Documents of The Conference Of The People of Goa, Damao and Dio held at the Palais d'Orsay, Paris, on 3rd - 5th December, 1963.

Foreword

No crime against the international order committed since the end of World War II shows such unmistakable contours as the invasion and occupation ofGoa, Damao and Dio by the Indian Union. It was a clear violation of foreign territories, planned in cold blood, announced in advance and perpetrated with utter disregard to all norms of international law and morality. The civilized world watched the crime with indignation and stood aghast when the Security Council of the United Nations was rendered impotent by a Soviet veto. Emboldened by the impunity thus secured,l the Indian Union has since embarked on a policy of oppression in the conquered territories with a view to breaking the morale of the local people and wiping out the characteristics which made them a differentiated community in the Indian sub-continent.

But the people of Goa, Damao and Dio refuse to submit to the violence of the aggressor. Conscious of the righteousness of their cause, undaunted by the physical might of the conqueror, they are determined to secure the freedom of which they have been deprived by a wanton act of force. For them it is not only a question of DIGNITY but of their VERY SURVIVAL as a community.

The following pages contain the main documents of the COnference of the People of Goa, Damao and Dio, held in Paris in the first week of December 1963. The Conference was convened by the Goan Association of Nairobi.

The Conference decided to set up an Organization called the Goa, Damao and Dio Freedom Movement or, in short, the Goa Freedom Movement. In giving publicity to the outcome of the Conference, the Movement places its case before the world public opinion and appeals to all persons who love Justice to support the people of Goa, Damao and Dio in their firm demand that the Indian Union vacate forthwith her aggression in their beloved homeland and enable them to exercise their legitimate right to free and unfettered SELF-DETERMINATION.
