| XFHL Rules
I Contracts a) Contracts may not exceed more than 4 years in length b) No trade clauses are not allowed c) Team options cant be offered, but player options are ok d) Signing Bonus cannot exceed annual salary I.I Rookie Contracts a) Rookie contracts cannot exceed 3 yrs, with no options b) 1st round draft picks have minimum salary offers: Picks 1-10 $800,000 per year Picks 11-20 $700,000 per year Picks 21-30 $600,000 per year I.II Staff Contracts a) There are no restrictions on years or salary for staff contracts b) Staff members signed go to the pro team automatically, its your responsibility in the following sims to reassign them I.III Contract emails a) Contracts need to be emailed on the following format: years, salary, signing bonus, options - all on 1 line eg Jarome Iginla 3 yrs 8m 4m TW P The above offer is Iginla - 3 years @ 8m per season with 4m signing bonus, Two way clause and a player option b) Any contract offers that are exactly what the player wants, say 'default' contract, then any options. eg Jarome Iginla 3 yrs Default TW P The above offer gives Iginla 3 yrs at the salary and bonus he is asking for, with a 2 way clause and Player option. This is much more common among farm and prospect offers, but it works for any player. c) Staff contracts are to be made in the same format, years and salary. d) UFA staff contracts must also list the rating in one attribute to make then easily found. This isnt necessary for UFA players, as the player search is used for this. e) Any contract offer for player or staff must state if the person is not on the pro team. In other words, you must specify if the player is on the farm, or a prospect. II Salary Cap a) The salary cap for the 2006/07 season is 50 million. This cap will not go lower than this. b) Farm contracts count against the cap, but if they are on 2 way deals, while they are on the farm only their farm salaries count. c) You cannot sign an unrestricted free agent that puts you over the cap at any time. d) During the offseason, rookies invited to camp and farmers called up do not count against your cap. Invited prospects that arent under contract count as 100,000 each. It is the GM's responsibility to figure out how much prospects and farmers are counting in their payroll and deduct it themselves. e) You cannot make a trade that puts you over the cap, unless posting that instructions have been sent to make the cap room available. f) If you are over the Cap and choose to not make the necessary changes to get under it, the commish will make the changes by either sending down youth players to the farm or he will release players until your team is under the cap. III Trading a) All trades must be posted in full by both parties. A reason should be given for the deal from each GM's perspective, so that the trade committee has the most information possible when approving or rejecting trades b) GM's must post in the trade forums that their cap is either ok, or that instructions have been sent to make the cap ok. c) All trades need 2 approvals to pass. d) Players that were signed as UFA's cannot be traded during that season at all. They can be traded when trading opens again after the playoffs end. e) New GM's have a 1 week real time probationary period to learn their teams before they can trade III.I Consistency Drops a) XFHL has a regulated drop system for trades. It is as follows: 18 - 23 yrs old cannot drop at all 24 - 27 can only drop 10% 28 - 32 can only drop 15% 33 + can only drop 20% b) Each GM should double check that the con of a player who drops has been fixed properly. III.II Boost trades a) Low con players that dont boost must stay with their new team for 30 in game days (15 days real time) during the regular season. The only exception is the trade deadline, where low con players can be dealt on the deadline itself without being with a team for 30 in game days b) During the offseason/preseason, because of irregular sim schedules and such, low con players must stay with their new teams for 15 real time days. The only exception is draft day, where low con players may be moved for picks for that specific draft. III.III Future Considerations a) Future considerations must be posted in the original trade thread. Most common are things like players boosting/dropping. Most of the time these clauses will be done right away. In the event that they arent, it is up to the GM's involved to repost or remind me to put them in later. V Unrestricted Free Agency a) All teams may bid on unrestricted free agents, whether the player will sign with their team or not. b) There is a maximum salary of 8M per season c) 'Elite' UFA's will be listed and given a day when specific bids are accepted. This way if teams miss out on one player, they may try for another the next day. The same applies for 'Elite' UFA staff members. V.I UFA Criteria For Same Bids a) Where 2 or more teams offer contracts where the annual salary is over 2m, and the offers are within 500,000 of each other, a dice roll will determine what team gets the player. An example - an offer of 2 years 5 million and an offer of 2 years 4.5 million would go to a dice roll. NOTE : This is done by annual salary only! Being that signing bonuses dont count against the cap, and money is pretty much useless, they wont count when factoring in dice rolls. b) a 1 way pro contract will always beat out a 2 way deal. c) Staff offers work the same way, a dice roll decides who wins the bids. d) Teams may not trade players signed as UFA's for at least 1 full season e) Teams may not renegotiate a UFA player's contract for 1 full season VI Lines restrictions a) The hit and grind tactic may not be used on more than 1 line. There are no restrictions as to what line, or how long the shifts can be. b) Any other tactics may be used as much or as little as each GM prefers. c) Lines must be sent as .lns files, unzipped, to the commish email. Lines should be named by your pro team, and pro team farm. An example: Ottawa.lns and Ottawafarm.lns I am not going to memorize the cities of each GM's farm team. Name your lines like this or they may not get used. d) In the event that a GM has 2 games in one sim, 2 separate lines files should be sent, in this format: Ottawa Game 1.lns and Ottawa Game 2.lns I dont care who you play, when the lines files are exported to the folder, it puts them in alphabetical order, and they get mixed up. So name them as I requested. e) You dont need to send a whole new lines file just to change goalies. That can be asked for in an email. VII Goalie Restrictions a) Goalies must not play more than 70 games in a season. Once a goalie hits 70 games, a farm goalie will be called up to dress in his place, so that the goalie cant play at all, should the backup be pulled, hurt, or involved in a brawl. b) Should a goalie appear in more than 70 games, and it go unnoticed by the simmer, then the following punishments will be enforced: If the team is a playoff team, the goalie will miss the same number of playoff games that he went over by. An example would be: goalie plays 73 games, he is ineligable to play in his teams first 3 playoff games. If the team is a non playoff team, then the following season his games limit will be reduced by the number of games he goes over. An example would be 75 games played, the following season his limit would be reduced to 65 games. This could seriously affect a playoff run the following season, so be wary. If this isnt enough of a deterrent, we will look at non playoff teams dropping 1 position in the draft for every game the starter plays over 70. This is a team punishment, and the trading of a starting goalie will not affect the limit. VIII Tanking a) Tanking will be defined as a deliberate attempt to finish lower than your team is capable of. Examples include: Playing farmers or prospects on the pro team before they are ready. Keeping players on the farm who are better than the players they have playing pro Playing weak goalies when there are better ones available in UFA or on your team Using line tactics that dont suit your team, and example would be 4 lines of run and gun b) The GM will get 1 warning as to his team's perceived tanking, and a chance to explain himself. 'This guy did it before...' is NOT an acceptable excuse. He will have 1 sim to get it fixed, or penalties will be enforced. The penalties are as follows: The GM's 1st round draft pick will automatically be lowered to the 30th pick in the draft If the tanking continues, the GM will be fired. If anyone brings up the question of what happens if someone doesnt have a 1st round pick, well, if they dont have a first round pick and they are tanking, then they are complete idiots. VIV Lines Submission All lines or instructions for the particular sim day should be emailed to the commish on or before 6:00PM EASTERN TIME. |
