Instructed by the Council of Goa Damao e Dio Freedom Movement I have the honour to convey to Your Excellency the declaration of rights comprised in resolution unanimously passed at the Conference held in Paris on third December 1963 by the delegates appointed by the people of Goa Damao e Dio from world over stop said resolution calls upon your Government to withdraw from Goa Damao e Dio by eighteenth December 1963 stop further resolved therein that in the event of noncompliance Goa liberation movement reserves right to use all means to achieve self determination stop complete text of resolution follows.
