Two days passed the induction and Harry was still getting applications from every pureblood house trying to get their foot into the new Ministry. Amelia Bones, under the guidance of the Department of Magical Law Enforcement was caught instructing her staff and Aurors, with the help of Rufus Scrimgeour, the Code of Merlin. These sets of laws were the basic principal for magical law and, while updated and amended, still prevented many acts the Ministry had passed.
Once such act, it turned out, was the Werewolf Acts, passed by Cornelius Fudge and Dolores Umbridge. According to the Merlin Book of Magical Law, to segregate a humanoid creature, whether it be light or dark, was immoral and unethical. According to the book these creatures included, but did not limit itself to, Vampires, Werewolves, Giants, Goblins, and, to the chagrin of all purebloods everywhere; but to Hermione Granger's utter delight, House-Elves. According to the Merlin's Book of Magical Law, the government could not pass laws that suppressed them.
With that missive, Harry decided then and there to create a government that would not suppress these creatures, but to help them succeed. His first, official, act was to hire Remus Lupin as his Undersecretary. After that, he put a certain Rubeus Hagrid in as the head of the Department of the Regulation and Control of Magical Creatures. Walden MacNair, he fired on the spot.
The Centaur Regulation Office, the Ministry's most deadpanned office, Harry immediately cleaned up. He put a Centaur, Firenze, in charge of that office, and established communication with the others outside of Hogwarts Grounds.
His Cabinet, according to law, had to consist of wizards and witches. Most people took that to mean, "Pureblood" wizards and witches because at the time the law was written, the only wizard and witch around was pureblood.
Harry, again, changed all that. The day of his inauguration, Harry sent out ten letters, and got ten replies. All in the positive category.
So, as it stood, Arthur Weasley, Ted Tonks, Werewolf Remus Lupin, Gregory Ollivander, Minerva McGonagall, Goblin-blood Filius Flitwick, Vampiress Aihblin Barabal, Arenthena Finnegan, Amelia Bones, and to everyone's surprise, Narcissa Black joined his cabinet.
When asked about the last choice, Harry's answer was simple. He wrote Narcissa, as the Head of the Black Family, and told her that he wished to have her on his cabinet, for family reasons. She agreed, under the stipulation that she, and only she, had a chance to have a family meeting with him.
Harry had agreed, naturally. What he found out disturbed him, greatly. The commotion she had caused over the will reading was legitimate; after all, having someone outside of the family get forty-nine percent of the family assets was eerie. She was happy when Harry and Nymphadora, as she blatantly called her, announced their wedding.
Come to find out, the entire marriage of Narcissa Black and Lucius Malfoy was based on an old archaic wizarding marriage contract that consisted of three parts. Ownership, Servitude and Pregnancy. Needless to say, this contract gave Lucius complete control over Narcissa, verbally, socially and economically until the House of Black negated the marriage contract.
Not that the proposal didn't come with repercussions, anyway. If the head of the family should annul the contract than the house Malfoy would gain the entire Black Fortune.
Harry shrugged at that. Having converted all the Black fortune into the Potter account, there was, technically, no Black Family fortune left. Filing the necessary papers, Narcissa readily agreed to take on the position of formal advisor, as Harry filed the necessary papers of divorce on behalf of the now dead house Black.
As soon as they saw it, the Goblins made to move the fortune and, grinning to themselves, saw two galleons, the amount paid in the dowry. They wrote a letter, explaining with their deepest regrets, how the fortune had been used to pay long-standing pureblood debts after the death of Sirius Black, and that this consisted of the fortune.
Finally, then, it was the night before the State of the Wizarding World address. Anticipated nervousness filled Harry's head at the thought of a public speech. Narcissa, fulfilling her role had already written one out for him. His Undersecretary, Remus, was going to introduce them. This, Harry thought, signified two things. First, that tolerance and acceptance would be needed in Harry's Ministry. The second, that werewolves were no longer to be persecuted, and that, if needed, the Ministry would offer jobs to five hundred of the cursed beings.
Then he would introduce, separately, the others. Aihblin Barabal had assured him with utmost confidence that she would be able to withstand sunlight, and that she was honored to find a wizard that did not persecute her, or 'the werewolf' as she called Remus, for what they were.
Looking at the notes in front of him, Harry sighed. He leaned back in his chair, the midriff of his back leaning off the top, popping his bones up and down his spine.
"Dora, let's elope." he suggested, quietly. The pressures of the situation already playing havoc on his sanity and self-preservation.
She snickered, rubbing his shoulders and neck with the palm of her hand. "Too late for that, Harry. We're already married."
Harry sighed. His eyes filled with tears. "I know, but it's... it feels like the world is falling down around me and that I don't have a choice in the matter."
She sighed. "I know exactly how you feel, Harry. But... tomorrow you're going to go out there, and make a new start for the Wizarding World. This speech that lies in front of you is going to be one of the most recorded speeches in history. Not only is it a declaration of intent, Harry, it's a separate declaration of war. Aunt Cissy always did have a way with words."
Harry grinned. "Yes, she does. It's funny, that. How, in such a simple parchment, she can get across things that most people dare not."
Tonks smiled. "Yes, and you've studied this for long enough, Harry. Come to bed."
Harry sighed and pulled her into his lap. "I don't want to stay up, Dora. But... I'm so tired."
She kissed him, then. It was such a simple action, an impulse, but to Harry it said everything. He stood up, his back popping again from the sudden movement, and walked hand-in-hand to the bedroom with his wife.
Too tired to do anything else, and with a sincere apology, Harry fell asleep, his head lying between the valley of Tonks' breasts.
Morning broke too early for the metamorphmagus and her husband. In fact, it was so early, that the sun was not yet settled into the sky. But, nevertheless, life continued. Tonks was worried, last night, for the first time, her husband had not wanted to make love. Of course, she realized, Harry did have it hard yesterday. She propped herself on her palm, her elbow pushing into the bed, and looked at her husband.
'It seems so funny' she thought as she watched her husband sleeping heavily in the bed, 'the simplest actions can cause the most heartache just by the actions themselves.'
"Good morning, Dora." Harry said, breaking the woman out of her reverie. She started, looked at him, and kissed Harry with all her might. He returned the kiss with passion, gripping her ass and pulling her close to him. "Now that was a proper greeting, Harry."
He smiled. "Yes, it was very stimulating, my love."
She smiled. "Good." As he pulled her close, Harry locked eyes with the woman in bed beside of him, and kissed her again. Rolling her onto her back, Harry moved his mouth to her neck and nibbled, causing a squeal from the woman writhing beneath him.
His hands wandered underneath her clothes, rubbing, teasing her sensitive spots. "Harry", she called out wistfully. He looked at her. She smiled. "Harry, love. Just forget the foreplay; I want my husband in me now. I know you love me, now fill me."
Harry smiled. Positioning himself at her entrance, Harry looked into her depths and pushed in, slowly, relishing in the feeling of her around him. Pushing and pulling in and out, Harry moaned. His lips collided with hers, and for a moment, all was well in the world. It was as if they were one person, perfectly proportioned to the others thoughts, mind, and feeling. He couldn't help but smile. The want, the absolute need, to feel loved, was freely flowing between the two.
As Harry came, Tonks gasped, squeezing around him one final time, her orgasm flowing through their make-shift link.
Lord Voldemort was a very unhappy man at the moment. Looking at the two kneeling intruders into his lair, muggles at that, Lord Voldemort couldn't help but feel spite rise around him. His Death Eaters had their wands all trained on the muggles, an act that most muggles would have feared. But these muggles were different.
They were seers, seers of a most difficult to find variety. These muggle seers always saw the future, and never were wrong. He had his Death Eaters find them, and was on orders not to harm them in any way. Now he had to convince them to tell him the future, what laws the Ministry would try to pass, and to convince Potter to allow a member of the inner circle into his ranks.
"Really, if you're just going to stand there, Mister, then at least let us get off of our knees." the woman, a brunette, about as tall as Harry Potter and just as lithe, was glaring up at him. "I mean, after all, we've been here for about an hour. We know what you want, and know that if we tell you, anyway, that we'll be killed. We'll be killed if we don't, anyway, so what's a few days of torture?
We promised when we got these gifts that they'd be used for good, and that's not about to change."
The Death Eaters shifted. The Dark Lord was furious, and that never bode well for a member of the outer circle. "You have been given chance after change, you filthy muggles, to tell me what I want to know. Bellatrix, Lucius, Severus, take these muggles and teach them about the proper way to address Lord Voldemort."
The male, a complete twin for the other, smirked. "We are giving you the proper respect, you deluded half-blooded idiot. When Harry Potter wins, and make no mistake about that, the future foretells it in every situation, you're name will be but a footnote in the long strands of time. Empires will build up around the name of Potter; he will be seen as a deity among muggles, and even a god among wizards.
And you, the stepping stone to his greatness."
Crucio!" the Dark Lord growled out. As the twins fell to their knees, their nerves lighting with a fire so great that they convulsed and spasm on the ground, twitching and unending the pain.
"Tell me, did your future foretell that?" the man glared. The twins, grinning briefly, looked at the other and said, "Yes. You've taken the first steps to ending all that you know, and allowing Harry Potter to dominate you. Beware, Lord Voldemort, you tread a dark, solitary path filled with danger, and will end in your death. The future is split, Lord Voldemort. From here, you can take many roads, but the most direct path will end your life sooner than later."
The Dark Lord glared. "How dare you, you stupid muggles! Take them, Bellatrix. They are to be confined, and tortured, until their mind snaps. After that time, you may kill them. I don't want those idiots dead this week, I want them to suffer!
Go!"
"Yes master." Bellatrix grinned. She grabbed Severus' hand. "Come, darling, we have things to do. Rudolphus growled and stood up to intercept them, so furious that he forgot where he was. In fact, the only reason he remembered at all was the blinding pain that filled his nerves and the sudden, instantaneousness of death.
"Very well, Bellatrix, Severus. It would seem that I did your dirty work for you." Lord Voldemort grinned, thinking of ways that he could use this situation to his advantage.
"Harry, mate, mum told me to come get you two up. It's... BLOODY HELL!"
Harry jumped to cover Tonks so quickly that Ron, for just a moment, forgot where he was standing. As Harry and Tonks both glared at his intrusion, Ron hastily walked out of the room and, he was sorry to say, into the bathroom.
"Um... that was awkward, Harry." Tonks laughed.
"Well, Dora, given that my best mate just walked in on us making love, I would have to say it bloody well was."
"Oh, hush up, Harry." she said, standing up, the sheet covering her vivacious curves falling down her naked, silky body. Harry smiled, stood up, and walked over. He wrapped his arms around her waist and kissed her neck and shoulder, relishing in their togetherness.
The knock at the door brought them out of their stupor though. "Harry, are you guys up yet. I'm coming in."
As Molly Weasley opened the door, Harry made to cover them with a glamour spell. As she walked in, the spell covered them, and the soft glow of magic coming from his wand dulled. "Ah, yes, I'm glad to see the both of you up. Harry, dear, you need to get some breakfast before you head out to the Ministry today. Today is your first, official day, after all."
Harry grinned. "Yes, Mrs. Weasley. Um... could you leave? This glamour is about to wear off, and unless you're a scarlet woman, I doubt you'd want to see Dora and I after."
Her silent 'oh' gave Harry and Tonks all the answer they'd need. She closed the door, bursting into laughter as soon as she left the room, and her yells could be heard throughout the house as she said, "I... can't believe... all that time."
"Well, do you want to go ahead and get dressed?"
Harry shook his head. "No, not really, but I think we need to."
"I know. So, you're first day as Minister. Hmm... We need to make a statement. Alright! I know what we'll do. Do you have Narcissa's speech?"
Harry nodded. She grinned. "Good, Auntie always was good with words, from what mum told me. She's going to be there, you know, supporting you and the family. After the speech, it will be the aurors' jobs to show you around, introduce you to the security measures, and get you some full time security. I'll request for that, I'm still a registered Auror, technically removed from active duty for the duration of your term, but I can still act with the weight of an Auror."
Harry nodded. "And at Hogwarts? What are we going to do? With Dumbledore gone, the Board of Governors has to find a new Headmaster or Headmistress, right?"
She nodded. "Yeah, but you can override them and place someone, as long as they were already faculty and have served more than fifteen terms, and have already been in a position that could gain. That means any head of household can be promoted. As it is, during the summer if there is not an active Headmaster, the Assistant Headmistress or Headmaster can take the position until their confirmation hearing.
I received a letter last week that she was granting me Head of Gryffindor Duties and had officially fired Severus. I'm not supposed to tell anyone this, but a man named Horace Slughorn is taking over the Potions Master's position. As the Minister for Magic, and a student, you need to know."
Harry nodded. He had never met Horace Slughorn, but had received a letter from the man the day after his induction, inviting him to join the 'slug' club. He declined, on the basis that the Minister for Magic had too many duties than join a club when he had to deal with laws and such. The man had written back a day later accepting him, but saying that Harry could be an honorary member, and that it must have been such an honor for him to receive the letter from the inventor of the Wolfsbane Potion.
"Harry! Tonks! Come on now! We can't have the Minister late for his first day of work!" Molly Weasley bellowed from the bottom of the stairs, "or do I have to tell your visitors what you were up to this morning!"
As they ran downstairs, Harry grinned and yelled at Tonks, "this having a family business is fun!"
As they arrived at the Ministry, by use of special floo that announced he'd be coming through, Harry sighed at the site of the Ministry of Magic's security detail holding off reporters trying to get at the couple. Harry, dressed in immaculate dress robes made of acromantula skin, and weaved throughout with basilisk thread, was watching the crowd for any signs of danger. His detail, consisting of the entire Weasley family, and Kingsley Shacklebolt, were surrounding him.
His cabinet stood on the stage erected when it was found that Harry would be making his address today. The detail, and workmanship, was wonderful, with the crest of the Minister for Magic in the backdrop.
"Stay here, Harry" Kingsley whispered, paling before he turned and started to apologize. Harry grinned. "Aye sir!"
The older man grinned. "Sorry bout that, it seems that I forgot you were the Minister. It's customary for an Auror to announce you on stage before you enter. That way, we can react to any threats faster than anyone else can."
Harry nodded. Kingsley entered and stepped in front of the audience, acknowledging the cabinet as he walked in front of the members of the wizarding press and society that wanted to hear Harry's first speech.
He walked up to the podium and, raising his wand to his throat, tapped his wand to the wood and creating a 'boom'.
"Members of the press, ladies and gentlemen, it is my pleasure to introduce to you Minister for Magic, Harry James Potter."
A roar went though the crowd as Tonks cast the Sonorous on his throat. Harry walked up to the stage and, greeting all his cabinet, a lesson taught him by the way Dumbledore often greeted his staff members at the Sorting Feast, invited Remus to stand up and beside him.
Remus did so.
"Members of the press, ladies and gentlemen. Seven days ago, a new era was born in the wizarding world. This era, bought and paid for with the lives of several hundred men, women, and children, was brought about by the corruption of my predecessor and his own vision for our society.
When the elections were held seven days ago, I was bound and ready to withdraw my own resignation, on advice from Albus Dumbledore who told me that my nomination was brought about by a Death Eater sympathizer, and someone, that once had released this information, would send the Wizarding World into a panic.
And until his death, I believed that Amelia Bones, or even Rufus Scrimgeour could do a better job at fighting Lord Voldemort, just telling me when it was time to take him out. And I would have, taken him out, I mean, simply because it was, and is for the better of the wizarding world for that half-blooded hypocrite to be taken out before he becomes too much of a problem.
All that changed, however, with two little words. Avada Kedavra or let the thing be destroyed. With that, the wizarding world went spiraling into an oblivion that shook the world. Not only did our illustrious leader for fifty, neigh sixty or more years meet his end but our former leader was exposed for the cruel, inhumane, backstabbing idiot that he was.
With the help of my wife, Nymphadora Tonks-Potter, I have gracefully accepted the position that I was given, really, by two votes from people that weren't scared to vote in the face of danger, who showed me, beyond a shadow of a doubt, that they were leaders, and that, for this reason, I am making the speech that I am.
In order to make this speech flow more smoothly, and to hopefully distill any questions that you may have, I have three key areas that I want to cover today.
1. The State of the Wizarding World
The state of the wizarding world, as of this moment, is hectic. Many members of the Ministry for Magic are on a suspected Death Eater list that was started by Headmaster Albus Dumbledore and his group of mercenaries that, as of Cornelius Fudge's reign was doing more in this war than the ministry that has swore to protect you.
The pureblood families, of which most of you are members, are among the most under populated members of society, the muggleborn and half-blood outnumbering you three to one by statistics provided by the registrar of Hogwarts School of Witchcraft and Wizardry.
Inbreeding, or the sexual quarantine of wizarding families, has in the last fifteen centuries been so bad that a population of seven hundred million wizards and witches world wide has been reduced to about one hundred million. Our children are born greatly mutated, and without our great powers.
During this time, starting with Salazar Slytherin, the persecution of the muggle-borns, a group of people that could save our families, and give us a new gene pool, are being thrown out of the better jobs. Werewolves, Vampires, and other creatures, that while not compatible with our bodies, do offer the ability to teach us about themselves, and their magic's.
And, to help us learn more about ourselves in the process.
The aurors and the Unspeakables, two different departments that have been long trained the same ways, but never cooperating, will have to work from now on. In order to change that, I'm implementing two new changes effective immediately. The first will be the creation of a new department, the Department of Magical Defense and Law Enforcement. Heading this department will be Rufus Scrimgeour, a former unspeakable and head of the Aurors.
The Department of Mysteries and Department of Magical Law Enforcement will be given new leaders at his discretion.
And, in order to effectively run the Ministry as I have, I can now move onto my next issue. Beginning in order from left to right, is the new cabinet of the Minister for Magic. As there are new faces, and old, among this group, I have compiled a bit on each person that has agreed to be on.
Arthur Weasley formerly of the Misuse of Muggle Artifacts office, has been a dedicated member of wizarding society, and firmly on the side of light for the entirety of his adult life. His wife, Molly Prewitt-Weasley, is the late daughter of the Prewitt family. They have seven children, and have taught them all the values they learned when they were my age. He has agreed to head the Department of Misuse Muggle Artifacts, and will write up a set of muggle protection laws that are to be passed later this term.
Theodore Tonks is the muggleborn sire of the Tonks family. His father is a prominent member of society, and his mother, dead seven years now, was the heiress of a family killed in the last war by Voldemort himself. His daughter, is the current first lady of the Wizarding World, and an Auror that has been wronged greatly by members of society because of her ability as a metamorphmagus.
Remus Lupin is a werewolf, and a former victim of the werewolf acts passed by Dolores Umbridge. He was a friend to the Potter family sire, James Potter, until his death fifteen years ago. He has agreed to take upon the mantle of Undersecretary to the Minister for Magic, and will be my voice in many issues while I am a student at Hogwarts. While I will pass the laws, it will be Remus that negotiates for laws, and appear for the Ministry for Magic.
Gregory Ollivaner is a man that everyone knows. He owns and maintains Ollivanders Wand Shop and has more than likely sold each of you wands at one point in your lives. He has agreed to be my Minister for Muggle Defense, and with the wisdom that age provides, to teach the Aurors and Unspeakables a few new tricks.
Minerva McGonagall and Filius Flitwick came as a duo that would not be broken up. They come to the conclusion after Albus Dumbledore's death, that the wizarding world would not be at peace until someone stood up for what was right. Minerva is the Headmistress of Hogwarts School of Witchcraft and Wizardry and former Transfiguration teacher. She taught with Albus for twenty-five years, and has the full backing of the Ministry to do what is right, over what would be easy.
Filius, on the other hand, is Goblin in nature and the head of House Ravenclaw at Hogwarts. He teaches charms, and has agreed to be the ambassador to the Goblins for the Ministry of Magic. I have also, to his greatest delight, asked him to be the official treasurer of the Ministry of Magic, a position I created for the new Department of the Treasury. He will be providing several prospects and given full access to the Ministry whenever we need it and he has accepted.
Aihblin Barabal, a vampire princess of the sixth house of Barabal, has agreed to be my new liaison to the Vampires. It was on her request that I hosted this meeting in the sunlight, to show that Vampires are not the cruel, inhumane creatures that books make them out to be. She will be head of the Department of the Magical Animal Control, and work jointly with the Department of the Regulation and Control of Magical Creatures, who is headed by Rubeus Hagrid, a half-giant that has this obsession with creatures that scares me sometimes.
Arenthena Finnegan is the witch mother of Seamus Finnegan, and the wife of a muggle. She has proven to be outspoken, especially against me, when she believes that her family is in trouble. She has asked not to be permanently placed as a member of the Ministry, so as to provide a prospective from non-Ministry society.
Amelia Bones" and to his immense pleasure, Harry got great applause, "is moving on from her position as the head of Magical Law Enforcement and onto better things. She has agreed to become my other Undersecretary, and General at Charge of War. It will be her job to devise stratagem and objectives for this war, and to act as Minister for Magic whenever it is needed. She will also work in relation with the Department of Magical Defense and Law Enforcement to control and contain the Death Eater situation.
And finally, my chief of staff, Narcissa Black. I will admit that this placement had some family ties involved in it." at this, the crowd gasped and some even tittered with a grin. "Narcissa is the former Mistress of the Malfoy House, and will act as my go-between from each of the new Departments.
My new cabinet will take questions after this speech. As such, if you can give me another five minutes, I will be very happy to end this press conference. Now, as you know, the Wizarding World is very unique. We have abilities that far outweigh those of muggle limitations. Unlike muggles, though, we've been stagnant for too long.
From now on, all Potions, Charms, and Defense Masters and Mistresses in the employ of the Ministry of Magic will be given the job of developing new spells and potions to help our society move on. The Ministry of Magic will also be creating new job opportunity to help regulate the werewolves, vampires and other creatures back into the society like it is written in Merlin's Book.
As a precaution, for the time being anyone convicted by tribunal of being a Death Eater will be executed for crimes against the state. This will last until the end of Voldemort's life, and will allow the Wizarding World to feel at peace.
I would like to take the time, now, to end this press conference by introducing Narcissa Black. She will take any questions that you may have, while I go unite myself with the people of the Ministry and the Departments that I'm now in charge of."
