2006 OFFICIAL LEAGUE RULES

PPMSSL NSA SOFTBALL is a NSA 18 years of age and over men�s slow pitch class E league.
Men are eligible to play on the day of their 18th birthday.

 

A.     PPMSSL SOFTBALL is a proud member of the NSA. The NSA rulebook will prevail with the following exceptions.

 

B. Forfeits

1.      A team will forfeit if it does not have the minimum amount of players (9) at the start of game time.

������ There will be a 15-minute grace period for game one and a 30-minute grace period for game two

������ from the posted start time.

2.      Nine (9) players are considered to be the minimum amount of players to play any game. A tenth (10th) player may be added at the end of the next � inning and must hit in the tenth spot. An eleventh (11th) or twelfth (12th) player may NOT be added after the game starts.

3.      Any team found to be using ineligible player(s) will forfeit said games.

4.      Abusive language, physical violence of any kind, or evidence of alcohol usage can be immediate grounds for stoppage of games. The offending team will forfeit the game AND the 2nd one if it hasn�t been played yet. Offenders will be subject to possible suspension or expulsion at the discretion of the commissioner.

5.      With a forfeit, the $90.00 pre-posted forfeit fee must be replaced to the league office PRIOR to the start of that team�s next game.

6.      If both teams do not have enough players, they will both be required to replace the pre-posted forfeit fee. Both teams will receive 2 losses.

7.      Forfeited games will be recorded as 7-0.

 

C.    Game Length

1.      All scheduled contests will consist of two (2) seven inning games unless otherwise noted.

2.      Games stopped due to weather or darkness will be official after 41/2 innings if the home team is winning or anytime after 5 innings.

3.      When a team is ahead by 12 runs or more after five innings, the game will be stopped and awarded to them. The home team will bat to finish any inning before this rule is applied.

4.      Kill Rule: A game is stopped and awarded to a team that is ahead by twenty (20) or more runs at any time during a game.

5.      The 12-run rule and the Kill rule apply in all PPMSSL games, including all playoff games.

6.      A 5-10 minute break should occur after the 1st game, unless the games are running behind for any reason. In those cases, games should start immediately.

 

D.    Equipment & Maintenance

1.      All Miken bats are prohibited. All other bats must conform to NSA rulebook specifications and be listed on the NSA website (www.playnsa.com). Any exceptions must be approved by the commissioner.

2.      The official league ball is the optic green Trump AK-EZ-NSA-400-Y (.44 COR, 400 compression). Absolutely no other balls are acceptable as a substitute.

3.      No metal spikes are allowed. If discovered, they must be removed. Failure to comply results in ejection from the game.

4.      The designated home team is responsible to prepare the field for play, and judge the field for readiness in the event of inclement weather.

5.      Each team will be the batting home team in one game each Sunday. The designated home team has the right to select which of the two games it wishes to be the batting home team.

6.      The batting home team supplies one new and one used official league ball for use. If the balls are available and BOTH teams agree, two new balls may be used for a game. The batting home team is also responsible to pay the umpire $24.00 for that game.

7.    Base paths will be 70 feet in length. The distance from home to second base is 99 feet. (the old rule was 65 feet base paths and 91�11� home to second)

 

E.     Tie Breakers:� When two teams are tied in the standings, the following tie-breakers will be applied:

1.      head to head win/loss record

2.      most runs in head to head play

3.      best winning percentage in the division

4.      win-loss record with teams .500 or better

5.      coin toss

        NOTE: If the tie break reaches coin toss, teams will split any and all prize money involved.

F.     Rosters

1.      Maximum of twenty (20) players are allowed on each roster.

2.      Rosters are due in the league office prior to the 1st game. NO exceptions and possible forfeits may occur.

3.      Three (3) player moves (move=one player on-one player off) are allowed until June 1st.

4.      Players must play in 3 weeks to be eligible for playoffs.

5.      The commissioner reserves the right to ban players who play on Super, A, or B teams outside of the PPMSSL.

6.      Player movement from one team to another requires the agreement of the two managers involved as well as observing the June 1st move deadline. The commissioner reserves the right to approve any moves or intercede in the best interest of the league. The commissioner has sole discretion on judging rosters appropriate for each section.

 

G.    Conduct

1.      Any drug or alcohol use detected will result immediate forfeit of games and possible suspension or expulsion from the league.

2.      Verbal or physical violence will also not be tolerated towards fellow players, umpires, or league officials. Forfeits, suspensions, and expulsions will likely result.

3.      Any player thrown out of the 1st game of a double header will be out of the second game as well.

 

H.     Special League Rules

 

1.      YOU MAY BAT 12 PLAYERS IN YOUR LINE-UP. This means that you may have 2 DH�s in your batting order. DH�s are not mandatory. You may not add a DH to the line-up after the game starts. DH�s may be used as defensive players during the game as long as the batting order remains the same.

2.      Fouling out:� No fouls after two strikes. First foul after 2 strikes, the batter is out.

3.      NEW Courtesy Runners: TWO courtesy runners per game will be allowed. The courtesy runners may be used for an injury or for strategic purposes. The courtesy runners will always be the last batted out to avoid arguments. Any other arrangements need the agreement of the managers and approval of the umpire.� (the old rule was one courtesy runner)

4.      Losing Players: If a team loses players during the game due to injury or ejection and there are no substitutes available, they may continue play as long as they have the league minimum of nine players to finish. An out will be recorded when there spot in the order is up. The opposing team may NOT walk preceding batters to get to the automatic out. If an intentional or unintentional walk occurs prior to the automatic out(s), the automatic out is skipped and the next scheduled batter will bat.�

5.      Must Slide Rule: All players must slide to avoid collisions at all bases. If a player does not slide and in the umpires judgement causes a collision or high spikes the defensive player, he is declared out. If the umpire determines this to be a dangerous or irresponsible act, he may also eject the player from the game. If, in the umpires judgement there is no, minimal, or incidental contact, he may bypass enforcement of this rule.�

6.      Fake Tags:� Fake tags can cause injury and are not permitted. Violators may be ejected.

7.      Homerun Rule:� No more than 2 homeruns may be hit in any PPMSSL game. All illegally hit homeruns are outs.

8.      We are an NSA league. The pitching arc is� 6 to10 feet from the ground.

 

I.         Other Miscellaneous Rules

1.      Both teams are required to call in (412-242-6733) or email ([email protected]) scores from the games. Calls should be made on Sunday, including the late games. Please don�t make me chase after scores.

2.      Rain Rule:� In the event of rain it is the designated home team manager�s responsibility to inspect the field and decide if it is playable. In the case of the Penn Hills fields, please double check with Ed or Denny.

3.      Umpire Payment in Bad Weather: If the umpire is not notified in time and travels to the field, he will receive $10.00 from the designated home team. If a game starts and is called before three full innings, the umpire receives $10.00 from the batting home team for that game. After three full innings, full payment for that game is required. The 3 inning rule applies to the second game of the doubleheader as well. If the second game never starts, no payment is required.

4.      If time permits, the visiting team gets the field 15 minutes prior to the game for infield practice.����

5.      Uniform Rule: All teams must have uniforms that consist at minimum of a same colored uniform shirt.

6.      Teams not in good standing (forfeit $, expulsions) are not eligible for playoffs and forfeit their chances of winning prize money.

7.      It has been explained by the commissioner and written here that the posted forfeit/playoff fee is used to cover forfeit fines during the season, and is then used for playoff prize money. Teams that quit or are excused from league play may not recover this fee.
