Ralph Bitter has been commission chairman since 1991. He is the only commissioner to have continuously served on the commission since its creation in 1989. During his chairmanship, the commission drafted and revised Plumsted’s natural resources inventory, instituted the environmental questionnaire as a requirement for applicants, and developed the township’s digital GIS database. A Plumsted resident since 1978, Ralph manages the Department of Environmental Protection's Heavy Duty Diesel Inspection Program, a pollution control program for diesel powered trucks and buses. Ralph previously served on the Ocean County Environmental Agency and the BOMARC oversight committee.
