Sid Kramer was born in Washington, D.C. where he atten ded District
public schools before graduating from George Washington University. He then pursued a
business career in Montgomery County building a successful chain of car washes and
launching a commercial construction enterprise allied with a property real estate
management company in the suburban Maryland community.
Elected as Montgomery County's third County Executive on November 4, 1986 Sid received
national attention as an effective, honest leader with exceptional consensus-building
skills. The Montgomery Journal praised his abilities, explaining "Kramer has the
right mix of smarts, political savvy and administrative know-how." Sid remained
County Executive through November, 1990. He is currently President of Kramer Enterprises,
a real estate management firm.
In 1978 Sid was elected to the Maryland State Senate and served there until he became
County Executive. While in the Senate, he served as chairman of the Montgomery County
delegation and on several committees including the Economic and Environmental Affairs
Committee, the Executive Nominations Committee, the Joint Committee on Administrative,
Executive and Legislative Review, and the Governor’s Task Force to Study the
Funding of Public Education.
Sid's experience in public office began in 1970 as a member of the Montgomery County
Council, even serving as Council vice president during his last year, 1974. He was also
the Montgomery County representative to Region IV Board of the Governor's Commission on
Law Enforcement and the Administration of Justice from 1971- 74 and chairman of the Public
Safety Committee of the Metropolitan Washington Council of Governments. He served as
chairman of the Maryland Building Code Study Commission, a member of the Governor's
Commission on Workmen's Compensation Laws and a member of the Advisory Board on Liability.
Committed to public service, Sid Kramer has also been active in a number of community
organizations. He is a former president of the Montgomery County Chamber of Commerce,
president of the Rotary Club of Silver spring, vice-chairman of the Executive Committee of
the Montgomery United Way, director of the Maryland Association for Retarded Children, and
a member of the Board of Trustees of Holy Cross Hospital. He has served on the Foundation
Board of the Adventist hospitals and has been active in the support of First Night
Montgomery, Inc. Mr. Kramer is currently the Montgomery County representative to the
Washington Sewer and Water Authority, and serves on the boards of the Jewish Council for
Aging, and The Foundation Committee for Montgomery College.
