"In today�s fast-moving environment, community growth patterns are shifting, citizens�
expectations are changing and residents� transportation needs are diverse. TDOT�s
highway projects, however, still require years to complete. The Department realizes that
to keep pace with the 21st century society, TDOT needs to change and update some of its
planning and business practices. The Case Study described and documented herein is
intended as an initial step for TDOT in this change process. Through the review of the 15
major highway projects, including the James White Parkway Extension project, the Case
Study will provide critical input for TDOT to begin to identify areas for improvement and
ways to better serve Tennessee�s citizens."

What's going on? The Tennessee Department of Transportation is trying to extend the already existing South Knoxville Boulevard through South Knoxville, bypassing Chapman Highway. The speedy way to get to Gatlinburg... just go through my back yard!
