Pokémon Emerald has it's own form of Deoxys. It's stats seem to be average in everything else except Speed, clearly proving the assumption of it being a speed form, and it learns Speed-like moves. Here are the moves below and what level they are learned:

-Lv.25 Psychic
-Lv.30 Swift

-Lv.45 Psycho Boost
-Lv.50 Extreme Speed
As you may notice. Speed Deoxys learns powerful moves at early levels. So this gives us the assumption it is at a low level when it is caught. We will have more information soon. Here are some pics of it below in action:
