Resolutions of the Goan Freedom Movement

Resolution No. 1.

We, the duly constituted representatives of the people of GOA including the island of Angediva, DAMAO including Dadra and Nagar Aveli and DIO including Gogola and the island of Simbor,

HAVING MET IN PARIS on the 3rd day of December, 1963, for the express purpose of taking adequate practical steps to face up to the situation which has arisen as a result of the armed invasion and occupation by the Indian Union of the territories of GOA, DAMAO and DIO.

CONSIDERING WITH A SENSE OF OUTRAGE AND PROFOUND INDIGNATION that the said invasion and occupation have resulted in our people being shamefully exploited and subjected against their will to the indignity of having to live under an oppressive regime which has been imposed on them by force of arms,

FURTHER CONSIDERING that the alleged liberation is in fact, a disguise for the imperialistic enslavement of our people who are prevented from freely expressing their political views, in spite of the fact that on several occasions and notably on the 4th of June, 1956, the Indian Prime Minister himself had solemnly declared that our peoples would be left entirely free to determine their own future even to the extent of remaining out of the Indian Republic if they so desired,

FULLY AWARE that our people have an unbroken tradition of more than four centuries of a distinct civilization whose values form the very basis of our social, cultural, economic and political structures, as has been universally recognized and admitted even by the Indian Prime Minister himself,

BEARING IN MIND that our people inhabit territories having well defined frontiers which have been traditionally recognized by all civilized nations and Governments and expressly recognised by the International Court of Justice in the RIGHT OF PASSAGE CASE as well as by the General Assembly of the United Nations in its Resolutions 1542 (XV).

CONSCIOUS that our people ardently desire to live as a distinct entity, this being a fundamental condition of their very survival,

RECALLING the world wide condemnation of Indian aggression in our territories as a flagrant violation of all canons of civilized conduct,

INVOKING the relevant principles of International Law and morality, the Charter of the United Nations and the General Assembly Resolutions 1514 (XV) and 1541 (XV) as well as the Universal Declaration of Human Rights.
  1. SOLEMNLY DECLARE AND PROCLAIM BEFORE THE WORLD the basic and inalienable right of the people of Goa, Damao and Dio to live in complete freedom according to their own will and desire without any outside interference whatsoever;
  2. CONDEMN EMPHATICALLY the aggression and occupation of Goa, Damao and Dio by the Indian Union;
  3. DENOUNCE the Indian propaganda of the alleged liberation of Goa, Damao and Dio as a fraud perpetrated by the Indian Government with a view to deceiving public opinion to condone neo-colonialism which is holding our people under duress in total disregard of their sentiments and aspirations;
  4. FIRMLY NOTIFY THE GOVERNMENT OF THE REPUBLIC OF INDIA, to vacate forthwith its occupation of the territories of Goa, Damao and Dio and their respective dependencies by withdrawing not later than 18TH DECEMBER 1963 with all its military and police personnel and civil servants and evacuating all Indian citizens who entered the said territories subsequent to their respective dates of occupation;
  5. CALL UPON THE UNITED NATIONS to uphold the right of the people of Goa, Damao and Dio to freely determine their own future and to exercise its authority on behalf of the said people;
  6. REQUEST the Governments of all countries to support the righteous cause of the people of Goa, Damoa and Dio;
  7. INTIMATE the Government of India that in case of failure of compliance with the operative paragraph 4 of this Resolution, the people of Goa, Damao and Dio reserve the right to use all means to achieve their right to SELF-DETERMINATION.

Resolution No. 2.

WE, the duly constituted representatives of the people of Goa, Damao and Dio,

HAVING met in Paris on the 3rd day of December 1963,

DEEPLY CONSCIOUS of the harmony and the strong ties which have always existed among the various sections of the people of Goa, Damao and Dio,

CONSIDERING that such a cordial relationship has to be zealously preserved and fostered particularly in the present tragic circumstances,
  1. SOLEMNLY PROCLAIM the unity and solidarity of the people of Goa, Damao and Dio in our common cause for self-determination
  2. EXPRESS the fervent hope that all the people of Goa, Damao and Dio will recognise that unity and solidarity among us are absolutely necessary for the achivement of our goal and will act accordingly.

Resolution No. 3

WE, the duly constituted representatives of the people of Goa, Damao and Dio,

HAVING met in Paris on the 3rd day of December,1963,

HUMBLY INVOKING the blessings of SAINT FRANCIS XAVIER for our legitimate struggle for the liberation of our homeland,
  1. DECIDE to light a torch in the Castle of Xavier, at Navarre, Spain, as a symbol of our firm belief and confidence in the powerful protection and aid of SAINT FRANCIS XAVIER for our endeavours to secure our legitimate rights.
  2. EARNESTLY REQUEST the authorities in charge of the Castle of Xavier to permit us to fulfil our prayerful desire.

Resolution No. 4

WE, the duly constituted representatives of the people of Goa, Damao and Dio,

HAVING met in Paris on the 3rd day of December, 1963,

TAKING NOTE WITH THE UTMOST INDIGNATION that the Indian occupation authorities have imposed upon the people of Goa, Damao and Dio measures which cannot but be interpreted as a deliberate design to exterminate the identity of our people,

CONSIDERING that these measures without the slightest reference to the wishes of our people include severe restrictions on trade, the elimination of age-old local institutions, substitution of laws and language, and others, together aiming at social, cultural and economic strangulation of our people.

NOTING that particularly immoral measures have been taken against our people who hold Portuguese passports or live in Portuguese territories and that these measures include freezing of bank deposits and other funds and sequestration of lands and other properties owned by them in the occupied territories,

FURTHER NOTING that coercive measures are inflicted on Goans, who refuse to adopt Indian citizenship,

INVOKING the Declaration of Human Rights,
  1. PROTEST IN THE MOST EMPHATIC TERMS against the immoral measures arbitrarily imposed by the Indian occupation authorities in Goa, Damao and Dio aimed at dispossessing our people of their legitimate assets and institutions and lowering their social, cultural and economic standards;
  2. AND CALL UPON the United Nations Organisation, humanitarian agencies and world public opinion to take due notice of this iniquitous situation and to endeavour, through their good offices, to secure the restoration of the social and economic conditions prevailing in Goa, Damao and Dio prior to the dates of the Indian occupation and the consequent oppression.

Resolution No. 5

WE, the duly constituted representatives of the people of Goa, Damao and Dio,

HAVING met in Paris on the 3rd day of December, 1963,

TAKING NOTE of the impending elections in Goa and under the cloak of democracy and subscription to the Indian constitution,

NOTING that the Indian Government has failed to secure a mandate from the people of Goa, Damao and Dio to conduct its government and affairs in our country and India's illegal and unwarranted assumption, of sanction by the people for the act of merger with India as distinct from the act of elimination of the preceding regime,

NOW THEREFORE AFFIRM that the said elections in no way sets the seal of approval and validity upon the enforced integration of Goa, Damao and Dio with India,

AND FURTHER AFFIRM that Goans have never abdicated their rights and accordingly will continue to demand their right to unfettered SELF-DETERMINATION.

Resolution No. 6

WE, the duly constituted representatives of the people of Goa, Damao and Dio,

HAVING met in Paris on the 3rd day of December, 1963,

PLACE ON RECORD our profound sorrow at the tragic assassination of the President of the United States of America the late JOHN FITZGERALD KENNEDY, who championed Freedom, Justice, Equality and Peace.
