The common belief is that Bill gets you two extra cards to work with. And also that it has no drawbacks. First off, let me say that Bill is a good trainer and has its place in many decks, but it just isn't the great card many make it to be.

Ok, let me tell you what Bill really does. Bill gets one extra card at the expense of losing one card space in your 60 card deck. Let me explain.

Your opening hand contains 6 cards and 1 Bill. When your turn comes, you discard 1 Bill and draw 2 cards. So now your hand contains 8 cards total, with 1 card in the discard pile. Since you originally started with 7 cards, you only gained 1 card at the expense of 1 discarded card.

One more example. Say your turn starts and you draw a card. You draw a bill and immediately use it. You draw 2 more cards. Now, you didn't get 2 cards. You got 1 additional card to the 1 you were supposed to get. And you discarded Bill.

So is it a good trainer? Yes, even 1 extra card will yield you an advantage.

Does it belong in every good deck? No, because it does have its drawbacks. Instead of 4 bills, you could have 4 more slots to fill, depending on the needs of your deck. If you already have 4 Super Energy Removals, you can put in a few Item Finders to virtually increase your energy removing power.

Is Professor Oak better than Bill? I can't give you the right answer, but in my opinion, a few Professor Oaks are required in every deck. Oak can bail you out of problems like running out of Pok�mon in play.

So I just have to say, don't be fooled by thinking that Bill is anywhere near a broken card. If you think it works out really well in your deck, then by all means use it. But just keep in mind that you can get along without it and actually better your deck by putting in different cards.
