Rules of Procedure

1. The meeting will elect a President, a Vice-President and a Secretary.
2. Each delegation will have one vote but all delegates may take the floor.
3. All Resolutions will be adopted by at least two-third majority.
4. Each speaker will be given the floor for nor more than five minutes.
5. No speaker may ask for the floor more than three times on each item of discussion.
6. On any point or matter of rules for the good conduct of the meeting the President's ruling shall be final and binding.
