I concentrated too much on the HTML editors, that are what you use to develop a single page. They are good, but make you lose the sight of the whole website. There is a great difference between raw HTML editors and big softwares such as Dreamweaver or GoLive.
Most of the programs in this page are freeware, a few are open source. The
use of costless software for developing a website is IMHO the right choice.
Why should we pay for an FTP client? The RFC are published for free and so there
is no reason to pay for an implementation. Any freeware or open source FTP client
can do exactly what a shareware client can do.
The same is for browsers and email clients.
I have tried to collect so many software as to reproduce the characteristics of Dreamweaver and GoLive (yes, I have downloaded and tried them). Almost everything can be reproduced with costless softwares, but sometimes the process is a bit complicated, for example if you want to find orphaned files, run Apache and mirror the website using, for example, WinHTTrack and compare the resulting directories using an utility like TreeComp. Of course, with the freeware you can't move files and have all the links updated in a drag-and-drop operation (GoLive and Dreamweaver can do it, didn't you know?), unless you use AOL Press :-) .

These are the editors that show you the page you are editing as it would appear in the browser for the visitors of your site. Nvu, in particular, is very good for editing tables.
These are the most common HTML editors. The editors in this category are so
many that it is impossible to list them all (even if I want to list only freeware
editors).
We have many possibilities. Using a dedicated HTML editor is good, but many
other editors offer useful functions. For example I like very much NoteTab Light
(http://www.notetab.com) that helps a lot in editing a dozen of files
at the same time
These applications help you developing standard pages. You can't develop any fancy page, but these are good tools for setting up quickly an idea you will refine later.
