I believe that the struggle to evacuate the Occupation is long overdue. Nevertheless, all is not lost, and the task can still be taken up and nursed to fruition even at this late stage.

For this, however, we will need to agree on our aims and objectives, and organize ourselves into a formal family of organizations - military, political, legal, propaganda, social, etc.

At the moment, our number, comparative to the general population, is small; however, we must persevere, confident in the righteousness of our cause. We are a small minority, it is true, but if we are united and in agreement about our ends, and determined, as a small determined and focussed minority, we will prevail!

I therefore make the following suggestions as to the fundamental beliefs, aims and objectives for the Goan National and Patriotic Movement:

Remote Ends

  1. We must unanimously agree that the events of 1954 & 1961 were forced upon us without our request for them, i.e. gratuitously, and that there was no provocation or legal or moral basis for the Indian Union to levy any claim upon us or Portugal which the Indian Union had made.


  2. We agree that, therefore, we are not a legal, moral and constitutional part or member of the Indian Union, and that the Indian Union is merely an aggressor and occupier, in the illegal, immoral and criminal occupation of our country.


  3. All, each and every pretended action, law, etc., by the Indian Union and or its subsidiary bodies, including the collaborationist governments, legislatures, etc., of the Occupation are illegal, null and void.


  4. We recognize that Portugal in signing the 1973 Treaty with the Indian Union has both committed a fraud upon us, and also formally abdicated and resigned any and all claims upon us, that therefore, as a result, while we continued to be under the jurisdiction of Portugal until that date, from that date we were cast adrift and constituted into a separate state.


  5. The Constitutional Law of the EIP as of 1973, whether enacted by the EIP or by Portugal, remains in force and is still the Constitutional Law of the EIP.


  6. We demand nothing less than the full complete and unconditional restoration of the Status Quo Ante prior to the piece-meal occupation of the EIP in 1954 & 1961. The Indian Union has no locus standi in the EIP, and is not to remain under any form, whether as transitional administration, or a contributor and participant in one, etc., whatsoever.


  7. We demand not only the Restoration of the Status Quo Ante, but also of Restitution and Reparations; of the Constitution of an International Council of Arbitration to whom the persons and estates of persons, whether deceased or living, be handed over, of such persons who had participated or caused the criminal acts of 1954 & 1961, pending their trial and the application of their estates to Restitution. Moreover, even the Indian Union, as an entity being culpable, must formally and sincerely apologize and make restitution and reparation for its wrongdoings.


  8. We demand the Constitution of an Interim Administration under the auspices of Portugal and the Lusophone Community: Brazil, Cabo Verde, East Timor, etc. However, specifically, we refuse any participation by Angola and Mozambique as being complicit in the crimes against us.

Proximate Ends

  1. Pending the fulfillment of these demands, we, the Citizens of Goa must constitute a Government-in-Exile. I suggest that this government by headquartered preferably in Lisbon, pending further developments, and an Executive branch be established in Karachi, Pakistan. Non-Executive branches must be established where-ever there is a concentration of Goan expatriates.


  2. The Provisional Government must establish a National Register of Citizens, Laws and Properties. All those eligible to be citizens under the Constitutional Law of the EIP, and their natural increase must be listed upon request. Goans must be told to provide the Government with proof of their citizenship, so that they can be registered.


  3. It is necessary to organize, under the Provisional Government, a National Fund, to fund military, social and cultural, etc., activities.


  4. It is necessary to organize an army or military force to conduct guerilla and sabotage campaigns against the Occupation and against Indian Union infrastructure facilities and personnels, etc.


  5. It is necessary to organize sympathetic bodies within the Occupied Territories and within the Indian Union, such as legal, political, etc., in order to facilitate this program. One or more Political Parties must be established or co-opted, if possible, to this Program.


  6. In order to safeguard the Social and Cultural identity of the Goan Nation, it is necessary to establish independent schools and boards of education; and a National Academy which will define Roman Script Goan Konkani, with its rich borrowings from Portuguese; the schools must exclusively teach this Roman Script Konkani and Portuguese; the normal operations of any school or university in Goa, that does not follow the curricula and standards prescribed by the National Academy, must be actively hindered, physically so, whenever possible.


  7. As a method of protest and defiance, all exchanges, whether written or oral, with the Occupation must be conducted only and exclusively in Portuguese, and for this, it is necessary to conduct an intensive campaign to educate those willing, in the Portuguese tongue.


  8. No reply to statements and queries in the Marathi language and the Devnagar Script must be made; no sign or shop notice or 'government' notice in Marathi or the Devnagari Script must be tolerated; being torn down promptly; all shops must be forbid any notice in Marathi and the Devnagari Script; likewise with any publication. Both the Marathi language and the Devnagari Script must be considered as the Enemies of Goan National Identity, and all those who contumaciously hold by it as being traitors, who have de facto abjured their citizenship and must therefore be treated as Aliens.


  9. All the Gram Panchayats must be sedulously ignored and rejected as being totally and entirely illegal and without any locus standi in law; the Communidades must be restored, and Regidos elected, and Communidade militias organized and financed by contribution and by levy of taxes upon the entrance and inhabitation of our Country by aliens. A Collaboration Tax must also be levied upon all who Collaborate in the Occupation, in the Gram Panchayats, the 'police', Indian Union armed forces, etc.


  10. Cantonal Assemblies or Diets of the 10 Cantons of the Mainland and of the other Cantons (Diu, Damao, Dadra e Nagar-Avelim, etc.) must be elected and constituted on a federal basis by the Communidades, and the presidents of the Cantons elected.


  11. All actions, etc., of the Communidades and of the Cantons must be reported to the Provisional National Government-in-Exile, and its decision must be accepted as final.


  12. Pending the Re-establishment of the normal order of the State, there will be no formal Courts. Instead, the Communidades, Cantons and the Provisional Government will perform these functions, and if necessary, they will designate certain citizens as Arbiters Emeritii and as Magistrates of the Peace.


  13. A campaign of Social Purity must be initiated: Aliens must be discouraged from residing, by physical force if possible; harrassed mentally, psychologically, physically, etc.; compelled to pay onerous Entrance Tax upon entry and Alien Tax for illegally inhabiting our country. Citizens must not lease or sell property to aliens; sold or leased properties must be seized and expropriated, and applied to the patriots by lot, or atleast, if this is not possible, then must be destroyed and degraded. Aliens' businesses must be boycotted. Provisions must not be sold to aliens, collaborationists and traitors and to personnel of the Indian Armed Forces.


  14. It is necessary to convert the Annual Pilgrimage to the the National Shrine of Our Lady of the Springs (Zhoriche Saibinn) in the Ilhas de Angedivas to a monthly and even weekly Pilgrimage. The orders and commands of the Occupation must be actively disobeyed. Constant attempts must be made to re-establish civilian settlements on the islands, and to restore daily ferries to the mainland.


  15. 25th November, 1510, must be celebrated as the Goan National Day, and Liberation Day. All other days must be stictly forbidden, as anti-national: 'Goa Day' and 'Liberation Day - 18 & 19 December'


  16. Citizens must be actively encouraged to bring in articles and products from overseas and to transport them into Goa and into the Indian Union, without paying taxes, duties, etc., to the Indian Union and its agencies, etc., paying only a nominal duty to the Provisional Government and to the Cantonal government and to the Communidades: this must be encouraged as a means of the economic war against the Occupation.


  17. Citizens must be discouraged from intermarrying with aliens; citizens who do so must be considered to have resigned their nationality and must be thenceforth treated as aliens.


  18. A Committee of Co-Ordination must be initiated with other peoples fighting against the oppression of the Indian Union, such as the Nagas, ULFA, etc.
I appeal to all Goans to use either the proper Portuguese forms of their names, or the Konkani form. Avoid using the bastardized English forms, such as D'Souza for de Souza, D'Sa for de Sa, etc. I ask for this as a proof of Goan pride and maturity.

Today, by our own foolishness and sins, we have merited the punishment of being delivered into the hands of those who wish to return us back to those evil days. We repent of our sins and crimes and return ourselves to your God; turn, therefore, once again to us and procure from our God our redemption from the hands of the godless ones, who in their pride and haughtiness delude themselves that our God is only a God of the Desert, and overthrowing them, return us to liberty and godliness. We make this prayer through Jesus Christ our Lord. Amen.

Suffer not, O Lord, Thy son and Our Lord to be any longer despised by infidels, but rather, being appeased by the entreaties and prayers of Thy elect, the Saints, and of the Church, the most blessed Spouse of Thy Son, vouchsafe to be mindful of Thy mercy, and forgetting their idolatry and unbelief, bring them also to know Him Whom Thou didst send, Jesus Christ, They Son, and Our Lord, Who is our health, life and resurrection, through Whom we have been saved and redeemed, to Whom be all glory for ever.
