuguese Parliament, that by these Acts, Portugal has formally abandoned and abdicated all claims to Paramountcy, Trusteeship and Authority over us, and therefore, as a result, we have ceased to be a Dependency of Portugal from the date of that Portuguese 'Revolution.'

We most solemnly Protest Declare and Proclaim that this Pretended Treaty was and is a flagrant, brazen and Conscious Act of Fraud and Hypocrisy, on the part of both parties, they having solemnly covenanted that the EIP had been, 'Constitutionally' and by the Due Process of Law, Merged and Absorbed into the Indian Union, when in fact both parties were Supremely Aware, Seized and Cognizant of the fact that this is not so! Furthermore, this Pretended Treaty was signed and ratified without even so much as a Pretended Consultation, Assent and Consent of the Constituents of the EIP; Therefore for these reasons, and for many other good and valid reasons, We Protest Declare and Proclaim that this Pretended Treaty is Utterly Null and Void.

But, being a State with an internationally recognized and historically definite Character, Terrritorial Extent and Community of Persons, we thereby became automatically a Sovereign State, with the full right to administer ourselves as a Sovereign People, State and Nation.

Now, as to the Question as to whether we constitute a Nation: The meaning of the word Nation has evolved over time, so that it is no longer the definitive Ethnological term, but a loose term encompassing and embracing all the people of a State, whatever their Ethnological identity. And so, we too, of the EIP, are a Nation.

And, as a Nation, we are far more homogenous than the Indian Union, being largely composed of the Konkani people, with the Exception of the Diu Enclave.

Wherefore, being seized of these facts and being desirous of placing them formally before all men, that we may show that we have Consciously sought to Present ourselves as a Nation and as a State, fully equal with all our co-evals in the Comity of States, we hereby declare that we, the EIP, were and are a Nation and a State, independent since 1975, under the name and title of the Estado da India Portuguesa, in long-form and EIP in abbreviation, and which is wrongfully occupied and oppressed by the Indian Union, which criminal acts we seek to totally and uncompomisingly terminate and end.

We hereby declare today, on the fourty-first anniversary of that infamous deed, that the EIP is an Integral, Sovereign, Independent State and Republic, and we call on the Invader to cease, to desist, and to entirely and unconditionally admit its wrongdoing and criminality and to peacefully evacuate our country entirely and completely, including demobilizing and evacuating its Quislings, the while making complete provisions for restitutions and reparations and for the bringing of persons and institutions to Justice, and we call on all our fellow States, Peoples of the World and on all Men of Goodwill and Lovers of Freedom and Justice to rally to our cause and to assist us in our just and legitimate struggle to force the Invader out of our Sacred Motherland.
