Notes for FRANCIS C. FLANEGIN:
When 16 years of age Francis indentured himself to Andrew Crites of Elizabethtown, PA, to learn to treade of "carding and fulling wool." There was a boat yard at Elizabethtown, and he also learned "steamboat drafting."

After his marriage he studied law.  He registered as a law student in Allegheny County with Thomas Mellon, 28 May 1840, and was admitted to the Bar in Washington County in November 1842, and to the Allegheny County Bar 30 November 1842, on certificate from Washington County, on motion of Moses Hampton.

He was elected District Attorney of Allegheny County in 1850 for three years, and was sworn into office 4 November 1850.  He was the first District Attorney in the county under the law, making that office elective.  He served three years, and was succeeded by R. Biddle Roberts.  Later he was a partner of Marshall Swartzwelder - the firm name being "Swartzwelder and Flanegin."

              Francis C. Flanegin was born in 1799 near Finleyville. Washington County. He  never attended school or college but educated himself at home after his marriage. He  registered as a law student with Thomas Mellon Mav 28, 1840 and was admitted in  Washington County on November 1842 and to Alegheny bar November 30, 1842 on  certificate from Washington County motion of Moses Hampton. Mr. Flanegin was elected District Attorney in the county under the law, making that office an elective office. He served three years and was succeeded bv R. Biddle Roberts.
       Francis C. Flanegin died January 9, 1866 in Coltersville, Allegheny Cty, Pa.

Captain Edward Smith Wright - From History of Pittsburgh and Environs - Biographical 4

     Captain Edward S. Wright was among the first to advocate and put into practice many of the reforms which in the last half century, have put the prison in its proper place in the relation to society, as a corrective, rather than a punitive institution. His military record in the Civil War notable, but it was over-shadowed by his thirty-three years of service to the State and to society as warden of the Western Pennsylvania Penitentiary.
     He advocated development of responsibility in the men under his care, and once wrote, "Do a little trusting yourselves instead of discharging them from confinement with a very small gratuity, shabby clothing and a good-bye; and then wondering why the poor fellow cannot get work." He favored training in the trades for men while in prison, that they might earn an honest livelihood when released.
     Edward Smith Wright was born at Dudley England December 5, 1829, the son of George and Ann Smith Wright. His Father's family, for several generations, manufactured anvils at Dudley and exported many to the United States. John Wright, an uncle of Edward's, came to this country in 1832 and the latter followed in 1847. He became junior alerk in a grocery store and later the chief clerk of the Pittsburgh Gazette, which he remained at the paper for four years.
     In 1855 he was elected water assessor for the city of Pittsburgh which position he occupied until the beginning of the Civil War. He then organized two companies and was elected Captain of one which became Company F of the 62nd regiment of the volunteer infantry, one of the first three year regiments. He was in the field until the close of the Peninsular Campaign in Virginia, when he suffered an attack of malaria fever and was sent to the Washington Hospital. Upon recovery Captain Wright was assigned to detached duty and succeeded Col. Charles T. Campbell as military provost marshal of Pittsburgh.
     At this time 118 of Morgans's raiders, men who terrorized the people of Southern Ohio and Indiana, by their incursions in behalf of the Confederacy, were confined in Western Pennsylvania as prisoners of war. It was Captain Wright's duty as provost marshal to see that these men were properly cared for, and through this came his first connection with the institution to which he would later give so much of his life's work.-----


     Prisoners of war are not always a contented lot, but forty years later, one of these men wrote "Please say to Captain E. S. Wright that I have never ceased to be grateftil to him  for his manly and soldierly courtesy to us as prisoners." Captain Wright was mustered out of service in July 1864, with the command from which he had been detached. He went into the oil business and later became president of the Pittsburgh Glass Manufacturing Company. In 1866 and 1867 he was a member of the common council of Pittsburgh, and for a time and then he returned to his old position as water assessor.
     In February 1869 Captain Wright was elected warden of the Western Pennsylvania Penitentiarv and continued in this position until ill-health compelled his resignation in the fall of 1901. Soon atter his election a change was secured in the State law which permitted the prisoners to be brought from their solitary cells and be assembled for work school and worship. A chapel and workshop were built and the new warden started a school where illiterate men were given a chance to learn to read and write. In these reforms and many others inaugurated in later years, Reverend J. L. Milligan, the chaplain of the prisoners. The Reverend I. L. Milligan began his life-long work there at the prison the same day as did Captain Wright. The buildings occupied by the Western Penitentiary when Captain Wright became warden were situated in West Park, Allegheny. Later this  became insufficient to accommodate the number of men sent, and in 1878 the property in Woods Run, now occupied by the prison and formerly occupied by the House of Refuge, was assigned by the State to the Western Penitentiary. The new prison buildings were gradually built during the succeeding years, the prisoners moved down as the buildings were ready, and finally in 1885, the old buildings were razed and the property returned to the city for park purpose.
     Captain Wright was a charter member of the National Prison Association organized in 1870 and served as it's president in 1900. After his retirement from active prison work, he still retained his membership in this association and through it kept in touch with the movement for prison reform throughout the country.
     For 62 years Captain Wright belonged to the Masonic Order being a member of Lodge #45. Free and Accepted Masons, Zerubbabel chapter #162, Royal Arch Masons, Gourgas Lodge of Perfection, Ancient Knights Templer, Syria Templar, Ancient Arabic order Nobles of the Mystic Shrine. Through his military service, he held membership in the Grand Army of the Republic The Union Veterans Legion, The Loyal Legion, and he kept in touch with his former comrades of the war in these organizations, As a young man he was a member of the First Baptist Church of Pittsburgh and in later years gave his support to the North Presbyterian Church of Northside, Pittsburgh.
     Captain Wright married first in 1849 Sarah, daughter of Francis C. Flanegin, a lawyer of Allegheny County. In 1895 his second marriage was to Annie Wilson. There were eight children by Sarah (his first wife) but only four survived.
     Captain Wright died February; 28 1916. In his work as warden he stood out among the men of his time as a servant of society well worthy of his trust and Pittsburgh is honored by the work he did here.-----
