Billboards are flat and featureless on the side that carries the commercial message.
On the backside they have a ladder-like structure that is easily climbable. A bonus-point is that the front is oriented towards the traffic and the backside is oriented away from it. So once you're behind the billboard you're well hidden. Once you're on top you have this kind of view straight down:
The most difficult part of the climb are the first 2-4 meters between the ground and the underside of the billboard. This part is featureless. I have experimented with prusik-knots and slings but this is too complicated.
For security I use a harness, two slings and two carabiners. You tie the sling around one of the thick supporting poles and then you can hang on it while taking photographs. It feels very safe. Using the slings while climbing up is safe but very slow. Climbing without the protection is about five times faster.
